ST. CROIX COUNTY BOARD OF SUPERVISORS
Regular Session June 20, 1995
Meeting called to order by Chair Boche at 7:00 p.m. Guests and the
press were welcomed. Invocation and comments on former Supv.
Talley Roquette's community service contributions were given by
Pastor Ron Cooper, First Pentecostal Church, Hudson. Pledge of
Allegiance was recited.
Roll call: 28 present, 2 absent - George Sinclear and Charles
Mehls (both excused) and 1 vacancy.
Motion by Supr. Bradley, 2nd by Supr. Breault to approve the
minutes of April 18. Carried. (May meeting was cancelled.)
Motion by O'Connell, 2nd by Standafer to adopt the agenda.
Carried. Next meeting is August 15, 9:00 a.m. Chair welcomed back
Supr. Linda Luckey who,was excused from several meetings due to her
husband's illness. Chair announced the Proclamation of June is
Dairy Month.
Appointments: Chair Boche recommended Art Jensen from Town of Eau
Galle to fill the vacancy in District 4. There were no other
nominations. Motion by Supr. Grant, 2nd by Supr. Jacobson to
approve the appointment of Art Jensen. 1Carried. County Clerk Sue
Nelson gave the Oath of Office to Supr.'Jensen.
Administrative Coordinator: John Krizek reported the present
status of the 1995-1997 State Budget. Krizek explained the Tax Rate
Freeze proposed for Counties only. Counties may not exceed 3%
increase (this percentage factor may be adjusted higher for
population growth) over their previous year's property tax levy for
operations. This means our operations levy can increase by
$274,620. Wage increases for 1996 are set at $492,243. Other
factors to consider are Shared Revenues, Court Mandate Relief,
Transporation Aids and Surplus Applied although we have about half
or $400,000 to apply this year. Collections should increase due to
a new program at Human Services and the State's implementation of
a Fee, Fine and Forfeiture policy to deduct monies owed from income
tax refunds. This resolution was introduced by Supr. Oemichen,
adopted by the County Board and Rep. Sheila Harsdorf is credited
for its inclusion in the State Budget.
There is a, proposal to make county employees the same status as
state employees; therefore excluding them from binding arbitration.
If an agreement cannot be reached, a fact-finding system would be
used to settle contracts and would take into consideration money
available for wages and benefits.
Land Use Value Assessments are proposed to evaluate farm land on a
farming basis rather than other possible uses or- development of
that land. This reduction in evaluation would take place over a 10
year period and begin in 1997. _
The County Treasurers are upset over changes in the lottery credit
program. The tax forms, if changed, would cause a lot of extra
work and computer set up time.
If the County opts to get in the General Relief program, block
grants of money would be issued but there is not nearly enough
funding available.
Corporation Counsel Greg Timmerman stated the County is not
involved in the law suit that has been filed by the Indian Tribes
against the City of Hudson. The County has not received any Notice
of Claim.
Krizek said the suggested revenue for the Transportation budget
from either an Oil Franchise Fee or increase in gas tax had been
replaced with a proposed $5 increase in vehicle registration.
Introduction of Priority Watershed Employees: County
Conservationist Chuck Christenson said two projects are currently
underway - the South Fork Hay River projects and the St. Croix Lake
project consisting of Perch, Bass, Squaw. and Baldwin Pine.
Employees working on these projects are Kyle Kulow and Peter Kling.
Resolution #16 (95): Participation in and Adoption of District
Overall Economic Development Program. Motion by Supr. Dorsey, 2nd
by Supr. Bethke to adopt. Planning Director Dave Fodroczi
explained this resolution is an annual update to participate in the
Regional Development program. Carried.
Resolution #17 (95): Approval of Highway Design Engineer Position.
Motion by Supr. Bradley, 2nd by Supr. Bailey to adopt. Bradley
noted this is not the usual time for consideration of hiring of
employees but this hire will have a no dollar impact on the Highway
budget. Highway Commissioner Dan-Fedderly explained the contracts
for engineering services have become very expensive. For example,
engineering on County Trunk V was expected to be $30,000 to
$35,000. The proposals came in at $60,000 to $90,000. Salary and
benefits for an in-house design techician would be $40,000.
Supr. Giese objected to the timing of this hiring and believed this
position should go through the normal budget process. Motion
carried to approve position.
Resolution #18 (95): Opposing NR 135 Nonmetallic Mine Reclamation
Rules. Motion by Supr. Menter, 2nd by Supr. Oemichen to adopt.
Oemichen stated the adoption of NR 135 would increase costs of
constructing and maintaining highways due to more restrictions on
extracting rock, gravel, sand, clay, etc. Transportation Committee
Vice Chair King said the WI Counties Highway Association
representing all 72 counties opposed,NR 135. Motion .carried.
