ST. CROIX COUNTY BOARD OF SUPERVISORS
Regular Session August 15, 1995
Meeting called to order by Chair Boche at 9:00 a.m. Guests and the
press were welcomed. In the absence of Father Urban, Chair Boche
gave the invocation. Pledge of Allegiance was recited.
Roll call: 29 present, 1 vacancy and 1 absent - Linda Luckey,
excused.
Motion by Supr. Oemichen, 2nd by Supr. Grant to approve the minutes
of June 20. Carried. Motion by Supr. Bradley, 2nd by Supr. Bailey
to adopt the agenda. Carried. Next meeting is scheduled for
September 19.
Appointments: Chair Boche made the following appointments: Supr.
Bill Oemichen to the Hudson TIF District; Supr. LuVerne Burke to
the Baldwin TIF District; Francis Otto, Leon Pettee, and Mike
O'Connell to the LEPC Committee. Later he appointed Tom O'Connell
as the citizen member to West Central Regional Planning. *" -
Administrative Coordinator: John Krizek stated work on the 1996
budget is underway. The- State restriction of a 4o increase was
vetoed by the Governor. The budget will be based on a mill rate
freeze using the limit of the 1992 mill rate.
Binding arbitration was made permanent. There is new criteria on
which to give the greatest weight for decisions. Rather than using
the 17 county basis (counties with similar aspects) as a barometer,
state imposed limits and local economic conditions will be factors
in arbitration decisions. Wages are over 80% of the costs in a
county budget. An initial budget report will be given at the
September meeting. The most important County Board function is to
set the yearly budget.
St. Croix Meadows did not pay the second half of the 1994 taxes but
there was sufficient money collected to settle with municipalities.
Tax deed proceedings will begin in October.
Recognition of Tom O'Connell: Chair Boche thanked O'Connell for
his 19 years of service to St. Croix County and presented a plague
of appreciation. O'Connell remarked on his fellow Finance
committee members and thanked the Board for their cooperation.
Applause by the Board. (O'Connell resigned as Supervisor on July
31, 1995 due to moving from his district.)
Election of Finance Committee Member: Supr. Grant nominated Daryl
Standafer; second by Supr. Krueger. Supr. Bethke nominated LuVerne
Burke; second by Supr. King. Motion by Supr. Bailey, 2nd by Supr.
Oemichen to close nominations. Carried. Chair appointed Suprs.
Kellaher and Bailey as tellers. Vote totals were: 16 for Burke
and 13 for Standafer. Supr. Burke stated he would do the best job
he could as a member of the Finance Committee.
Fair Board Report: Fair Board member Gail Maier reported the 1995
County Fair to be successful with attendance numbers increased and
more commercial exhibitors. Katie Mahoney, Woodville, was crowned
Fairest of the Fair and Cheryl Hall, Roberts, was runner-up. A

survey conducted by Larry Swain, Professor at UW-River Falls,
indicated the draft horse shows and entertainment in Croix Court
were the favorite of fair -goers.
The drive -way across the creek allowed for parking 356 more cars on
the grounds. 4-H Clubs made promotional signs for various
locations throughout the county. The shuttle service was not used
as much as expected.
Maier thanked the County Board for both their financial and
personal support. Next year a mud volley ball game is scheduled
between the Fair Board and County Board Supervisors.
Resolution #20 (95)• Freeze All Requests for New and Upgraded
Positions for 1996. Motion by Supr. Bradley, 2nd by Supr. Bailey
to adopt. Motion by Supr. Krueger, 2nd by Supr. King to amend the
resolution to exclude positions that are grant funded or revenue ---
producing which would result in 1001-. funding from sources other --
than property tax dollars; thereby making those pog itions.,eligible
for review by the Personnel and Finance Committees in preparation
for the 1996 budget.
Supr. Bradley objected to the amendment and commented that
something free is not always good and sometimes has hidden costs.
Supr. Krueger noted the State has contracted for sending us more
inmates and more help would be needed to derive revenue for double
bunking. Suprs. Draxler and Jacobson both supported the amendment.
Vote on the amendment carried. The Hiring Freeze Resolution as
amended carried.
Financial Update: Finance Director Rich Loney distributed the 1995
Actual Expenditures vs Budget through June of 1995. Most budgets
are within limits and Loney forsees no unexpected problems for the
remainder of the year. Preliminary equalized evaluation increase
for the County is 9.210-.. The final percentage will be a little
lower with the subtraction of the TIF districts. Loney showed a
comparison with seven area counties of which we ranked fourth. The
State average for equalized value was 9.5% to 9.60. -
Finance Chair Brown thanked John Krizek and Rich Loney for their
efforts in keeping St. Croix County in good financial condition.
Brown said rather than setting a mill rate goal this year, data
based budgeting would be used.
Balance of the contingency fund is $264,368 and Loney does not see
a large demand on this fund in the future.
Health and Human Services Director John Borup reported 54%
remaining in their overall budget. Due to the loss of steam from
the incinerator, gas is purchased which costs more money. The
boiler retrofit in Health and Human Services and the Sheltered
Workshop is another additional expense.

