Board called to order by Chairman Norman E. Anderson.
Invocation by Superv. Ross Pierson.
Pledge of Allegiance to the Flag by all present.
Roll Call by the Clerk. 26 present. 5 absent.

Previous session as written and ;railed to each County Board Supervisor. Motion
carried.
ANN OUiNICEMEtaTS.
Chairman Anderson read rules 19 and 21 as follows: "Whenever any member is to
speak or deliver any matter to the Board he shall rise and address himself to the
Chair, confine his remarks to the question under debate and avoid personalities.
The member who shall rise to address the Chair shall speak first. 14hen 2 members
rise to speak at the same time the Chair shall name the member who is to speak
first." kule 21: "Any person not a member of the County Board desiring to address
the County Goa-;,i on any subject shall first obtain permission from his or her
Supervisor. In case of objection such person must have a simple majority consent
of the Board."
The Chairman then proceeded to welcome and introduce the guests and the press
members in attendance. During the introductions, Judge Hughes introduced the
newly hired Ju-reni le Intake Officer, Mary Farmer Kubler.
Superv. Meinke introduced the newly hired Personnel Specialist, Michael Lyman.
Chairman Andersen announced that it would be in order for the County Board to
make a motion to change the date for the reviewing of the Annual Re -ports from the
February session to the March 13"o session. Motion by S-rper°v. Rock, 2nd by
Superv. Rivard that the Annual Reports be presented at the March 13th session.
Motion carried.
The Chairman also announced the importance to the County Board members if they
have anything they want to be brought up at the County Board sessions it is
necessary for them to have the information to the County Board office 14 days
prior to the session, so that it may be put on the Agenda in time for publication.
OLD BUSINESS
JUVENILE DEPARTMENT TRANSFER:
Superv. ileilnke, Chairman of the Personnel Committee reported that after the
90 day trial of the Juvenile Department being under the jurisdiction of the
Department of Social Services, the Personnel Committee recommended that the
jurisdiction be transferred back to the Courts, under Judge Hughes, which has been
agreed to by Judge Hughes.
Judge Hughes spoke favorably to trying to handle the program if the Board
decided to put the program back under the Judge.
Superv. Dahm, Chairman of the Finance Committee announced that the Finance
Committee also recommended this transfer. A letter of recommendation for this
transfer was also presenter) from the Social Services committee. Motion by Superv.
O'Keefe, 2nd by Superv. Holmes to have the Juvenile jurisdiction transferred
back to Judge Hughes. Motion carried.
2ND READING AND EMERGENCY RESOLUTIONS:
RESOLUTION # 1 (79)) Pertains to creating the position of Coordinator for the
Council on Aging —u:►der the CETA Program for a period of one year and the funding
for the position be budgeted for in 1980 if o0er sources are not available.
Motion by Superv. DeBoer, 2nd by Superv. O'Connell to adopt. Motion carried.
RESOLUTION # 2(79): Pertains to increasing the mileage to 17¢ per mile for County
paid employees using personal vehicles while on County business. Motion by
Superv. R. Peterson, 2nd by Superv. Pierson to adopt. Roll Call vote resulted in
24 yes, 1 r,':. Motion and Resolution # 2(79) carried and adopted.
RESOLUTION # 3(79 : Pertains to recommending that the Sales Tax on electricity
and hF-5 h-,T-tT6g fuel be repealed. Motion by Superv. Boche, 2nd by Superv. Shay
to adopt. Motion carried.

