ST. CROIX COUNTY BOARD OF SUPERVISORS
Regular Session April 16, 1996
Meeting called to order at 9:00 a.m. by Chair Boche. Guests and
the press were welcomed. Invocation was given by Pastor Curtis
Thomassen, Cornerstone Assembly of God, New Richmond. Pledge of
Allegiance was recited.
County Clerk Sue Nelson read the Proclamations of Soil and Water
Stewardship observance and Victim Witness Week. New Board members,
Mary Louise Olson, Tom Irwin, Nancy Bieraugel and Bob Gunderson,
introduced themselves and provided some personal background
information. Thomas O'Connell, returning Board member, also spoke.
Oath of Office: Judges Lundell, Richards and Needham swore in the
County Board of Supervisors for a two year term.
Election of Supr. District 2: The resignation of Robert Draxler
created a vacancy in District 2. The City of Glenwood City
nominated Leon Berenschot and the Town of Glenwood nominated Robert
Palewicz. Both candidates addressed the Board. Chair Boche chose
to make the appointment through an election; Berenschot was elected
with 19 votes; Palewicz received 11.
Roll call: 31 present, 0 absent. Next meeting scheduled for 7:00
p.m. May 21.
Chair Boche appointed Supr. Art Jacobson to conduct the election of
the Chair since both the Chair and Vice Chair were candidates.
Election of the Chair: Supr. King nominated Tom Dorsey; Chris
Bethke nominated Robert Boche. Motion by Supr. Sinclear, 2nd by
Supr. Jensen to close nominations. Carried. Boche was elected
Chair with 18 votes; Dorsey received 13.
Chair Boche thanked the Board for their support and noted he holds
office hours every Tuesday. Boche believes Government should take
care of people's needs at the lowest possible cost.
Election of Vice Chair: Supr. Sinclear nominated Tom Dorsey.
There were no other nominations. Motion to close nominations by
Supr. Grant, 2nd by Supr. Menter. Carried. Motion by Supr.
Oemichen, 2nd by Supr. O'Connell that the Clerk cast a unanimous
ballot for Supr. Dorsey. Carried.
Finance Committee: Nominated were: John Bradley, Don Brown,
Robert Boche, Thomas O'Connell, Herb Giese, Ron Raymond, Daryl
Standafer, LuVerne Burke and Bill Oemichen. Elected were:
Oemichen, 26; Brown, 21; Burke, 19; Boche, 16; and Bradley, 16.
Other results were: O'Connell, 14; Raymond, 13; Standafer, 10; and
Giese, 8.

Transportation Committee: Nominated were: George Menter, George
Sinclear, Charles Grant, Richard King, Jack Dowd and Art Jacobson.
Motion by Supr. Oemichen, 2nd by Supr. Bethke to close nomination.
Carried. Elected were: Grant, 30; King, 30; Sinclear, 28; Menter,
25 and Jacobson, 19. Dowd received 18 votes.
Chair recognized former County Board Chair Richard Peterson, former
Supervisors Wayne Willink, Jack Breault (Mayor, City of Hudson)
and Len Nyland and former Highway Commissioner Ralph Brown.
Public Protection: Nominated were: Linda Luckey, Herb Giese, Wm.
Krueger, Einar Horne, Bob Gunderson, Charles Mehls and Jack Dowd.
Motion by Supr. Raymond, 2nd by Supr Oemichen to close nominations.
Carried. Elected were: Krueger, 25; Mehls, 24; Giese, 21; Dowd,
18 and Gunderson, 17. Luckey received 16 votes and Horne, 14.
Resource and Education: Nominated were: Chris Bethke, Tom Dorsey,
Ron Raymond, John Mortensen, Vern Dull, Art Jensen and Tim
Filipiak. Motion by Supr. Jacobson, 2nd by Supr. Berenschot to
close nominations. Carried. Elected were: Bethke, 24; Jensen,
24; Raymond, 23; Dull 22 and Dorsey 22. Filipiak received 16 votes
and Mortenson, 14.
Approval of Minutes: Correction was requested by Supr. Bradley to
add "in his opinion" to Sheriff Burch's comments on pay
adjustments. And add to 3rd paragraph," The result was the
Personnel Committee's resolution calling for a 3o salary increase
in calendar 197 and a 3o salary increase in calendar 198." Motion
by Supr. Bradley, 2nd by Supr. King to adopt the minutes as
corrected. Carried.
Correction Center Report: Superintendent Pete Stacy said the St.
Croix Correctional Center is meeting the challenge of changes in
incarceration and is releasing the best prepared and least likely
inmates to return to the system. One goal is to improve the value
system that is handed down from generation to generation.
Total hours of community service provided were 6,657 (which
includes snow shoveling for the elderly). Total hours worked at
work sites which are charged $10 per day per crew were 39,541.
There were six run-aways but all were arrested and prosecuted.
Stacy noted the amount of dollars spent locally with vendors,
treatment services, wages to staff and temporary lock -up in St.
Croix and Polk County Jails. Because those killed in the Oklahoma
bombing no longer have a chance to make choices about their lives,
the Correctional Center inmates and staff will plant a tree in
their memory on April 19. Supervisors are invited to attend. Stacy
concluded that the partnership between the correctional facility
and the community is one of the best in the State of Wisconsin.
Administrative Coordinator: John Krizek reported the newly formed

