ST. CROIX COUNTY BOARD OF SUPERVISORS
Regular Session January 9, 1990
County Board session called to order by Chairman Meinke.
Invocation by Pastor Ed Ketcham, United Methodist Church, Hudson.
Pledge of Allegiance to the American Flag recited.
Roll Call by County Clerk: 26 present, 5 absent (excused)
ANNOUNCEMENTS AND APPOINTMENTS
Chairman Meinke announced the notice of the session has been
published in the media of the county. Motion by Supr. Grant, 2nd
by Supr. Speer to adopt the agenda. Motion carried. Supr.
Dorsey introduced the new County Planner Dave Fodroczi.
Motion by Supr. Stephens, 2nd by Supr. Hop to approve the minutes
of the December 12 meeting. Motion carried.
County Clerk read Rules #20 and #22 regarding proper manner to
address the board. Chairman announced there will be no meeting
of the County Board in February. Next session will be March 13.
OLD, UNFINISHED AND NEW BUSINESS
Ordinance #240: Rezonement of Ag Residential to Industrial for
Cemstone, New Richmond, WI. Motion by Supr. Dorsey, 2nd by Supr.
Wallace to adopt. Motion carried. (This supercedes Resolution
#37 (89) . )
Ordinance #241: Rezonement from Exclusive Ag. to Ag. Residential
for Gerald and Patricia Purfeerst. Motion by Supr. Dorsey, 2nd
by Supr. Stephens to adopt. Motion carried.
Ordinance regarding Commercial to Industrial for Gary and Sharon
Rothe. Motion by Supr. Dorsey, 2nd by Supr. Stephens to put on
the floor. Supr. Dorsey recommended denial of ordinance and to
refer the issue to Board of Adjustment. Motion carried to deny
ordinance.
Resolution #1 (90): Establish a Medical Examiner System in St.
Croix County. Motion to adopt by Supr. Stephens, 2nd by Supr.
Speer. Corporation Counsel Greg Timmerman explained the office
of coroner can be abolished at the end of a term and a medical
examiner system can be established which would provide more
expertise. District Attorney Eric Johnson was asked for cost
figures and he reported they had been requested but not yet
received. Public Protection Committee will bring this
information back to the Board. Motion to adopt resolution
carried.
Grant of $5,000 for WADIA Corp Supr. Stephens reported the
Economic Development Committee had met three times with WADIA and
they were impressed with the company and believe the loan will be
paid in a timely fashion. Motion by Supr. Stephens, 2nd by Supr.
Jensch to expend $5,000 to Impact 7 who in turn will write
the grant for Wisconsin Department of Development to make a loan
to WADIA. Roll call vote: 21 yes, 5 no. Motion carried.
Administrative Coordinator's Report• John Krizek reported that
the County has $1,281,291 in undesignated funds. Krizek will
make this financial report every six months. The balance in the
Health Center fund as of Nov. 30, 1989 is $595,522. Finance
Comm. recommends a Health Center financial report every six
months. Motion by Supr. Bailey, 2nd by Supr. Draxler to report
every six months. Motion by Supr. Draxler, 2nd by Supr. Stephens
to amend the motion to include "removal of the condition of
concessions from the Union" that was passed in October 1989.
Motion to amend carried. Original motion as amended carried.
A task force of staff members has been formed to study mileage
payment to employees, county motor pool and possible reduction of
miles driven for county business. Krizek distributed a booklet
on Insurance Review and Recommendations by Bill Husbands, Risk
Manager hired by the county. Mr. Husbands appeared at the
Finance Committee meeting and gave an overview of the county's
insurance situation and plans for correcting oversights.
Corporation Counsel, Veterans' Service Office and Bruce Callen
from Data Processing will occupy first floor space in the Old
Courthouse. The Public Health Office in Hammond will be shared
by Public Protection and the Office on Aging. After a new
Government Center is built, this building may possibly house the
Ag agencies presently located in Baldwin.
Voters Petition on Saving County Herd• Motion by Supr. Stephens,
2nd by Supr. Driscoll to suspend Rule #22 to allow Susan Spanton
Scherber to address the Board. Motion carried. Scherber
presented 800 signatures and explained that 22 sheets were either
stolen or missing. Scherber stated the herd is nationally known,
has a high production record and is a source or pride for St.
Croix County. Ray Brown spoke in favor of saving the herd and
using the farm for Extension test plots and 4-H activities.
Brown said if the herd was sold the Board should keep the land
for use as a landfill. Scherber would prefer to hold a county
referendum.
John Van Dyk, member of the Farm Study Committee cited several
reasons for selling the herd. Much of the machinery is old and
needs to be replaced for a minimum of $250,000, the farm pays no
taxes or interest, use of fertilizer has been cut and good
workers for the farm are difficult to hire. Van Dyk said a use
charge for the barn and land would have been a better idea and
would have given a more accurate financial picture.

