ST. CROIX COUNTY BOARD OF SUPERVISORS
Regular Session
June 9, 1987 7:00 p.m.
County Board of Supervisors called to order by Chairman Anderson.
Silent Meditation by all present. Pledge of Allegiance to the
American Flag by all present.
Roll Call by County Clerk: 28 present, 3 absent.
Consideration of the minutes of the May Session. Motion by Supr.
O'Brien, 2nd by Supr. Giese to approve the minutes. Motion
carried. Motion by Supr. Boche, 2nd by Supr. Hop to adopt the
agenda as presented. Motion carried.
Chairman Anderson announced that the notice of the session has
been published in the media of the county per state statute.
Chairman welcomed all guests and members of the press. Dairy
refreshment for Board sponsored by St. Croix County Diary
Promotion Con-mittee. County Clerk read Rules #20 and #22
regarding the proper manner to address the Board.
Chairman Anderson asked for Board approval of John Rauchnot, Town
of Hudson, as the county's representative to West Central
Regional Planning. Motion by Supr. Ev j en, 2nd by Supr. O'Connell
to approve the appointment of John Rauchnot to represent the
county with West Central Regional Planning. Motion carried.
OLD & UNFINISHED BUSINESS, Resolutions and Ordinances
NEW BBUIS TIMT-
Stepping Stones presentation: Roger Rasmussen, Baldwin presented
as video film to the Board, featuring a trip to Washington by
disabled individuals. He thanked the Board for their interest
and asked that a policy for use of the specialized transportation
vans be developed, so that the Stepping Stones organization could
use the county vehicles for various functions. Chairman referred
request to Council on Aging and the Human Services Board. Thank
you from the Board for the informational presentation.

Som-nerfeldt, Town of Somerset. Motion by Dorsey, 2nd by Supr.
Boche to approve. Discussion. Motion carried.

Zoning Administrator Tom Nelson explained the details of the
request. Discussion. Motion carried.

Radunzel, Town of Baldwin. Motion by Supr. Dorsey, 2nd by Supr.

Mentink, Town of Baldwin. Motion by Supr. Dorsey, 2nd by Supr.

ORDINANCE #179(87): recommending approval for Rezonement of Land
to Agricultural from Ag-Residential. Pertains to petition of S.
DeLong, Town of Baldwin. Motion by Supr. Dorsey, 2nd by Supr.
Jensch to approve. Discussion. Motion carried.
ORDINANCE #180(87): recommending approval for Rezonement of Land
to Ag-Resi eT ntia lfrom Agricultural. Pertains to petition of
D. & R. Dunn, Town of Pleasant Val ley. Motion by Supr. Dorsey,
2nd by Supr. Swenby place on the f I oor for action. Supr. Dorsey
indicated that the Town Board was not in favor of the rezoning,
and that only one committee member approved the request. Supr.
Best stated that this land parcel is primarily wooded, and should
be zoned residential. Supr. R. Peterson introduced the
petitioner, Darrell Dunn, who introduced his attorney Tom
Schumacher. Schumacher noted the reasons that the family is
requesting this rezonement, and that the remaining part of the
farm is being deeded back to the Federal Land Bank.
Supr. R. Peterson introduced the Town Chairman, Alvin Johnson who
stated that the Town Board denied the request in an effort to
stop potential housing development in the area. Questions
addressed. Roll Call vote: 21 yes, 7 no. Motion carried, and
rezonement approved.
Matter of amending Ordinance #103(84), which should state "a
three (3) acre parce I of I and I ocated in the NW 1 /4 of the NE 1 /4
(rather than NW 1 /4) of Section 2, T31N-Rl9W, Town of Somerset."
Ordinance pertains to petition of petition of Donald and Florence
Norton, Town of Somerset. Motion by Supr. Swenby, 2nd by Supr.
O'Brien to approve the correction. Motion carried.
ORDINANCE #181(87): regarding Alcohol Offense. Pertains to
proving better control of alcohol related offenses for local
law enforcement. Motion by Supr. Spalding, 2nd by Supr. Speer to
adopt. Motion carried.
RESOLUTION #20(87): regards Raising Room and Board for Prisoners
of St. Croix County Jail. Motion by Supr. Spalding, 2nd by Supr.
Speer to approve. Motion carried.
WI Bell Easement: Report from Finance Committee pertaining to
request by Wisconsin Bell for change in easement over county
owned lands along CTH UU. Motion by Supr. Boche, 2nd by Supr.
Jensch to approve the request for a 22 ft easement, and to remove
the current 200 ft easement over county owned land along CTH UU.
Discussion. Motion carried.
Facility Planning Report: Finance Committee Chairman S. Peterson
indicated that after interviews, the firm of Gair and Associates
was selected to be the land use p I annex for potential s i to of new
courthouse facility. Cost is not to exceed $15,000. Discussion.
Meetings will include input from the Town and City of Hudson.
Recess for dairy refreshment served by Agricultural Extension
Agent Jerry Bretl, and sponsored by the St. Croix County Dairy
Promotion Committee. Thank you expressed from the Board for this
county wide promotion.