Information Services Committee is working well with Department
Heads on that committee sharing automation ideas. Krizek and
Kathryn Beutel are interim managers of Computer Services.
The Junker Landfill Trust has recently sued St. Croix County to
join the Trust for its share of liability in reclamating the
landfill. The Trust would work with State of WI and DNR and based
on Junker Landfill records St. Croix County is responsible for . 02 a
or approximately $20,000 costs.
If the Super Fund clean up is used, costs would probably be tripled
but more investigation is conducted to determine the exact contents
of the landfill. The clean up solution by the Trust is to add more
clay on the top to have better water run-off, air and gas release
filters and carbon filters for household wells. Krizek stated a
full evaluation of the study report is needed before St. Croix
County joins the Landfill Trust.
Department Reports: Health and Human Services Director John Borup
and Nursing Home Administrator Carolyn Krieger presented their oral
reports.
Resolution #9 (96): Transferring Jurisdictional Responsibilities
for a Portion of 130th Avenue. Highway Commissioner Dan Fedderly
explained if this resolution is adopted the portion of 130th avenue
between STH 128 and STH 170 in Town of Glenwood would be a part of
the County trunk system and CTH "G." Supr. Mortensen pointed out
that previously CTH "G": ended at the City limits but would now
extend to the County line. Motion by Supr. Sinclear, 2nd by Supr.
Grant to adopt the resolution. Carried.
Ordinance Amending Section 17.29, St. Croix County Zoning Code,
Filling and Grading in or Near Navigable Bodies of Water. Motion
by Supr. Dorsey, 2nd by Supr. Menter to adopt. Transportation
Committee Chair Sinclear said the Transportation Committee has not
considered the effects of this ordinance. Motion by Supr.
Sinclear, 2nd by Supr. Brown to postpone action on this ordinance
and refer back to Planning, Zoning and Parks and the Transportation
Committees. Carried.
County Fair Land Exchange: Supr. Brown explained the City of
Glenwood City wishes to trade frontage land on the north side of
the Fairgrounds for the ball park land in order for a new super
market to be built. The Finance Committee approved the exchange at
a prior meeting this morning.
Corporation Counsel Timmerman stated the County owns this land but
the Fair Board manages it and therefore the Fair Board should reach
an agreement with the City. At a meeting held April 15, an
agreement was reached, subject to approval of the City, to exchange
120' by 430' on the north end of the Fair for property east and
south which is the current ball field. The appraisal difference

was $6500 for which Glenwood City will make a cash payment. A
permanent easement will be given for Fair parking to include
handicapped parking. City would remove the bright ball field
lights and re -install four lights for Fair use including electrical
hook up and wiring. The concession stand will be removed.
In response to Supr. Sinclear's question on access to the Highway
building, Supr. Berenschot said there are plans to upgrade a north
access near the recycling center for highway vehicle use.
Committee Reports:
Administration: Supr. Oemichen indicated the deadline is June 28
to submit resolutions to WCA for the annual conference. Any
proposed resolutions should be submitted to the Administration
Committee.
Farmland Preservation: Motion by Supr Oemichen, 2nd by Supr. Dull
to refer application of Arnold and Bernice Berger to the State.
Carried.
Mileage and Per Diem: Motion by Supr. Bradley, 2nd by Supr.
Standafer to approve total of $8,791.87 for March. Carried.
Announcements: Chair Boche announced a training session for new
Board members on, Tuesday, April 23 at 9:00 a.m. Clerk Nelson
reminded Supervisors to bring $10 to the May 21st meeting for the
flower and refreshment fund.
Motion to adjourn by Supr. Giese, 2nd by Supr. O'Connell. Meeting
adjourned at 11:50 a.m.
