Chair at this time, the Vice Chair will be elected

ST. CROIX COUNTY BOARD OF SUPERVISORS
Regular Session April 19, 1994
Meeting called to order by Vice Chair Art Jacobson at 9:00 a.m.
Invocation and comments on Soil and Water Stewardship was given by
Pastor John Hanson, Peace Lutheran Church, Baldwin. Pledge of
Allegiance was recited.
Oath of Office: Both Judge Lundell and Judge Richards gave the
oath of office to all Supervisors for their two year term on the
County Board.
Roll call: 31 present, 0 absent.
Motion to approve the March 29 minutes by Supr. Boche, 2nd by
Supr. King with the following addition on page 3: "Supr. Oemichen
was also concerned the amendment implied $1,150,000 might be
acceptable and this would weaken the school's negotiation position.
Corporation Counsel agreed the amendment's intent was to obtain the
best possible agreement for all governmental parties." Carried.
Motion by Supr. Bradley, 2nd by Supr. Roquette to adopt the agenda.
Carried.
Soil and Water Stewardship Week: Clerk Nelson read the
Proclamation declaring April 24 - May 1, 1994 Soil and Water
Stewardship Week.
Vice Chair Jacobson welcomed the new Supervisors and appointed
election tellers Suprs. LuVerne Burke, John Mortensen and Einar
Horne and asked Supr. John Breault to be the temporary Chair.
Election of Chair: George Sinclear nominated Tom Dorsey; Chris
Bethke nominated Robert Boche; Einar Horne nominated Tom O'Connell
and Bob Draxler nominated Art Jacobson. Motion by Supr. Oemichen,
2nd by Supr. Giese to close nominations. Carried.
First round balloting: Dorsey, 10; Boche 9; O'Connell, 5; Jacobson
7. O'Connell was deleted from second ballot. Second vote results:
Dorsey, 12; Boche 10, Jacobson 9. Jacobson was eliminated. Third
vote results: Boche, 16; Dorsey 15. Boche was elected the new
County Board Chair.
Election of Vice Chair: Chair Boche called for nominations.
George Sinclear nominated Tom Dorsey; George Menter nominated Art
Jacobson but Jacobson withdrew his nomination. Motion by Supr.
Oemichen, 2nd by Supr. Giese to close nominations and cast a
unanimous ballot for Tom Dorsey, Carried.
Committee Elections:
Supr. Draxler moved that incumbent members be identified during
nominations in an attempt to keep some continuity on elected
committees. Second by Supr. O'Connell. Corporation Counsel
Timmerman advised this would not be a correct procedure. Supr.
Horne suggested everyone introduce themselves and list the
committees on which they have served. After introductions and
background information were given by Supervisors, Supr. Draxler
withdrew his motion.
Finance Committee: Nominated were John Bradley, Bill Oemichen,
John Breault, Donald Brown, Daryl Standafer, Tom O'Connell, Robert
Boche and Herb Giese. Motion to close nominations by Supr.
Roquette, 2nd by Supr. Neumann. Carried. The following were
elected: Bradley, 23; Oemichen, 21; Brown, 20, O'Connell, 22; and
Boche, 26.
Transportation Committee: Nominated were George Menter, George
Sinclear, Richard King, Robert Draxler, Charles Grant, John Breault
and Herb Giese. Motion by Supr. Bradley, 2nd by Supr. Bethke to
close nominations. Carried. Elected were: Menter, 18; Sinclear,
22; King, 28; Draxler, 20, Grant 20.
Public Protection: Nominated were: Bill Krueger, Linda Luckey,
Charles Mehls, Jack Dowd, Art Jacobson, Karen Bailey (declined the
nomination), Lee Kellaher, Jack Breault, Herb Giese. Motion by
Supr. Oemichen, 2nd by Supr. King to close nominations. Carried.
Elected were: Bill Krueger, 18; Linda Luckey, 19; Art Jacobson,
19; Jack Breault, 17 and Herb Giese, 17.
Resource and Education: Nominated were: Ron Raymond, Vern Dull,
Tom Dorsey, Talley Roquette and Chris Bethke. Motion by Supr.
Oemichen, 2nd by Supr. O'Connell that nominations close and the
Clerk cast a unanimous ballot for the five Supervisors nominated.
Carried.
Administrative Coordinator: John Krizek welcomed the new Board
members and noted the Board is the policy makers to determine the
level of service provided to citizens of St. Croix County. Krizek
announced an Orientation Session for new Board members on Tuesday,
April 26 at 9:00 a.m. This was later changed to Wednesday, April
27.
The agreement with the Indian Tribes has been signed by former
County Board Chair Rich Peterson and former City of Hudson Mayor
Tom Redner. The Tribes have agreed to a $1,150,000 payment per
year with a 5% escalator clause each year starting in 1999. An
environmental impact statement has been completed and sent to the
Reigonal Bureau of Indian Affairs.
The Clerk of Courts office will contract with Tom McGrath for
collection of bad debts from unpaid traffic fines, court fines and
other fees. A catastrophic traffic accident will greatly impact
the county's liability fund. Some challenges to consider are the
possible unpaid delinquent taxes on St. Croix Meadows if a casino
is not approved and unsold county property - the Hammond building
and the 1965 Courthouse and Jail. Krizek commented he is available
to Board members at any time.

Resolution #7 (94): Authorizing Establishment of St. Croix
Industries as a "Work Center" Under Secion 16.752, Wisconsin
Statutes. Motion by Supr. O'Connell, 2nd by Supr. Bailey to
approve the resolution. Human Services Director John Borup stated
the statutes require the County Board to designate the
rehabilitation program as a "work center" in order to continue in
a non profit status. Motion carried.
Ordinance #346 (94): Motion by Supr. O'Connell, 2nd by Supr.
Menter to adopt. Corporation Counsel explained this ordinance
outlines the procedure for obtaining and disposing of personal
property items. Motion carried.
Oral Reports: Reports were given by Corporation Counsel Greg
Timmerman, Sheriff Ralph Bader and District Attorney Eric Johnson.
Legislative Report: Representative Sheila Harsdorf provided a
summary of the successes and failures of the last State Legislative
session. Significant property tax relief should be seen in the
next few years. The State has agreed to cover school spending
increases since there is now a cap on these increases. The goal of
the State is to pick up 2/3 of the costs of school during the next
two years but $1 billion more in revenues must be raised to reach
this goal. The "three strikes -you're out" law passed which does
not allow parole for a person convicted of three felonies. There
was an increase in funding for the Healthy Start program. The
PECFA petroleum clean up program was expanded to cover tanks under
the size of 1100 gallons.
A state health care plan was not passed, no increase in payments
for more children born to AFDC mothers failed and no increase in
percentage of unclaimed prize money was given to dog track
operators.
Mileage and Per Diem: Motion by Supr. Bradley, 2nd by Supr.
O'Connell to approve $8,420.56 for Supervisor expenses in March,
1994. Carried.
Announcements: Chair Boche announced the Extension Workshop for
new.Supervisors on May 18 at the Knapp House. An Inter -County
meeting will be held April 29 at the Spring Valley Golf Course
sponsored by Pierce County. Mileage, per diem and registration
will be paid for attendance at both meetings. Supervisors should
register with Clerk Nelson for either of these meetings.
Motion by Supr. O'Connell, 2nd by Supr. Giese to adjourn. Meeting
adjourned at 11:55 a.m.
