Res. for immediate action: Dairy Week in St. Croix County 2. Ordinance to amend County Zoning Ordinance 3. Res. transferring funds from Road Construction -County Trunk Highway System to County Maintenance & Snow Removal Fund. 4. Res. creating Solid Waste Planning Advisory Committee 5. Amending Res. 58(75) authorizing County participation in use of alternate sanitary disposal systems. 6. Res. re: changes in State Ag Land Preservation Law. 7. Res. re: dissolving Ag Land Advisory Committee & creating Resource & Land Use Advisory Committee NEW BUSINESS: 1. Mileage & Per Diem for June Session FIRST READING OF RESOLUTIONS SUBMITTED Any other business to come before the Board (The above agenda is not necessarily in order of presentation) ST. CROIX COUNTY BOARD OF SUPERVISORS Regular Session Tuesday 0'une 10, 11CO 7:09 P.M. Board called to order by Chairman Norman E. Anderson. Invocation by Rev. Donald Dbcken, Bethel Lutheran Church, Hudson. Pledge of Allegiance to the Flag,by all present. Roll Call by the Clerk. 29 present. 2 absent. Motion by Superv. Hop, 2nd by Superv. O'Connell to accept the minutes of the previous session as written and mailed to each County Board member. [lotion carried. AN,'1OUF10ENEHTS Chairman Anderson read Rules 19 and 21 as follows:"' ' Ihenever any member is to speak or deliver any matter to the Board he shall rise and address hinself to the Chair, confine his remarks to the question under debate and avoid personalities. The member who shall rise to address the Chair shall speak first. t1hen 2 members rise to speak at the same time the Chair shall name the member who is to speak first.'"tRule 21:"Any person not a rlember of the County Board desiring to address �11*,',-, the County Board on any subject shall first obtain permission from his or her Supervisors. In case of objection such person must have a simple majority consent of the Board." He then proceeded to welcome all guests and members of the press in attendance. The date of the next session will be August 12, 1900 at 9:00 A.M. The Chairman also announced that the notice of this meeting has been published in the official media of the County as prescribed by law. Superv. O'Connell spoke on behalf of the Tourist Information Center regarding the "Escape to Hisconsin Program pertaininn to the bumper stickers. There will be 76 vacations given away between June 15t'*h and August 31st, 1980,with vacations to be enjoyed during the period of September 1980 through May of 1981. The Chairman announced that new County maps were on each of the Supervisors desks furnished by the County Clerk, F. Verna Stohlberg showing the districts and including the snomobile trails and bike routes in the County. Superv. O'Connell felt that the County Board should extend condolences to t1illiam Shay, County Board member in the passing of his Father. Two County Board Chairman's Proclamations were read by the Clerk. (1).Pronoting Dairy week in St. Croix ",ounty June 15-21, 1980. (2). Urginq every citizen to cooperate in the Statewide campaign CARE (Concentrated Accident Reduction Effort.) Along with the Dairy promotion Proclamation, Superv. Thompson stated Gerald Bretl, County Agricultural Agent would be here later to serve milk and cheese to the Board members. June is Dairy month. The St. Croix County Dairy Promotion Council is providing milk this evening and also will be providing milk the week of June 15th-21st at the St. Croix County Court House. The Dairy Council is also providing milk at the Tourist Information Bureau in Hudson. The Falls Dairy from River Falls will provide milk one day at the Courthouse as will Vern Nelson representing the Farmers Union, New Richmond. RESOLUTIONS Emergency Resolution: RESOLUTION # 31(80): Pertains to amending Sec. 973.09 (1) of the Hisconsin Statutes read by the Clerk. Judge Hughes was called upon to explain the Resolution. He stated who would be responsible for the collection of restitution for a crime victim's pecuniary loss. This law will go into effect July 1st, 1980. The Department of Corrections will do the collection and the Clerk of Courts will do the distributing. Motion carried and Resolution # 31(30) adopted. ORDINANCE # 37(80): Pertains to amending the County Zoning Ordinance. Motion by Superv. Rock, 2nd by Superv. muest to adopt. [lotion carried and Ordinance #37(80) adopted. RESOLUTION # 32(80): Pertains to transferring funds from Road Construction -County Trunk Highway System to County Maintenance and Snow Removal Fund. Motion by Superv. Hop, 2nd by Superv. J.Peterson to adopt. notion carried and Resolution A32(000) adopted. RESOLUTION # 33(80): Pertains to creatinc Solid taaste Planning Advisory Committee. 