CROIX COUNTY BOARD OF SUPERVISORS Regular Session June 18, 1996 Meeting called to order at 7:00 p.m. by Chair Boche. Invocation was given by Pastor Bill Montgomery, Ezekiel Lutheran Church, River Falls. Pledge of Allegiance was recited. Roll call: 24 present, 7 absent - Leon Berenschot, Charles Mehls, Mary Louise Olson, Donald Brown, Thomas O'Connell, Nancy Bieraugel and George Sinclear (all excused). Berenschot arrived at 7:45 making 25 present and 6 absent. Motion by Supr. Bradley, 2nd by Supr. Mortensen to adopt the May 21 minutes. Carried. Next meeting scheduled for August 20, 9:00 a.m. Motion by Supr. Jacobson, 2nd by Supr. Giese to adopt the agenda. Carried. Chair welcomed the press and visitors. Chair Boche presented a plaque of appreciation to resigning Supervisor Bill Oemichen and thanked him for his service to St. Croix County. Supr. Oemichen said he is leaving to become head of the Trade and Consumer Protection division in the WI Dept. of Agriculture. He has enjoyed serving on the County Board for over six years and has appreciated the friendship, trust and confidence of fellow Board members. Oemichen invited anyone visiting the Madison area to stop by his office. Applause by Supervisors. Chair Boche presented a service award to Supr. Raymond from RC&D (River County Resource Conservation and Development Council). Supr. Raymond noted he had served on this Council for two years and appreciated the award. Applause by the Board. Administrative Coordinator: John Krizek had no report but did ask Supervisors to indicate on a sign up sheet if they wished to have the large budget book or a condensed version. Correction to Ordinance #400 (96): Rezoning from Ag. to Ag. Residential for Wm. F and Lois A. Sommerfeldt, Town of Somerset. Motion to adopt corrected Ordinance by Supr. Dorsey, 2nd by Supr. Raymond. Dorsey explained this Ordinance was presented last month and was correct except Lot 2 should have read Lot 1. Motion carried. Ordinance #401 (96) : Rezoning from Ag. to Ag. Residential for Dale Railsback, II, Town of St. Joseph. Motion by Supr. Dorsey, 2nd by Supr. Menter to adopt. Carried. Ordinance #402 (96) and #403 (96): Rezoning from Ag. to Ag. Residential for Roland Belisle/Harold Rivard, Town of Somerset. Motion by Supr. Dorsey, 2nd by Supr. Raymond to adopt both Ordinances. Supr. Dorsey noted one parcel is 60 A. and the other is 80 A. Carried. Ordinance #404 (96): Rezoning from Ag. Residential to Commercial for John Mortel/M & M Storage, Town of Baldwin. Motion to adopt by Supr. Dorsey, 2nd by Supr. Menter. Supr. Dorsey indicated this 1 mini -storage unit will be built in the area zoned commercial in the Town of Baldwin. Carried. Ordinance #405 (96): Rezoning from Exclusive Ag. to Ag. Residential for Continental Development Corp./John Ruemmele and Thomas Ruemmele, Town of Troy. Motion by Supr. Dorsey, 2nd by Supr. Oemichen to adopt. Supr. Oemichen explained this is a large parcel of 211 A. but the soil types are not good for farming and the land is mostly trees. The Town Board has approved the rezoning for a planned residential subdivision. Motion carried. Resolution #14 (96): Authorizing Submittal of a State Grant Application to the WI Land Information Program. Motion to adopt by Supr. Dorsey, 2nd by Supr. Oemichen. Planning Director Dave Fodroczi explained grant money is available up to $100,000 to use for further implementation of the County Land Information Program. Chair Boche and Supr. Standafer had questions on the use of this grant money. Fodroczi explained specific proposals for use of the funds has to be outlined and submitted with the application. Carried. Oral Reports: Reports were given by Extension Resource Agent Jim Janke, Family Living Agent Mary Lestrud and Fair Board representative John Swingle. County Clerk Nelson shared an article from the Agri -View paper in which Jeff Kircher, dairy farmer from Hammond, stated he relies on advice from his County Extension Agent, Lee Milligan, and says he is "the best in the state." Legislative Report: Senator Alice Clausing reported the Metropolitan Airport issue is resolved for now with the decision not to relocate to the Hastings, MN, area and to expand the present facility. The Milwaukee Brewer Stadium issue is not resolved. Senator Petak, who changed his vote, was recalled in a recent election. This changes the majority in the WI Senate to Democratic. Clausing believes this recall was a wake up call to Legislators to tell them the voters hold them accountable. The new majority changes Legislative Committee membership. Clausing is Chair of the Ag., Transportation, Utilities and Financial Institutions Committee and Chair of the Senate Select Committee on Utility Regulation. She has authored legislation to stop utility retail wheeling. Campaign Finance reform continues to be one of her top priorities. Clausing is concerned about how much actual property tax relief the people of Wisconsin will receive. The Junker Landfill issue has involved many innocent people in a law suit. Legislation is needed to end legal battles and concentrate on clean-up. She surmised a settlement of $3000 - $5000 would be requested of all landfill users. Clausing and Representative Sheila Harsdorf made an on -site visit to the Mounds Pond Dam. Extensive repairs are needed. The WI Building Commission will make the decision but it appears it will cost too much to be repaired and will likely be removed. Committee Reports: 0 Finance: Vice Chair Bradley relayed Chair Brown's request that elected and appointed committee chairs attend the July 9 Finance meeting at 10:30 a.m. Discussion will focus on budget goals. Planning, Zoning and Parks: Supr. Giese referred to this committee's past minutes in regard to St. Croix County becoming a part of the Metro area. He cautioned on becoming inner webbed with our neighbor to the west and wants the Board to be aware of any development or any commitments made. Planning, Zoning and Parks Comm. Vice Chair Oemichen relayed this committee is very much concerned with the interest to the west. Committee is meeting with Pierce and Polk County Supervisors to determine their feelings on this issue and to express to them that St. Croix County wishes to do our own planning. Oemichen believes planning is best done at the local government level. Supr. Horne asked if the Planning Committee had considered hiring a County Building Inspector. Chair Dorsey said the committee is taking this under advisement. Dorsey said the Steering Committee is working on rewriting the Zoning Ordinance and would like Dave Fodroczi to give an update at the August meeting. Horne noted the Finance Committee requested Corporation Counsel Timmerman appeal to the State, the Town of Hudson's Board of Review decision not to lower the value of the Junker Landfill. He opposed the county spending too much money to fight this since the county only pays from $250 to $500 for the delinquent taxes. Supr. Dowd commented he feels the County Board knows little of what is going on. Farmland Preservation: None. Mileage and Per Diem: Motion by Supr. Bradley, 2nd by Supr. Bethke to approve a total of $6,705.51 for May, 1996. Carried. Correspondence: Thank you note read from Supr. Bethke for the flower arrangement sent from the Board. Clerk Nelson had mailed the thank you from former Supr. Bob Draxler to all Supervisors. Announcements: Clerk reminded Board members to return their budget books if they had not done so. Supr. Oemichen thanked the Clerk and her staff for the cake and ice cream served during the break. He may change his resignation from August 1 to August 20th. Motion to adjourn by Supr.
