ST. CROIX COUNTY BOARD OF SUPERVISORS
Special Session
Tuesday, July 17, 1984
County Board of Supervisors called to order by Chairman Anderson.
Invocation observed silently by all members.
Pledge of Allegiance to the American Flag by all present.
Roll Call by County Clerk: 30 present, 1 absent.
Consideration of the minutes of the June Regular Session. Motion by Supr.
Lowe, 2nd by Supr. Sias to approve. Motion carried.
ANNOUNCEMENTS
Chairman Anderson read Rules 20 and 22, respectfully. Notice of the session
has been published in the media of the county as prescribed by statute. Welcome
to all guests and representatives of the press. Chairman Anderson indicated
that the Special Session was called following 30 favorable responses from the
Supervisors to proceed with the meeting. He announced that the next Regular
Session will be held on August 14, 1984 at 9:00 a.m. at the Courthouse.
Announcement pertaining to the legislative meeting of the Wisconsin Counties
Association, to be held in Eau Claire on July 26 at 1:00 p.m. The Inter -
County meeting will be hosted by Pepin County on July 24 in Durand.
NEW BUSINESS
1897 Building Report: The matter of funds for the demolition of the 1897
Building in New Richmond was brought to the floor. Motion by Supr. Stephens,
2nd by Supr. Hop to accept the bid of $74,000 from Nelson Construction Co.,
Eau Claire, for demolition of the 1897 Building, and the recommendation of
Construction Analysis and Management Co. to request an additional $25,000 for
a total of approximately $99,000; and furthermore, that $75,000 be transferred
from the General Fund to accompany existing funds to proceed with the demo-
lition. Motion by Supr. S. Peterson, 2nd by Supr. O'Connell to amend the
motion to specify that the funds be transferred to the Unified Board. Discus-
sion. Roll Call on amendment: 29 yes, 1 no. Amendment carried. Roll Call
on the original motion, as amended: 25 yes, 5 no. Motion, as amended, carried.
Report regarding new Courthouse roof: Supr. S. Peterson requested that the
Board consider a transfer of funds for re -roofing of the new Courthouse.
Bids are to be opened at the August FinanceCommittee Meeting, and to be
discussed with the full Board during the August 14 Session. Motion by Supr.
Best, 2nd by Supr. Bailey to authorize the Finance Committee to seek bids for
a new roof for the new Courthouse. Discussion. Motion carried.
Solid Waste Planning Report: Committee Chairman George indicated that the
Third Phase of the Solid Waste Study will be presented to the Tri-County Solid
Waste Committee on July 24 at 8:00 p.m. Discussion followed regarding the
matter of a sanitary land -fill for the ash from the waste -to -energy system.
Also discussed was the committment of Friday Canning for utilizing the steam
generated from the waste.
Committee Reports: Supr. Stephens introduced Sheriff Burke, who addressed
the Board regarding travel expenses. He asked the Board to consider new guide-
lines for lodging expenses. The District Attorney reviewed the history of
the guidelines, and interpreted them to the Board. Motion by Supr. Stephens,
2nd by Supr. George that when lodging costs exceed county limits, it shall be
reviewed by committee and/or supervisor responsible for budget from which this
amount will be paid and approved or disapproved with this decision to be bind-
ing on Finance Committee for payment. Discussion. Motion carried.

Council on Aging: Supr. Evjen, Chairman of the Council on Aging, reported
that during the St. Croix County Fair, there will be a craft demonstration
and music in the Senior Citizen Building. The fair will be held July
26-29. The Senior Craft Shop is now located in New Richmond, N. Knowles
Ave. Items are displayed and available for purchase Monday through Friday,
10:00 a.m. to 3:00 p.m. She also reported that the next commodity distribu-
tion in St. Croix County will be held on July 31 in the respective communities.
Farm City Day: Supr. Timmerman reported that the 1984 Farm City Day will
be held at the Di-Mar-Ke Farm, Southeast of Baldwin, on Saturday, August 11,
10:00 a.m. to 3:00 p.m. The purpose of the festivity is to promote urban -farm
understanding. The public is encouraged to attend and participate in the
events.
Land Conservation:
Supr. Willink reported that the Land Conservation
is in the process of putting a new warning device on Structure #5 of
Hills Watershed area, at a cost of approximately $6,000. Discussion.

Supr. R. Peterson asked that the composition and intention of the monthly trial
balance be explained during the next Regular Session. County Clerk Berke
indicated that there are no Farmland Preservation ready for Board review at
this time.
Per Diem Report: County Board of Supervisors -Total Amount Paid: $5,510.75;
Unified Board -Total Amount Paid: $1,082.80; and, Highway Committee -Total
Amount Paid: $1,079.70. Motion by Supr. Stephens, 2nd by Supr. Giese to
approve. Motion carried.
Correspondence read by the Clerk. Mr. and Mrs. W. Kuehn, of Inver Grove Hts
Minnesota complimented the Glen Hills Park Manager, Joe Grant, and his staff
for maintaining an exceptional campground. Letter placed on record. Supr.
Willink reminded the members that the St. Croix County Fair will be held in
Glenwood City July 26-29th. He encouraged the members to attend. Motion by
Supr. Sias, 2nd by Supr. Lowe to adjourn. Motion carried.