Charles Kruschke, another member of the Farm Study Committee said
the farm no longer meets the needs of the past when Health Center
patients were allowed to work and now is too dangerous for a work
program. The first test for Lyme 's disease was an experimental
test. The herd will be tested again and the Committee hopes to
sell the first Lyme 's disease free herd in the state. Kruschke
gave criteria for a good sale: good breeding reputation, the
cows look good having recently freshened and being full uddered.
March 5 is an early sale date and good time of year. Detailed
advertising is underway.
John Spanton, County Farm Manager refuted some of the prior
statements claiming an agronomist had made recommendations for
fertilizing, employees are hired from the Corrections Center
which involves much time for training, and the farm may not pay
taxes but all profits go to the County General Fund.
Kevin Stork, New Richmond urged Supervisors to check with their
constituents to get their ideas on selling the herd. Stork feels
the herd is an asset to the County.
Chairman Meinke stated the petitions would be kept on file and
the matter referred to the Human Services Committee. Chairman
called a morning recess.
Chairman reconvened the session and introduced Senator Wm. Berndt
from the loth Senate District. Senator Berndt reported that he
was sworn in just before the Legislature met to accept the
Governor's Drug Bill. Berndt feels the spring session will be
mostly partisan because this is a Gubernatorial election year.
Recycling, incincerator ash, cable TV and FCC regulations, and LP
gas price gouging will be some of the priority topics.
Senator Berndt says he will work hard for the issues in St. Croix
County. Question by Supr. Nelson regarding Bovine Growth
Hormone. Berndt replied he does not believe in labeling; it
should either be outlawed or allowed to happen. Question from
Supr. Evjen asking if the lottery was helping with property tax
relief. Berndt replied that it was not because it simply does
not bring in sufficient funds to do so. Applause by Board.
Noon recess called by Chairman Meinke. Session was reconvened at
1:15 P.M.
Presentation on Highwway 35 and 64 Corridor• Tom O'Keefe,
Highway Commissioner introduced Roland Thompson, Captain from the
Sheriff's Department. Thompson gave data from 1980 to 1989 on
deaths that occured on these roadways: Hwys 64 and 35 from New
Richmond to Houlton - 23; Hwy 35 from I-94 to River Falls - 15;
I-94 at Hudson to eastern county line - 10.

Terry Pederson, Dept. of Transporation gave the procedure
necessary to get enumerated for new highway construction.
Pederson introduced Jim Jodie and Larry Martin from the CH2MHill
Company which has been hired to collect the data.
Jim Jodie explained it takes at least six years of research
before construction can begin. An aerial map was displayed
showing four alternate routes for the Hwy 35 - 64 corridor.
Charts and maps were shown of a north bypass, south bypass and a
diagonal bypass. Supr. O'Connell asked why it takes six years
to start construction. Jodie replied it takes time to collect
data, hold public hearings, secure right of ways, select the
preferred route and prepare the final design.
Larry Martin spoke on the environmental impact of a new highway
corridor. This involves ag. land, wetlands and water resources,
impacts on traffic, land use patterns and relocation of
residences. Local opinions do affect the final decision on
location of highway. The DOT and CH2MHill Company utilize
a citizens' committee from the area as they are a valuable source
of information. Applause from the Board.
Discussion on Grain Bins and Corn Cribs at County Farm• Supr.
Peterson, Chair of the Farm Study Committee asked the advice of
Board members in regard to selling the cribs and bins on the
machinery sale or retain them for possible future use of the
farm. Motion by Supr. Swenby, 2nd by Supr. Stephens that the
bins not be sold. Motion carried.
Emergency Resolution #2 (89)• Motion by Supr. Stephens, 2nd by
Supr. O'Connell to place on the floor and adopt. This is the tax
deed property in the Village of Star Prairie, Lots
1,2,3,4,7,8,9,10,and 11 in Rennick's Addition plus Parcels #217G
and #217HI. County Clerk had advertised this for sale and only
one bid was received from Halle Builders, New Richmond for
$51,011. The delinquent taxes were $45,000 and there is an
additional $20,000 of interest, penalties and special
assessments. Motion to sell carried.
Per Diem Report: County Board of Supervisors total amount paid
for December 1989 - $5,032.89 (expenses incurred by December 31
in the Finance Department for audit, not to exceed payment for
expenses incurred beyond 90 days, per County Board rule). Motion
by Supr. Hop, 2nd by Supr. Speer to approve. Motion carried.
No correspondence has been received. Chairman Meinke announced
the Inter -County meeting to be held in Clark County on January 18
and any Supervisor wishing to attend should contact the County
Clerk.

Solid Waste Report: Chair Willink stated the committee is not
ready to make a recommendation to the Board on the costs of
hazardous ash disposal until a few more items have been settled
with ARR. The plant is in full operation under supervision of a
new superintendent.
Supr. Swenby announced to the Board that Wm. Hurley has now
offered $100,000 cash for the Old Courthouse but no action has
been taken.
Motion to adjourn by Supr. Peterson, 2nd by Supr. Wallace.
