WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution
requiring any position in which a vacancy occurs to be reviewed by the parent committee, the
Administration Committee and the County Board prior to refilling; and
WHEREAS, a Building Services seasonal employee was approved in the 2011 budget by the County
Board on October 26, 2010; and
WHEREAS, the Administration Committee deems this seasonal employee to be covered by the vacant
position review policy; and
WHEREAS, the Administration Committee is the parent committee for the Building Services
Department; and
WHEREAS, the Administration Committee has reviewed the need for this seasonal employee and
determined that it is necessary and there are no viable alternatives, and therefore recommends that this
seasonal employee position be filled in the Building Services Department; and
WHEREAS, the County Board has reviewed the need for this seasonal employee position and agrees
with the conclusions of the Administration Committee that this seasonal employee position should be
filled.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the seasonal employee
position in the Building Services Department be filled.

Groundskeeper Summer Seasonal
1. What has been the recent annual and monthly trend of work performed by the position?
Cleans -up Facilities, mows, trims, cleans out brush, rakes, prunes and other ground
keeping tasks, performs other duties as assigned.
2. Who fills in for the position during absences for PTO?
Building Services Staff
3. What will be the impact to the public of a delay in filling the position?
Poor appearance, un -kept grounds, bad reflection on both SCC Campus and Health
Center, not enough staff for grounds keeping, cemetery's not being mowed, full time staff
will need to be pulled off other scheduled maintenance /custodial work to do grounds work
or overtime.
4. How much is the net savings for each month the position is unfilled?
None, this position is currently paid $9.52 pr. hr. no benefits (gross monthly. aprox.
$1523). If not filled the duties of this position will need to be covered on overtime by
Building Services staff. Monthly overtime range for either Custodial or Maintenance Staff
would be $ 4,608 - $ 5,352.
