ST. CROIX COUNTY BOARD OF SUPERVISORS
Regular Session September 20, 1994
Meeting called to order by Chair Boche at 9:00 a.m. Invocation was
given by Pastor Tom Nustad, United Methodist Church, Hudson.
Pledge of Allegiance was recited.
Roll call: 31 present, 0 absent.
Motion by Supr. Bailey, 2nd by Supr. Kellaher to adopt the agenda.
Carried. Dates of the next meetings are October 18 and November 1.
Supervisors agreed to change the October 25 meeting to November 1
for the budget hearing. Motion by Supr. Giese, 2nd by Supr.
Breault to approve the August 16 minutes. Carried.
Appointments: Chair Boche announced the appointment of Leon Pettee
to the Emergency Communications Committee. Supr. Draxler resigned
from the Department on Aging Committee; Chair appointed Supr.
Jerry Neumann.
Rezoning for Daryl Jones and Donald Anderson: Motion by Vice Chair
Dorsey, 2nd by Supr. Bradley to remove this Ordinance from the
agenda and postpone action until October. Dorsey explained a
protest had been filed with the County Clerk on September 16 by
adjacent landowners. The Zoning staff needs more time to verify if
the landowners are adjacent. Carried.
1993 Audit Report: Steve Tracey from the auditing firm of Tracy
and Thole provided an overview of the 1993 audit. He referred to
the Undesignated Balance as Percentage of Expenditures which is
13.160-. in 1993. In the bond market a good rating is needed and the
very minimum is 5. Tracey believes 15. to 20o is a good place to
be. St. Croix County is financially sound and copies of the audit
are on file in Administration, Finance and County Clerk's offices.
Administrative Coordinator: John Krizek noted he and Chair Boche
attended the Wisconsin Counties Convention in Green Bay at which
Governor Thompson spoke. Thompson indicated he would not change
local aids to counties and municipalities but there will be no
increases. The Governor now believes $150 million, rather than $1
billion, will be needed in both 1995 and 1996 to reduce property
tax rates for schools. The Governor is relying on increased growth
and decreasing medical assistance to fund schools.
Krizek stated in the 1995 County Budget the expenses total
$45,392,996, a 7.26 increase; revenues total $45,469,650 a 7.4%
increase. Sales tax revenue is estimated at $2,100,000. Krizek
outlined the Revenue and Expenses by category. Finance Committee
budget reviews will be held at the Government Center on September
27 and 28. At a 5.54 mill rate the budget now stands at $76,654 in

excess revenue over expenditures and includes a $250,000
contingency fund. Double celling in the jail is not included in
the budget at this point.
Chair Boche commended Krizek on his fine presentation given at that
WCA convention on maintaining a mill rate. Boche also noted very
few counties with casinos receive any form of payment for services
and they requested a copy of our agreement with the Tribal leaders.
Highway Department Six Year Improvement Program: Highway
Commissioner Dan Fedderly distributed the program booklet and
indicated figures included were for the construction portion only
and not for general or winter maintenance, mill and overlays and
chip seals. A long range project color coded map showed during the
years of 1995 to 2000 which projects would be completed.
The extension of Carmichael Road is scheduled for 1996 :at a cost of
$440,000. Installation of stop lights at Carmichael and UU is
included in the 1997 construction goals. Total project costs are
$9,100,000 and $896,500 of local funds will be needed.
Fedderly invited Supervisors to attend the Fall District 6 meeting
hosted by St. Croix County Transportation Committee October 14 at
Rivers Edge. Cost of lunch is $10 and no expenses or per diem will
be paid.
Dedication of Community Room: Chair Boche addressed Supervisors,
staff, family and friends of Norman "Ole" Anderson and highlighted
Ole's accomplishments and dedication to county government.
Following remarks by Supervisor and City of Hudson Mayor Breault,
Mrs. Anderson unveiled the portrait of Norman "Ole" Anderson and
the community room was dedicated as the Ole Anderson room.
Ordinance #352 (94) : Rezoning from Ag. to Ag. Residential for Paul
Sylla/Brian and Angie Sylla. Motion to adopt by Vice Chair Dorsey,
2nd by Supr. Oemichen. Carried.
Ordinance #353 (94): Rezoning from Ag. to Ag. Residential for
Julie M. Atzmiller. Motion to adopt by Vice Chair Dorsey, 2nd by
Supr. Sinclear. Carried.
Sexually Oriented Business Ordinance: Motion by Supr. Luckey, 2nd
by Supr. Jacobson to table this ordinance. Luckey explained some
legal issues have arisen and more time is needed to.address them.
Carried.
Department Head Reports: Oral reports were given by Maintenance
Facilities Manager Ralph Robole, County Library Director Maureen
Farrell and Parks Director Joe Grant.
Farmland Preservation: Motion by Supr. Oemichen, 2nd by Vice Chair
Dorsey to refer the application of Dan L. and Jacque L Nelson, Town

of Kinnickinnic to the Land Conservation Committee. Carried.
Mileacre and Per Diem: Motion by Supr. Bradley, 2nd by Supr.
O'Connell to approve total of $8,214.22 for the month of August
1994. Carried. .
Correspondence: County Clerk Sue Nelson received letters from
Senator Alice Clausing and Rep. Al Baldus regarding Resolution No.
21 adopted by this Board. The resolution recommends the
Legislature create a State Commission on Unfunded Mandate Relief.
Both indicated they would follow up on this idea and pursue
legislation.
Committee Reports: Building Committee Chair Breault noted some
problems remain with the air handling and chillers. Air
conditioning controls have been installed in the Personnel office
and the lunchroom.
Motion to adjourn by Supr. O'Connell, 2nd by Supr. Giese. Meeting
adjourned at 11:45 a.m.