Nursing Home D.ireet:5'r Carolyn Krieger indicated the Nursing Home
budget has 50.9% of the budget remaining.
Highway Commissioner Dan Fedderly noted the Highway budget stands

at 60.3%, remaining. The Highway budget operates differently
because weather plays a big factor - when and how much it snows and
good or bad weather for road construction. There is a need to have
sufficient dollars going into the winter season. Most work has
been done on State, Federal and Town projects. The remainder of
the fall will be donated to County road projects.
Transportation Committee Chair George Sinclear asked Fedderly to
explain the machinery fund. This fund is a non levy account and
receives revenues from work done for State, Federal and Towns.
This money is used to pay expenses (heat, lights, repair) for the
new Hudson building and other facilities, purchase of new
equipment, liability costs, etc. Fedderly said this account is
$317,000 in the negative but hopes to have it balanced by the end
of the year. Any surplus left in one year is carried over to the
next.
Oral Reports: Departments reporting were: Emergency Government -
Jack Colvard, Computer Services - Bruce Callen and Clerk of,Caurt -
Lori Meyer.
Legislative Report: State Representative Sheila Harsdorf explained
the 1995-1997 State Budget which focused on property tax relief.
Previously 600 of property taxes went to local schools. The
funding will be shifted to the State but no impact will be seen
until your 1996 tax bill to be paid in 1997. The goal was to get
the reform first and then find funding for the state to pay 2/3 of
school costs. Spending caps remain on schools.
State agencies were cut 5%- the first year and then will be cut 10%
the second year and program cuts have also been made. There will
be a $.06 additional tax on a pack of cigarettes. Harsdorf assured
the availability of money for recycling. Thirty million dollars
from the General Fund was used to start this program and 21 million
has now been transferred back to the General Fund.
Use value assessment for farmland will remain the same in 1996-97.
In 1998 a 10 year use value implementation will begin. In areas
where farmland is located near residential and commercial
development, taxes are assessed on possible development of this
land if sold. Harsdorf thanked Supr. Oemichen and the
Adminstration Committee for their recommendation of including the
Fines, Fees and Forfeitures bill in the budget. Uncollected monies
can now be deducted by Dept. of Revenue from income tax refunds.
The Fair Aids have been restored to 909.- payment and County mandate
relief will be increased. Supr. Oemichen thanked Rep. Harsdorf for
her help with implementing the Fines, Fees and Forfeitures bill.
Resolution #21 (95): Authorizing the Submittal of a State Grant
Application and Subsequent Appropriation of County Funds for a
Household Hazardous Waste Collection Program. Motion to adopt by
Supr. Filipiak, 2nd by Supr. Breault. Filipiak explained this
resolution allows the Solid Waste Coordinator to submit a grant
application for the intent of administering a Clean Sweep Program
in September of 1996. Motion carried.
Ordinance #372 (95): Rezoning from Ag. Residential to Commercial

' for Ray and Joan Garske. Motion to adopt by Supr. Dorsey, 2nd by
Supr. Raymond. Carried.
Ordinance #373 (95): Rezoning from Agriculture to Ag. II for
Arthur and Lora Ann Kroening/Paul Pecilunas. Motion to adopt by
Supr. Dorsey, 2nd by Supr. Menter. Carried.
Ordinance #374 (95): Rezoning from Agriculture to Ag. II for
Arthur and Lora Ann Kroening/Dennis Duckworth. Motion to adopt by
Supr. Dorsey, 2nd by Supr. Menter. Carried.
Ordinance #375 (95): Rezoning from Ag. to Ag. Residential for Tom
Pietsch/Mark and Carrie Monnot. Motion to adopt'by Supr. Dorsey,
2nd by Supr. Oemichen. Carried.
Committee Reports: none.
Farmland Preservation: none.
Mileage and Per Diem: Motion by Supr. Bradley, 2nd by Supr.
Breault to approve the total of $8,138.19 for June 1995 and total
of $5,197.53 for July. Carried. I
Correspondence: Clerk Nelson noted letters received from Senator
Alice Clausing and Governor Tommy Thompson regarding resolutions
sent on Non Metallic Mining, Sewage System Standards and Unpaid
Fines, Fees and Forfeitures.
Announcements: Supr. Oemichen referred to a news article about the
Joint Governors' meeting at which Governor Carlson commented that
Minnesota should guide the planning for Western Wisconsin because
it is part of their Metropolitan area. The Planning and
Development Committee is closely monitoring this issue.
Supr. Bradley stated the Board of Adjustments would be meeting for
two days later in the month.
Motion by Supr. Giese, 2nd by Supr. Jacobson to adjourn. Meeting
adjourned at 11:50 a.m.
