ST. CROIX COUNTY BOARD OF SUPERVISORS
Regular Session May 8, 1990
Board of Supervisors called to order by Chair Richard Peterson.
Invocation by Pastor Ralph Thompson, Holy Cross Lutheran Church,
Glenwood City. Pledge of Allegiance recited. Lisa Anderson,
daughter of Supr. Brown was introduced and welcomed.
Roll call by County Clerk: 28 present, 3 absent - Milton Meinke,
Bob Draxler and Herman Jensch (all excused).
Motion by Supr. Malick, 2nd by Supr. Grant to approve minutes of
April 17 session. Motion carried. Motion by Supr. Bradley, 2nd
by Supr. Dull to adopt the agenda. Motion carried.
ANNOUNCEMENTS AND APPOINTMENTS
Motion by Supr. O'Connell, 2nd by Supr. Wallace to approve the
Committee appointments for 1990-92 and approve participation of
new committee members in meetings held between April 17 and
today. Motion carried.
Clerk read rules #20 and #22 regarding manner to address the
board. Next session will be June 12, 7:00 p.m.
OLD, UNFINISHED AND NEW BUSINESS
Pete Stacy, St. Croix Correctional Center introduced Assistant
Superintendent Tom Karlen and then presented the annual report on
the work activities at the Center. Stacy would like the Board
members to consider a new project which would increase the number
of inmates from 35 to 75 and utilize a boot camp setting for
corrections (Challenge Incarceration). The purpose for this
would be to target a much earlier release; a normal stay is 2
years; this could reduce the incarceration to 6 months. The
County would be asked to provide a longer rental lease and more
land for additional buildings and area for drill exercises. No
County funds would be required. The Public Protection Committee
supports this new plan.
Ordinance #248 (90): Electing to Proceed under Section 75.521,
Wisconsin Statutes, regarding Collection of Tax Liens. Motion by
Supr. Stephens, 2nd by Supr. Rebhan to adopt. Corporation
Counsel Timmerman explained the legal process and Krizek stated
this procedure is more expensive but protects the property from
future liability. Motion carried.
Ordinance #249 (90): Unlawfully Aiding or Harboring a Juvenile.
Supr. Luckey moved to adopt, 2nd by Supr. Cox. Motion carried.
Resolution #6 (90): June 1990 as "Dairy Month" in St. Croix
County. Motion by Supr. Dull, 2nd By Supr. Willink to adopt.
Motion carried.

Government Center/Jail Study• Chair Malick explained the
committee is asking departments to reduce their space needs in
the new Gov't. Center by 10% in order to reduce cost of
building.
Motion by Supr. Stephens, 2nd by Supr. Rebhan to request
appraisal funds in a reasonable amount for Courthouse, Jail and
Old Courthouse. Timmerman explained this violates the open
meeting law because the item was not on the agenda. Krizek
volunteered to obtain some bids and present them to the Finance
Comm. Supr. Stephens withdrew his motion; Supr. Rebhan removed
his 2nd.
Report on ASCS Programs• Dick Gade, ASCS Director explained the
livestock feed assistance and hay loss programs implemented to
give drought relief to farmers. An acreage reduction and
Conservation Reserve Program are now offered. St. Croix County
is second highest in the state in participation in CRP with
40,000 acres signed up and 5 thousand acres planted into trees.
The St. Croix County ASCS Office has received the Administrator's
Award and the entire staff was awarded a trip to Washington, D.C.
in June.
Motion by Supr. Willink, 2nd by Supr. Bradley that the County
Board go on record commending the ASCS Office for their award.
Motion carried.
Administrator Coordinator's Report• John Krizek presented the
Employee Owned Vehicle Task Force report. Three main points
highlighted were: raise mileage rate to 26 cents as soon as
economically feasible, reduce number of miles driven by ride
sharing and car pooling, and purchase 4 county owned economy
vehicles. Written report of the Task Force distributed. Motion
by Supr. Bailey, 2nd by Supr. Barker to adopt this report.
Motion carried.
In preparing the 1991 budget, Krizek will ask for position
requests in July to determine costs affecting the budget.
Personnel costs equal 72 to 80% of total budget. Worker's Comp
rates will be redistributed to departments according to use.
Health insurance will be the biggest problem in 1991. Current
premium is $310 per month but is costing $400 plus. Krizek's
budget goal is no increase in the mill rate. Supr. Rebhan
questioned why a person could not enroll in the insurance program
only when needed; ie. if spouse has insurance, dies or
divorces, remaining spouse (county employee) could obtain
insurance at that time.
Krizek stated St. Croix, Eau Claire and Chippewa Counties have
been chosen for a pilot project on Quality Improvement. This
program has 4 goals: change focus to customers and exceed their
expectations of service, obsession for quality, encourage
employees to share ideas, and team work.