Solid Waste Report: Vice Chair R. Peterson introduced Project
CoorFTTinator Lynn Anderson, who provided an update on the
activites surrounding the incinerator project. She indicated
that the air and water qua l i ty permits have been granted by the
DNR, and that the closing for financing should take place later
this month. The committee has decided to defer any specific
plans on the landfill at this time, and to take into
consideration what the surrounding counties are planning. The
educational component of recycling will be further explored, and
a report presented in August.
Anderson reported that New Richmond Community Education and
concerned citizens of the incinerator project met on June Sth, at
which time three outside speakers presented information in
oppos i t i on to the pro j ect. Amer i can Resource Recovery wi I I be
distributing a prepared response to the concerns addressed.
Questions regarding the cost of the scrubber and baghouse, as
well as the recycling aspect of the project. New Richmond
resident John Johnston commended the Board for taking a serious
look at this issue. Supr. Swenby indicated that the Board has
been studying solid waste disposal for eight years.
Motion was made by Supr. O'Brien to review the incinerator
project further and proposed a special meeting before August for
the Board. No second heard, and Chairman Anderson indicated that
additional information can be made available to the members
before the August Session.
Matter of annexation of County owned lands by City of New
Richmond discussed. Finance Committee Chairman indicated that
matter is still in discussion stage in committee.
Human Services Board Report regarding status of the Nursing Home
presented by Chairman O'Connell. The Health Center presented an
appeal to the proposed federal decertification, and should
receive information from Chicago by June Il regarding status.
Storm Sewer Assessment: Finance Committee member Swenby reported
ti—Iat during the May 29th meeting the City Clerk met with the
committee and indicated that the county was not notified of the
storm sewer project, if in fact the land was purchased before the
storm sewer was installed. The committee has denied payment to
the city of the $29,000 assessment for the storm sewer.
Jail Study progress reported by Committee Chairman S. Peterson.
During meeting on June 8th, the Judges indicated the need for
a new court/law enforcement facility so that the court system
can operate more efficiently. Discussion regarding the means to
increase the obvious need for jail space.
Rules & Regulations: General Services Chairman Speer referred to
replacement pages which were distributed to the members. Motion
by Supr. Speer, 2nd by Supr. Garske to continue the Computer
Study Committee. Motion carried. Motion by Supr. Speer, 2nd by
Supr. Garske to amend Rule #4A ( 1 ), regarding Per Diem, to read
"Vouchers for Per Diem, Compensation and Traveling expenses for
county meetings to be submitted to the County Clerk monthly, not
to exceed expenses incurred within 90 days. Any claims submitted
that include expenses which exceed 90 days will not be paid."
Motion carried. Chairman Anderson emphasized the need for Board
members to submit vouchers by the Sth of each month.
Out-of-state travel requests: Motion by Supr. Dull, 2nd by Supr.
Nelson to approve travel for Resource Agent to attend North
Central Staff Development Workshop in Columbus, Ohio July 20-22.
Supr. Dull indicated that there should be no costs to the county
for the conference, since this is upon special invitation.
Motion carried.
Mot ion by Supr. O'Connell, 2nd by Supr. Nelson to approve request
of Dr. Ray Drake, consulting Psychologist, to attend Rorschach
Tutorial Workshop in Chicago June. 17-21 at a cost of $400 to the
county. Dr. Drake to also pay $400 toward the workshop expenses.
Motion carried.