Resolutions pertaining to Salary Agreements were presented by Craig Mitchell,
Personnel Specialist.
M OLUTION # 4(79): Pertains to setting forth the salary agreements between the
County of St. Croix and St. Croix County Court House Employees Local 576-B
AFSCME effective January 1, 1979. Motion by Superv. Rivard, 2nd by Superv. Rock
to adopt. Roll Call vote resulted in 26 yes. Motion and Resolution # 4(79)
carried and adopted unanimously.
RESOLUTION # 5(79): Pertains to setting forth the salary agreements between the
County of St. Croix and St. Croix Health Center Employees Local 576-A AFSCME
effective January 1, 1979. Motion by Superv. O'Keefe, 2nd by Superv. George to
adopt. Roll Call vote resulted in 25 yes, 1 no. Motion and Resolution #5(79)
carried and adopted.
RESOLUTION # 6(79): Pertains to adjusting salaries of Non -Represented Employees
for the1979 ya��. Motion by Superv. Rivard, 2nd by Superv. Afdahl to adopt.
Roll Call vote resulted in 25 yes, 1 no. Motion and Resolution # 6(79) carried
and adopted.
RESOLUTION # 7(79): Pertains to the hiring of nine County Patrol officers. Motion
By Superv. Afdahl, —2nd by Superv. George to adopt. Motion carried.
RESOLUTION # 8(79)• Pertains to increasing the prisoner rate from $1.15 to $1,25
Per mead 6 1;P iTi ned to municipalities effective January 1, 19e9. Motion by
Superv. Nelscn, 2nd by Superv. Boche to adopt. Motion carried.
Resolution pertains to approving the District Attorney to make application for
funding from the Wisconsin Council on Criminal Justice, CETA or any other agency
for the positions of Assistant District Attorney and related Legal Secretary for
the year 1979. Motion by Superv. Blakeborough, 2nd by Superv. O'Connell to
adopt. District Attorney Lundell informed the County Board that he was unable to
secure any funding at a 100% grant. Motion by Superv. O'Keefe, 2nd by Superv.
Rock to table the resolution. Motion carried.
Resolution pertains to an Ad Valorem Tax on State lands. Superv. Thompson,
Chairman of Agriculture Extension Committee informed the County Board that the
Agriculture Extension Comittee wants to hold the Resolution for further study
and report at the next session. Chairman Anderson directed the Committee to
hold the resolution for further study and report at the March 13th session.
RESOLUTION # 9(79.L Pertains to Temporary Loans. Motion by Superv. Dahm, 2nd by
Superv. Rock to adopt. Motion carried.
ORDINANCE # 22(79)) Pertains to intoxicating liquor in vehicles on public
Highways effective upon it passage and proper publication. Motion by Superv.
Afdahl, 2nd by Superv. Hop to adopt. Motion carried.
ORDINANCE # 23(79): Pertains to unnecessary noise by motor vehicles effective
upon its passage and proper publications. Motion by Superv. George, 2nd by
Superv. Blakeborough to adopt. Motion carried.
Letter from the Officers and Directors of the St. Croix County Snowmobile
Association informing the Board of the problems and the destruction on the
Snowmobile trails which has occured. Chairman Anderson referred the letter to
the District Attorney and instructed the District Attorney to furnish copies of
his opinion of the letter to the Sheriff, Law Enforcement Committee and the
Planning Zoning and Parks Committee.
Chairman Anderson called upon the District Attorney to report on his study
regarding the Leslie Swenson disability case. District Attorney Lundell gave
a brief resume of Mr. Swensons disability employment record and the future of
his disability benefits pursuant to Wis. Statutes 66.191. The District Attorney
asked for the County Boards authorization to enter into a stipulation before the
March 13th session, notion by Superv. O'Keefe, 2nd by Superv. O'Connell that the
District Attorney be allowed to enter into the stipulation as presented to the
Board. Motion carried.
Chairman Anderson introduced Mary Yonan, the newly hired County Board secretary
to the County Board members.
CORRESPONDENCE
The County Clerk read the follwoing correspondence:
Card of thanks and acknowledgement from the family of Margaret Rock.
Card of greetings from Superv. Edith Sweitzer from Hawaii.

