Judge Hughes stated he wanted the County Board members t♦ be aware of f a Joint 1 :ifrom the floor of the Legislature early in February which will reorgdnize the Trial Court. This Bill does away with County Court. St. Croix County will be created into one Circuit Court with 2 Circuit Court resident Judges. Judge Courts such as Judges and Court Reporters. Best questioned whether some of these engineering firms didn't have the responsibility thru their errors and ommission insurance for the mistakes they make n submitting bids. He feltthat the engineering firm should account b these mistakes of anything over 10% of gross error. Chairman Anderson announced that due to the resignation of Mr. Art Gehrman effective December 31st, 1977 from the Council on Aging, it had been recommended that Mr. Lawrence Bose from New Richmond be appointed to fill the vacancy. Motion by Superv. Kellaher, 2nd by Superv. O'Connell that the appointment of Mr. Lawrence Boss be approved,.' Motion carried. Chairman Anderson announced that it had been agreed that the District Soil and Water Conservation Supervisors Committee would be designated to review the Farm Land Preservation applications. Motion by Superv. Rock, 2nd by Superv. Pierson to approve that the applications be reviewed by the Soil and Water Conservation District Committee. Motion carried. Resolution read by the Clerk pertains to adopting District Overall Economic Wevelopment Program. Held for next session. Resolution read by the Clerk recommends approval for rezoning a parcel of land in the Town of Star Prairie to Commercial from Agricultural -Residential. Held for next session. Resolution read by the Clerk pertains to transferring (1977) surplus funds of $770.00 from the University of Wisconsin Extension program to the Soil and Water Conservation District Supervisors (Soil Conservation fund) for implementation of the Farmland Preservation Act. Held for next session. Resolution read by the Clerk pertains to change in the County Board rules, Section 3,A. Chairman Anderson referred the resolution to the General Services Committee. Motion by Superv. Ward, 2nd by Superv. Peterson that the District Attorney be instructed to obtain an opinion from the Attorney Generals office whether or not 5P. Croix County reaches thy: statutory level on Levy Limitations if the County can use General Funds to add to the 1978 Budget or be required to borrow VJ, the exces8. %`otion carried. Most likely all land fills will be closed in the near future and funds will be needed for a disposal program® Chairman stated that this subject will be put on the February session agenda. e County Clerk reported that she has referred several rezoning requests to the County Zoning and Parks Committee as follows: Request from a list of Farmers in the Town of Eau Calle requesting to rezone from Agricultural -Residential to Agricultural District. Request from a list of Farmers in Town of Baldwin requesting to rezone from Agricultural -Residential to Agricultural District. Petition of Herman A. dahl placing certain lands in the Town of Pleasant Valley in the amended Agricultural Zoning District. Petition of LeRoy Storley, Town of Baldwin to rezone from Agricultural -Residential to Commercial. Ten Petitions to the Comprehensive Planning, Zoning and Parks Committee for text change; in the County Zoning Ordinance. Referred back to the County Planning Zoning and Parks Committee.