Krizek told Board that Wisc. retirement will have to be paid for
Chair Peterson and Supr. Meinke. State law requires them to
remain in the fund once they have started participating.
Chair called recess. Reconvened at 9:00 p.m.
Rep. Al Baldus, 29th District told the Veto Session will be May
15 and they hope to pass the Clean Water Act at this time. The
plans to get schools off property tax and general property tax
relief both failed. Baldus and Senator Berndt have co -sponsored
the Clean Water bill because we have no regulations in this area
of the state.
Rep. Sheila Harsdorf, 30th District said the Recycling Bill had
passed and was signed by the Governor. The funding of $30
million was reduced to $15 million. Harsdorf feels something
must be done about property tax relief soon because people are
moving from our state. She would like to see a more fair and
broader base for the school tax and government spending needs to
be controlled and expended wisely. Harsdorf would prefer lottery
funds be used as a direct credit on property tax bill; the owner
would know how much relief he received. In regard to the
Learnfare Program which reduces welfare payments if children 13
to 19 do not attend school, Harsdorf feels it is too early to
determine results.
Amendment to Board Rules Re: Term for Human Services Board:
State statutes require 3 year terms for Human Services Board
members. Supr. Garske requested this amendment be acted on by
General Services Comm. Motion by Supr. Stephens, 2nd by Supr.
Bailey to move amendment to General Services. Motion carried.
Motion by Supr. Stephens, 2nd by Supr. Bradley that Human
Services Board take bids on barn cleaner, pipe line, milking
equipment, bins, silos and unloaders and steel remaining on the
County Farm. Motion by Supr. Rebhan, 2nd by Supr. Sinclear to
amend motion by adding the old buildings to the list. Motion to
amend carried. Original motion carried.
Emergency Resolution #7 (90)• Adopting Salary Schedule for
Elected Officials for 1991-92. Motion by Supr. Stephens, 2nd by
Supr. Bradley to adopt. Roll call vote: 26 yes, 2 no. Motion
carried.
Emergency Resolution #8 (90)• Authorizing Sale of Former Office
on Aging. Motion by Supr. Stephens, 2nd by Supr. Nelson to
accept bid of $10, 000 from Kip Lee. Roll call vote: 28 yes, 0
no. Motion carried.
Emergency Resolution #9 (90): Authorizing Sale of Lots in Glen
View Estates. Motion by Supr. Stephens, 2nd by Supr. Bradley to
accept bid of $4100 on Lots, 4, 5, 6, 8, 13, 14, 15, 18, 19, 20,
21, 22, 23, 24, 25, 30, 31, 32, 33 and 34. Questions on back
taxes and assessments for sewer and water which county has paid.
Roll call vote: 17 yes, 11 no. Motion carried.

Motion by Supr. Bradley, 2nd by Stephens to dispense with first
reading of Resolutions and Ordinances. Motion carried.
COMMITTEE REPORTS
Highway: Committee Chair Hop introduced Highway Commissioner Tom
O'Keefe and commended O'Keefe on his award as Commissioner of the
Year in District 6. Applause by board.
O'Keefe explained we have 108 million dollars worth of roads and
we currently reconstruct 2.2 miles per year. Need to increase
this rate because roads do not maintain for 129 years. He
outlined the current season's construction taking place in the
county. O'Keefe will be requesting an increase in the highway
budget in 1991 in order to reconstruct more miles every year.
O'Keefe introduced Highway Engineer Dan Fedderly who distributed
the Highway Department's 6 year construction plan. O'Keefe and
Fedderly issued an invitation to Board members to visit the
Highway Department at any time.
Public Protection: Chair Luckey reported that St. Croix and Polk
Counties together have received a Grant of $89,000 for Drug Law
enforcement.
Krizek and Supr. Malick commented on the film regarding Jail
Liability. Motion by Supr. Malick, 2nd by Supr. Wallace to show
the 4 hour film in the afternoon before the next board meeting
(June 12). Motion carried.
Finance Comm. Motion by Supr. Stephens, 2nd by Supr. Malick that
the county attempt to stay at a no rate increase for mill rate in
the 1991 budget. Motion carried.
Motion by Supr. Stephens, 2nd by Supr. Cox that funds from sale
of herd, machinery, future sales and land rental be transferred
from the Human Services Board to the General Fund. Chair called
the motion out of order because it is not on agenda. Motion
withdrawn by maker and the second also. Will be placed on next
month's agenda.
Waste Management: Chair Willink stated DNR has allowed for
another testing of the ash pile. If non hazardous, the ash can
be hauled away. Willink attended a Task Force meeting which
hopes to find solutions to incinerator operation problems yet
this year. Interviews are scheduled for Solid Waste Coordinator
and that position should be filled by July lst.
Mileage and Per Diem: County Board of Supervisors total amount
for April 1990 is $7,185.15. Motion to accept by Supr. Hop, 2nd
by Supr. Dull. Motion carried.
County Clerk announced the Official County Paper from May 1, 1990
to April 30, 1990 is the Central St. Croix News, Hammond.

Nelson also reported that Milton Meinke took his oath of office
on April 19, 1990. Meinke is presently at Fairview Southdale
Hospital and is in serious condition.
Motion to adjourn by Supr. O'Connell, 2nd by Supr. Wallace.