Letter acknowledging receipt of Resolution # 66(78) from Assemblyman Robert Harer.
All correspondence placed on file by Chairman Anderson,
A letter from the St. Croix County Library system read by the Clerk. The
letter requested the appointments of Supt. Richard Magnuson, St. Croix area Schools
Hammond and the Rev. Larry Jorstad, Roberts to fill two existing vacancies on the
Library Board. Each term is for three years. Also a request for the reappointment
of Mrs. Joanne Huennk, Baldwin to a three year term. Motion by Superv. Rock,
2nd by Superv. Hop to approve the appointments. Potion carried.
Chairman Anderson announced the schedule of the County Board sessions for 1979
thru February 1980 as follows: March 13; April 17-18; May 8; June 12; August 14;
September 11; October 23; November 13-14; and a 2 day session in February 1980.
Date to be set later. Motion by Superv. Dahm, 2nd by Superv: bay to accept,dates
as scheduled. Motion carried.
MILEAGE & PER DIEM
Mileage and Per Diem for the one night session totaling $935.04 read by the
Clerk.
Quarterly Mileage and Per Diem for County Board Committee work totaling
$9,214.49 read by the Clerk.
Quarterly Mileage and Per Diem for Unified Board Committee work totaling
$1,568.10 read by the Clerk.
Motion by Superv. Rivard, 2nd by Superv. Quinn to accept all the Mileage and
Per Diem reports. Motion carried.
Vice Chairman Meinke called upon Superv. Ross Pierson who in turn stated that
the Adjustment Board has been receiving applications for private air strips.
Superv. Pierson felt that the County Board s!,iould be thinking about possible
problems in the future and wondered if the Zoning Ordinance should be changed.
The opinion of the District Attorney and the County Board was that the Ordinance
should be changed.
Motion by Superv. Rock, 2nd:by Superv. O'Keefe that Superv. Pierson with the
help of the District Attorney bring Zoning restriction changes applying to
private air strips to the County Planning, coning and Parks Committee. Motion
carried.
Superv. Pierson representing the Soil & Water Conservation District read a
Soil and Water Position paper signed by the Soil and Water Conservation Committee.
Vice Chairman Meinke instructed the Clerk to put the papers in the record.
County Clerk Stohlberg reported that the Town of Emerald has accepted the
St. Croix County Zoning Ordinance and proceeded to read the Resolution of
Acceptance from the Town Board of Emerald.
COMMITTEE REPORTS AND 1ST READINGS OF RESOLUTIONS:
Superv. Dahm, Chairman of the Finance Committee reported on the progress of the
interior painting of the New Court House. He also stated that they are
contemplating moving the Zoning Department to the Hammond Office Building in
Hammond formerly occupied by the Public Health Nurse's Department. Superv. Dahm
requested the Clerk to read 3 resolutions for first reading signed by the Finance
Committee.
(1) Resolution pertains to updating indirect cost allocation plan. Held for next
session.
(2) Resolution pertains to the printing and publication of the County Board
proceedings bid. Held for next session.
(3) Resolution pertains to reimburse County officers for Attorney's fees incurred
defending court action while acting as County officers. Chairman Anderson
referred the resolution to the Finance Gorrmittee. Superv. Rock commenced to
question the resolution and was stopped for any discussion. There can be no
discussion after lst reading of Resolutions according to County Board Rules and
Regulations. Motion by Superv. Boche, 2nd by Superv. Pierson that their rule
be suspended and allow Superv. Rock to speak. Notion carried.
A considerable discussion was held regarding the resolution and the Chairman
again referred the Resolution back to the Finance Committee.
Superv. Thompson, Chairman of the Agriculture and Extension Committee presented
4 Land Preservation Contract Applications to the County Clerk. #165-Robert
Frieberg; #166-Harlen E. Rudesill; #167-Thomas Max Kamm; #168-Robert H. Boche.
Motion by Superv. Thompson, 2nd by Superv. DeBoer to accept the Farm Land
Preservation Agreements. Motion carried.

Superv. Doche, Chairman of the General Services Committee announced that his
Committee will be bringing in changes on the Rules & Regulations of the County
Board at the next session. All Board mombek,s should bring their copies with
them to the March 13th session.
1st READING RESOLUTION:
es;lu tion read by Clerk pertains to St. Croix County Board of Supervisors
approving the Zoning district map # 9 of 21 of the Town of Emerald. Held
for next session.
1st READING ORDINANCE AMENDMENT:
rdinance Amendment to the St, Croix County Subdivision Ordinance pertains to
preserving and protecting St. Croix County's good Agricultural land. Superv.
George announced that there were three options for public hearings.
County Board schedule a Public Hearing.

A Public Hearing be held at the next County Board session.
(3) County Planning, Zoning and Parks Committee sets date and place for a large
Public Hearing and the County Board Chairman calls the meeting to order and
turns the meeting over to the Planning, Zoning and Parks Committee Chairman.
Motion by Superv. Nelson, 2nd by Superv. Pierson that the County Planning,
Zoning and Parks Committee set the date and place of Hearing. "Motion carried.
Superv. Blakeborough, Chairman of the Law Enforcement Committee announced
that an AssIstan t District Attorney had been hired and suggested that District
Attorney Lundell bring his Assistant to the next session and introduce him..
Superv. Nelson, Chairman of the Unified Board reported that one well at the
Health Center was condemned by the State and they have made application to hook
up with the City of New Richmond water department.
Superv. Nelson also reported that the. Half Way House was being demolished.
Superv. Hop, Chairman of the Special Building Committee reported that the
addition to the County Jail for the Central Dispatch Center is completed, The
console will be installed and the Central Dispatch will be in operation soon.
Superv. Hop also announced that an Open house will be held on February 25th
at the New Public Health Building and the New Addition to the Highway Building
in Hammond.
Motion by Superv. Shay, 2nd by Superv. Boche, to adjourn at 11:30 P.M. Motion
carried.

The next meeting of the St. Croix County Board of Supervisors will be a one
day session on March 13th, 1979 at 9:00 A. M.