Matter of location of New Richmond Armory presented by Finance
Committee. Chairman S. Peterson indicated that the city wants 10
acres of county property near the Health Center, for a building
site. Supr. Swenby stated that the site being requested by the
City is prime land, and that perhaps this should not be a
donation by the county. Supr. Jensch requested that the site and
price be negotiated with the City. Chairman Anderson referred
Matter to Human Services Board, to work cooperatively with the
Finance Committee. No action at this time.
Reference made to "Study of Comparable County Property Tax Levy,"
presented last month by Supr. Bertelsen. Finance Director
further referred to a supplement, which contains figures of "Per
Capita Income," Per Capita Equalized Valuation," and "Comparison
of 1986 State Shared Tax Revenues." He pointed out that in
addition to receiving comparatively less state and federal aids,
many other factors contribute to the disparity in the per capita
tax levy between St. Croix County and other counties compared.
Examples were cited. Discussion. Supr. Bertelsen encouraged
additional cuts in county spending during the upcoming budget
process.
Budget Preparation for 1988: Chairman Anderson asked for the
Bo— arms -direction in regard to providing guidelines to
departments and committees as budgets are prepared for 1988.
Finance Director Steel stated that another no -increase budget
would result in cutting out programs, rather than simply cutting
back. Supr. Caflish supported maintaining a county budget at the
same mill rate as 1987. Motion by Supr. Boche, 2nd by Supr.
Caf I inch to maintain the same mi I I rate in 1988, as adopted in
1987. Discussion regarding method for settling with the
municipalities. Roll Call vote: II yes, 17 no. Motion
defeated. Finance Committee S. Peterson directed Committee
Chairs to work with departments to keep budgets down, and to
remain a progressive county.
Relinquishment of Farmland Preservation Contract: Request
submitted by Bernard and Margaret Kinney to release land from
Farmland Preservation Program. Motion by Supr. Dorsey, 2nd by
Supr. Nelson to recommend to the state that a portion of the land
of Bernard and Margaret Kinney be removed from Farmland
Preservation. Applicant Kinney indicated reasons for request.
Motion carried.
First reading of resolutions waived. Committee reports followed.
Agricultural Extension Committee Chairman Dull reminded Board
members that the County Fair will be held July 23-26 in Glenwood
City. Public Protection Committee Chairman Spalding reported
that the committee accepted the resignation of First Deputy Jim
Roe, effective July 31, 1987. The committee is considering a
change in job description when the position is replaced.
Supr. Dorsey, representative to the Bass Lake Rehabilitation
District indicated that the first annual meeting will be held on
June 27 at the St. Joseph Town Hal l at 9:30 a.m. Report by Supr.
Kinney regarding the landfill in the Town of Hudson, noting that
in a recent court ruling a determination was made that all waste
disposed since May II must be removed, and that all dumping must
cease in the landfill.
Chairman Anderson reported that he recently attended the WITI
District meeting in Shell Lake. He announced that the budget
hearing will be June 10 in New Richmond.
Farmland Preservation Applications: Motion by Supr. Dorsey, 2nd
y Supr. Kinney to refer to committee application of Bernard and
Richard and Angeline Simon, Town of Richmond. Motion carried.
Per Diem Report: County Board of Supervisors, total amount-
�6,962.17 Texpenses incurred by May 31 in the County Clerk's
office for audit, not to exceed expenses incurred within 90
days). Motion by Supr. Hop, 2nd by Supr. Giese to approve.
Motion carried.

Correspondence: County Clerk referred to letters received from
Representative Shoemaker regarding Property Tax Proposals;
Jackson County Chairman Kieth Ferries regarding location of
correctional facility in that county; Governor Thompson regarding
Wisconsin's retirement benefits; and, physicians of The New
Richmond Clinic regarding the incinerator project.
Correspondence on file in the County Clerk's office.
Information distributed by the Highway Committee regarding
Wisconsin Transportation Funds, and information from Chairman
Anderson regarding comparison of Hudson City taxes in 1986 and
1987.