Resolution #19 (95): Opposing ILHR Sanitary Codes. Motion by

Supr. Dorsey, 2nd by Supr. Oemichen to adopt. Oemichen explained
the DILHR sanitary propsoal would be too costly to homeowners.
Wisconsin Counties Assoc. is also opposed to these codes. Carried.
1996 Budget Books: Krizek said the cost of paper has tripled this
past year and in order to conserve paper Supervisors could choose
either the complete budget book or a condensed version.
Supervisors signed a sheet indicating their preference.
Per Diem for Attending other Committee Meetings: Finance Chair Don
Brown said when Committees are requested to appear at Finance
meetings, one Committee member should be designated as speaker and
only one per diem.claimed.
Ordinances #366 and #367 (95): Rezoning for John and Georgine
Schottler, Mark and Ann Mitchell, Tom and Liz Keller from Ag. to
Ag. Residential (2 parcels). Motion by Supr. Dorsey, 2nd by Supr.
Giese to adopt both Ordinances. Dorsey explained the Schottlers
wish to build two homes on the family farm for family members. Town
Board and -Planning and Development Committee approved. Carried.
Ordinances #368, #369, #370 (95): Rezoning for Jeff, Greg and
Elaine Boardman, Donna Satterlund, Remax Team One Realty from Ag.
to Ag. Residential (3 parcels). Motion by Supr. Dorsey, 2nd by
Supr. Neumann to adopt. Dorsey explained these parcels are
woodland, not farmland and are conducive to development. Carried.
During the evening break, 4-H Ambassadors Kari Grinley, Renee
Sussner and Katy Hensley served ice cream in recognition of June
Dairy Month.
Ordinance #371 (95): Rezoning from Ag. to Ag. Residential for
Delbert and Bernice Singerhouse and Kernon Bast - Edina Realty.
Motion to adopt by Supr. Dorsey, 2nd by Supr. Oemichen. Dorsey
noted this was a 260 acre parcel and rezoning was requested for
development. Oemichen remarked this was a significant zoning for
agriculture land and a lot of time was spent in checking the
issues. Town of Troy and the Planning and Development Committee
has approved rezoning. This parcel is surrounded on three sides by
development which was a big factor in granting approval. Motion
carried. Chair Boche voted no.
Department Reports: Oral reports were given by Fair Board vice
President Gail Maier; UW-Extension Agents--Ag.-Lee Milligan, Family
Living -Mary Lestrud, 4-H Youth -Kim Reaman and Resource -Jim Janke.
Resolution Amending St. Croix County Board of Supervisors Rules and
By -Laws*- Zoning Board of Adjustment: Administration Committee
Chair Oemichen said consideration was being given to changing the
make-up of the Board of Adjustments to include citizen members. In
1991, 48 counties had no supervisors on the Board of Adjustment, 12
counties had both supervisors and citizen members and 10 counties
R
had all supervisor membership. A Public Hearing is scheduled on
July 11, 7:00 p.m., Government Center, Hudson to discuss this
resolution. No vote will be taken until after the hearing.
Committee Appointments: Chair Boche appointed Supr. Jensen to the
Resource and Education Committees (Ag. Extension and Land
Conservation) and the Board of Adjustment.
Committee Reports: Waste Management Chair Horne reported 460 tons
from 24,000 tires were collected at the Tire Round -Up throughout
the county. The incinerator owned by ARR remains closed.
Land Conservation: Chair Dorsey referred to the Dam ownership
brochure distributed to Supervisors. The County owns several dams
and has responsibility and liability. Dorsey welcomed Supr. Jensen
to the Ag. Extension and Land Conservation Committees.
Personnel: Chair Bradley said in view of the State Budget outlook,
a hiring freeze may have merit. However, on July 12 the Personnel
Committee will review requests for new and upgraded positions. As
Chair of the Board of Adjustment, Bradley welcomed Supr. Jensen. to
this committee.
Budget Analysis: Supr. Giese approved ..of the Actual Expenditures
vs. Budget sheet in response to hisk request for a quarterly
financial update.
Farmland Preservation: none
Mileage and Per Diem: Motion by Supr. Oemichen, 2nd by Supr.
Bradley to approve totals of $7,815.96 for May and $5,376,68 for
June. Carried.
Correspondence: Clerk Nelson read a thank you for the plant from
the family of Talley Roquette and a thank you for the cards, calls,
and visits from Supr. Charlie Grant.
Announcements: Clerk Nelson advised any Supervisor wishing to
attend the WI Counties Convention in Milwaukee, Sept. 17 - 19
should notify her by August I. County will pay registration but
mileage, meals and hotel are on your own. Spring elections will be
held earlier next year - February 6 for the Primary and March 19
for the Spring election. Candidates for County Board Supervisor
will take out nomination papers November 1, which will be due
December 5, 1995.
Supr. Grant requested the Clerk announce the annual St. Croix
County Legion's Golf Tournament scheduled for Wednesday, June 21.
The Legion funds youth activities from the proceeds.
