Meinke. Invocation by Reverend John Clasen, Trinity Lutheran Church, Hammond. Pledge of Allegiance to the American Flog by all present. Roll Call by County Clerk: 26 present, 5 absent. Chairman Meinke announced that the notice of the session has been published in the media of the county per the statutory requirements. Motion by Supr. O'Connell, 2nd by Supr. Menter to approve the minutes, with the addition of "St. Croix Rural Electric Co-op donated four poles and set them," with reference to the Fair/Highway Bldg. Motion carried to adopt, as amended. Motion by Supr. Bailey, 2nd by Supr. Speer to approve the agenda. Motion carried. Rules #20 and #22, regarding the proper manner to address the Board, read by the County Clerk. Chairman Meinke indicated that there is a need for a special session in July, to discuss the government center/jail project. Date to be designated later. On behalf of the Norman "Ole" Anderson Scholarship Committee, Supr. Bailey announced that the award was given to Amy Halvorson, a graduate of the New Richmond High School. APPOINTMENT IN DISTRICT #13: Chairman directed County Clerk to swear in Gerald Wallace, the appointee for Ward I of North Hudson; and Hudson City Aldermanic Districts 4,5 & 6. County Clerk Berke asked Wallace to take the official oath of office to the position of County Board Supervisor, District #13. Wallace affirmed the oath; document on file in the County Clerk's office. Applause from the Board, followed by a speech by Supr. Wallace. Regarding com-nittee appointments, Chairman Meinke asked for the following committee endorsements: Supr. Spalding to the Indianhead Federated Library Board; Supr. Evjen to Special Building; Supr. Swenby to Government Center/Jail Study; and, Supr. Wa I lace to Waste Management. Motion by Supr. O'Connell, 2nd by Supr. Jensch to approve the appointments. Motion carried. County Clerk noted that the annual Wisconsin Counties Association convention is coming up in September in Eau Claire. Announcement, also regarding a special reception for former Deputy County Clerk Dennis Peterson, and Cindy Campbe l I, to be held on Friday. District Attorney Eric Lundell addressed the members, with an announcement that he will be taking office as Circuit Court Judge, effective July I. He noted various accomplishments since taking office twelve years ago, and expressed his gratitude to the Board members. OLD & UNFINISHED BUSINESS, NEW BUSINESS ORDINANCE #231(89): recommending Approval for Rezonement of Land to Conmercial from Ag-Residential; pertains to the petition of T. Gleason, Town of St. Joseph. Motion by Supr. Dorsey, 2nd by Supr. Luckey to approve. Discussion. Motion carried. RESOLUTION #14(89): recomnending One Additional Circuit Court Judgeship for St. Croix County. Motion by Supr. Garske, 2nd by Supr. Jensch to approve. Discussion. Motion carried. RESOLUTION #15(89): request State Funding for Disposal of Agricultural Chemicals. Motion by Supr. Dorsey, 2nd by Supr. Dull to approve. Discussion. Motion carried. RESOLUTION #16(89): regarding State Trust Fund application for new Fair/Highway Building. Motion by Supr. Swenby, 2nd by Supr. Jensch to approve. Discussion. Motion carried. Request to transfer $35,000 to the Highway budget from Solid Waste budget ror construction completion o�ounty Road K. Motion by Supr. Hop, 2nd by Supr. Nelson to approve the transfer. Discussion. Motion carried. Emergency Government Report: Director Ruth Nelson addressed the board with respect to the —May Governor's Conference, as we I I as current projects in the department. She noted that $2800 has been granted from the state for some county programming. Vice - Chair Peterson also attended the conference, and expressed appreciation for many others county -wide, that participate in the emergency government program. Government Center/Jail Study Report: Supr. Speer reported that Public Protection and Finance met jointly on June Ist, to discuss plans for the proposed building. Assistant Planner Ellen Denzer submitted the addendum to the contract for additional services with Venture Architects, i.e. an analysis of the St. Croix County Health Center. The projected plan is to complete and present this addendum material of the Health Center buildings feasibility study, as part of Venture's final report to the County Board. 2 Venture Architect representative Doug Barnes, addressed the question of the proposed $6,000 estimate for additional architectural services at the Health Center. Supervisors Caflisch and Stephens asked if this was previously in the study. Motion by Supr. Bradley, 2nd by Supr. Speer to approve the addendum to the contract for additional services with Venture Architects, in the estimated amount of $6,000. Discussion. Roll Call vote: 26 yes, 0 no. Motion carried. Question by Supr. Jensch about the possibility of setting up a new committee with more authority for the facility planning project. Chairman Meinke indicated that this could be addressed further at the July meeting. Chairman called a recess, in recognition of June Dairy Days. Supr. Dull indicated that the dairy snack is sponsored by the Farm Bureau, NFO, and Farmer's Union. Meeting called to order following the recess by Chairman Meinke. St. Croix County Farm Report: Motion by Supr. Bradley, 2nd by Supr. Peterson to set aside findings of the Farm Study Com-nittee and dispose of personal property assets of the St. Croix County Farm. Discussion. Supr. Bradley presented a historical perspective of the farm study findings, and further indicated that there are reasons to reconsider selling the farm assets. He argued that the farm does cost the county, and that there is a concern about the deficit. Supr. Nelson expressed concerns about retaining the herd. Introduction of Dean Doornink by Vice -Chair Peterson. He indicated that he was not taking a stand on this issue, but did refer to the "media problem" of recent articles discussing the possibility of Lyme disease in the county herd. Further, Greg Zwald, also commented that the county has no need to have the herd, and he recom ended dispersal. Comments also made by Richard Kruschke, New Richmond. Farm Sub -Committee Chair Caflisch commented that if the herd goes, now is not a good time. He also apologized to any farmers that may have been affected adversely by the county farm's incident with Lyme disease. Supervisors Bradley and Peterson withdrew the original motion. Motion by Supr. Bradley, 2nd by Supr. Sumner to suspend the rules, thus waiving the requirement for two readings, and act on the matter this date. Roll call vote: 6 yes, 20 no. Motion defeated. Motion by Supr. Bradley, 2nd by Supr. Nelson to consider motion to set aside findings of farm study committee and dispose of personal property assets of St. Croix County Farm, as a first reading; and, refer to appropriate committee. Motion carried. Chairman referred to the Agricultural Extension Committee, and Farm Sub -committee. 3 Library Board Report: Supr. Bailey introduced County Librarian Deb Paulson, who addressed the current status of the long-range planning progress. She indicated that the county library service has been available to residents for almost 20 years. The Board is utilizing a consultant to assist with program evaluation. Chairman Meinke asked for committee reports. Per Diem Report: County Board of Supervisors, total amount paid for May - $ 7 , 3 3 .07 (expenses incurred by May 31, in the County Clerk's office for audit, not to exceed payment for expenses incurred beyond 90 days, per County Board rule). Motion by Supr. Peterson, 2nd by Supr. Dull to approve the per diem as presented. Motion carried. Regarding the First Reading Resolutions, motion by Supr. Stephens, 2nd by Supr. Evjen to waive the first readings. Motion carried. Correspondence: letter received from Representative Harsdorf, responding to matters of Circuit Court Automation, and space for juvenile detention. Correspondence on file in the County Clerk's office. On behalf of Waste Mangement Committee Chair WiIIink, Vice -Chair Peterson reported that currrently the incinerator is processing over 100 tons of St. Croix County waste per day. With respect to a special session in July, Chairman Meinke encouraged a meeting on July I I th. Motion by Supr. Caf 1 i sch, 2nd by Supr.
