HomeMy WebLinkAboutResolution 2011 (07) RESOLUTION TO FILL 2 CONTRACT POSITIONS OF YOUTH COMMUNITY SUPPORT SERVICES SOCIAL WORKER Resolution No. lG f f St. Croix County, Wisconsin WHEREAS, on October S, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the County Board prior to refilling; and WHEREAS, the Youth Community Support Services Social Worker positions are 2 new contract positions approved in the 2011 budget by the County Board on October 26, 2010; and WHEREAS, the Administration Committee deems these new positions to be covered by the vacant position review policy; and WHEREAS, the Health and Human Services Board is the parent committee for the contract positions of Youth Community Support Services (YCSS) Social Worker in the Health and Human Services Department; and WHEREAS, the Health and Human Services Board has reviewed the positions and determined the positions are necessary and there are no viable alternatives to the positions, and therefore recommends that the 2 positions be filled; and WHEREAS, the Administration Committee has reviewed the positions and agrees with the conclusions of the Health and Human Services Board and recommends the 2 positions be filled; and WHEREAS, the County Board has reviewed the position and agrees with the conclusions of the Health and Human Services Board and the Administration Committee and concludes that the 2 positions should be filled. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the 2 positions of Youth Community Support Services (YCSS) Social Worker in the Health and Human Services Department be filled. What has been the recent annual and monthly trend of work performed by the position? The waiting list for these services currently stands at 80 clients. This number has not changed in the last 2 years, as the number of referrals has equaled the number of new admissions to the program. This program has expanded over the past couple of years as the State has allocated additional funding. The County has developed this programming to secure State and Federal money to cover services that were previously paid for by local tax levy. Service delivery is based on health and safety needs. 2. Who fills in for the position during absences for PTO? Within the structure of the YCSS process, YCSS team members back up the work during absences. 3. What will be the impact to the public of a delay in filling the position? Delay in filling these positions will potentially adversely impact the F &C Alternate Care budget. The 2011 budget calculated reductions in the F &C Alternate Care budget due to these positions beginning in January of 2011. In addition HHS will need to return approximately $23,000, which the State has allotted to fund the first 2 months of work for these positions. Furthermore, the waiting list will either maintain or grow, which will most likely adversely affect other HHS (Family and Children's, Behavioral Health Services, Emergency Services) budgets. 4. How much is the net savings for each month the position is unfilled? No net savings is anticipated. HHS will stand to lose approximately $23,000, which the State has allotted to fund the first 2 months of work for these positions. In addition, purchase service contracted expenses were reduced in the 2011 budget and reallocated to earmark funding for these positions. Our ability to capture case management funds will also be reduced, so revenue adjustments would need to be made as well.