11otion y Superv. Rock, 2nd by Superv. Hi tine to adopt. A discussion by County Board members regarding the five County Hoard members who will serve on this 15 member Committee. Richard Thompson, County Land Use Planner spoke to the Eoard regarding, this Resolution. There will be a Grant for this program. They have interviewed 5 consultants and Donahue and Associates from the Twin Cities were selected and will be working with this Committee. After a lengthy discussion, Superv. Heiting made a notion that an amendment to the Resolution be added to correct the Resolution regarding the pay for County Board members. Ao action taken. Superv. Lowe made a motion, 2nd by Superv. Pierson that an amendment to the Resolution "without pay" be stricken from the Resolution. "lotion carried on the amendment. Superv. Sias made a motion to amend the Resolution to read seven members. Lack of a second, motion defeated. By show of hands, Resolution #33(80) adopted. A motion was made by Superv. Blakeborough to reconsider Resolution #33(,130). 2nd by Superv. O'Keefe. After mare discussion a Roll Call vote was called for on whether to leave the Resolution as worded or to amend the Resolution. Yes is for reconsideration. 110 is to leave the Resolution as is. Roll Call vote resulted in D yes. 20 no. Reconsideration defeated. Resolution # 33(30) passed as is. RESOLUTION # 34(80): Pertains to amend Resolution #58(75) authorizing St. Croix County s participa�ion in the use of alternate sanitary disposal systems. "lotion by Superv. O'Keefe, 2nd by Superv. Kelly to adopt. Harold Barber was called upon to explain the resolution. Questions and discussion were held. Motion teas carried and Resolution # 34(000) was adopted. RESOLUTION # 35(30): Pertains to recommending changes in the State Aq Land Preservation Law. Motion by Superv. 11-illink, 2nd by Superv. Dull to adopt. He tion carried and Resolution # 35(80) adopted. RESOLUTIOrd # 36(80): Pertains to dissolving '(:he Ag Land Advisory Committee and creating the Resource and Land Use Advisory row iittee. (lotion by Superv.Lowe, 2nd by Superv. Handles to ador�t. Richard Thompson, Land Use Planner explained the proposed study from the advisory Committee. Roll call vote on Resolution # 35(80) called for. Roll Call resulted in 19 yes. 10 no. Resolution ,# 35(80) adopted. RECESS A recess for 15 minutes was called for to "avre milk and cheese. Board called to reconvene by the Chairman. The Board went into a discussion on the methods and procedures in letting out Bids for -he County Library. Chairman Anderson called on Superv. Ed Plourde, Somerset. (3). Hammond Development, Hammond. (4). Joe Grubich, New Richmond. Superv. Rock made a motion that the Finance Committee be given permission to sign a lease.with the Hammond Development, Hammond. 2nd by Superv. Pierson. Assistant District Attorney Phillip Todryk was called upon to answer questions relating to the Library bids. Superv. Brown made a motion to table Superv. Rocks "lotion. 2nd by Superv. Lowe. Roll Cail vote called for resulted in 2C yes, 7 no. Motion tabled. (lotion by Superv. O'Keefe, 2nd by Superv. Heiting that the special Ptuilding Committee work with the Finance Committee to draw up new specs for the Library. The specs to be put out immediately. "11otion carried. !'! Ell 1 BUSINESS Chairman Anderson introduced Superv. David Duax, Vice --Chairman from Eau Claire County Board who spoke to . che. Co;i,,,r w Board on the progress of the Task Force on County Gove'rnment Organization and Administration. Chairman Anderson if:aNked Per. Duax for his presentation. _0_ Chairman Anderson called on Milton Mitchell, Director of the Indianhead Federated Library System from Eau Claire to speak to the Board. Mr. Plitchell gave an update report on tho Indianhead Library systems activities. Chairman Anderson thanked Mr. Mitchell for his presentation. CONIUTTEE REPORTS Superv. Heiting reported on nutrition throughout the County. Superv. Uillink asked for permission for alert Timmerman to speak to the Board. Mr. Timmerman reported on the progress of the Land Preservation in St. Croix County and asked for those interested in the bus tour to Carver County Minnesota on June 17th at 9:00 A.M. to leave from the Court House, Hudson to see him after the meeting. The purpose of the tour is to see there Land Preservation programs. MILEAGE & PER DIEM Mileage and Per Diem for the one night session read by the Clerk totaled $1,214.70. Motion by Superv. SweiCzer, 2nd by Superv. Blakeborough to accept the report. Motion carried. 1ST READING RESOLUTIONS Motion by Superv. O'Keefe, 2nd by Superv.
