Droxier announced that Glenwood City area resident, Put Freeman was appointed to the boundary Water Commission by Governor Earl. The Board commended her with applause. The County Clerk read Rules 120 and 122, regarding addressing the Board. The date of the next session is scheduled for May 13 at 7:00 p.m. Supr. S. Cof I isch to the office of Vice-Cha irrnan, -who subsequent ly withdrew his natne for the position. iVlotion by Supr. Speer to use the two highest vote counts to determine the winners of the two lost members. Discussion. Ratification of contracts: Supr. Carske asked that the Healti-i Center, law enforcement, and Social Services contracts be considered for - rat i f icat ion. He introduced Labor l`Aeqotiator, Toni Koop. 1,"' o o p indicated that a mediator assisted the county With the contract set t I erivents. Consideration was given to the Fair Labor Standards Act during the negotiating. The total cost of tare law enforcement contract is $27,995. The total cost of the Social Services contract is $22,526. The Health Center contract for the period 1-1-86 through 12-31-88 would show a projected savings of $144,215 in 1966, an additional an-iount of $21,511 in 1987, and probably no additional savings other than those previously noted in 1988. Condition that during the duration of the contract, the county agrees not to se I or lease the County Nursing Hate . I Discussion regarding the Hea i th Center proposed contract. i-I e a I t n Center Administrator Gary Johnson addressed the Board concerning his efforts to lobby for special federal dollars, in the amount of $56,000. Supr. Bertelsen expressed concern that the fringes of 33% are too high. Supr. Swenby gave report t"i the status of lhe Nursing Home, and endorsed the contract. Supr. Luckey addressed the matter of sending patients to Mendota Hospital . Johnson indicated that the use of Mendota i-iospital is avoided if poss i b I e. Di scuss i on regard i ng the va I ue of the nurs i rig hone, and i f opt i ons are being considered for selling or I eas i rang the home. Mot i on by Supr. Best, 2nd by Supr. Jens ch to ratify tame law enforcement, Social Services and Health Center contracts as presented. Supr. Jensch stated that the package of f ered cannot be turned down. No I I ca I I vote: 22 yes, 6 no, I abstain. Motion carried. Session reconvened after short recess. Dorsey to approve. Discussion indicating that arec would be used to store trucks. Motion curried. Resolution, regarding St. Croix County Participation as u Pi lot in the Im-n I late VVithho Iding Prograrn pl aced on the f loor for discussion. Motion by Supr. Spalding, 2nd by Supr. Speer to reject the resolution. District Attorney indicated that the benefits of the program would not justify its implementation at this time. Furthermore, the con-nii t toe did not support either, at this tine. Motion carried. RESOLUTION It 4(86): recommending Passsage of Assembly bi 1 1 835 by October 1,1786. Pertains to the change in drinking age fray 19 to 21. Motion by Supr. R. Peterson, 2nd by Supr. Dul I to adopt. Discussion. Motion carried. RESOLUTION #5(86): establishing Trust Fund for Purchasing and Maintaining Transportation Equipment. Motion by Supr. Jensch, 2nd by Supr. Nelson to adopt. Discussion. Motion carried. Matter of Reconsideration of Concealed Weapon Ordinance, which was passed at the March Session. Discussion. District Attorney indicated that officers asked him to draft a resolution of this type.
