Invocation was given by Pastor Kent Boyum, Christ Center Assembly of God Church, Hudson. Pledge of Allegiance was recited. Roll call: 29 present, 2 absent - Chuck Mehls (excused) and Nancy Bieraugel arrived at 7:20 p.m. Motion by Supr. Giese, 2nd by Supr. Mortensen to approve the April 15, 1997 minutes. Carried. Motion by Supr. Bradley, 2nd by Supr. O'Connell to adopt the agenda. Carried. Next meeting scheduled for June 17 at 7:00 p.m. Motion by Supr. Grant, 2nd by Supr. King to adopt the Proclamation May is Older Citizens Month. Carried. Oral Reports: Given by Register in Probate Erica Nelson and County Clerk Sue Nelson. Administrative Coordinator: John Krizek indicated bids on the Ag. Center Building are due on June 13th and will be presented at the June 17 County Board session. The proposed building is 841'x 1801. The section for Economic Development is removed. The meeting room has 1200 square feet. A full basement is not planned due to cost restraints and it is difficult to have fire exits when built below grade. It would cost $140,000 more for a full basement. The County's general fund will be used to pay for the Ag. building. Other considerations for general fund usage are possible public land purchase and replacement of computer cell controls in the jail. Estimated costs are $38,000 to hire an engineer and $225,000 for replacement of the controls. In reply to Supr. Mortensen's question, Krizek said there are provisions for an Emergency Operating Center in the new building. Krizek also commented County Governments could use the $230 million of the State's surplus monies. Shared revenues have not increased in several years. Chair Boche welcomed the media, guests and visitors. Town of Glenwood Resolution: County Clerk Nelson reported the Town of Glenwood filed a resolution adopting County Zoning on May 1, 1997. Ordinance 422 (97): Rezoning from Ag. Residential to Commercial for Gordon Perry and Badlands Golf Corp., Town of Warren. Motion by Vice Chair Dorsey to adopt, 2nd by Supr. Menter. Carried. Ordinance 423 (97): Rezoning from Ag. to Ag. Residential for Kenneth and Kara Prater, Town of Cylon. Motion by V. Chair Dorsey 11 to adopt, 2nd by Supr. Jacobson. Carried. Ordinance 424 (97): Rezoning from Ag. to Ag. Residential for Arnell and Linda Kunze, Town of Stanton. Motion by V. Chair Dorsey to adopt, 2nd by Supr. Menter. Carried. Hense explained this is the fourth phase of the Glover Station development featuring 2.5 to 3 A. lots with no cluster housing. Carried. Ordinance 428 (97): Rezoning from Ag. to Ag. Residential for Greg Plourde, Town of Somerset. Motion to adopt by V. Chair Dorsey, 2nd by Supr. Sinclear. Carried. Ordinance 429 (97): Rezoning from Ag. Residential to Ag. for Greg Plourde, Town of Somerset. Motion to adopt by V. Chair Dorsey, 2nd by Supr. Sinclear. Carried. Ordinance 430 (97): Rezoning from Ag. to Ag. Ordinance 431 (97): Rezoning from Ag. to Commercial for Farmers' Coop, Equity Coop, and the Week's Estate, Town of Cylon. Motion to adopt by V. Chair Dorsey, 2nd by Supr. Menter. Dorsey said this is a 51 acre parcel to be used as a combined elevator coop. Carried. Resolution 10 (97): Designating June is "Dairy Month" in St. Croix County. Motion to adopt by Supr. Jensen, 2nd by Supr. Berenschot. Resolution 11 (97): Supporting User Fee Increases for State Transportation Budget. Motion to adopt by Supr. Sinclear, 2nd by Supr. King. Highway Commissioner Dan Fedderly explained this resolution supports an increase in user fees such as $.03 gas tax increase and $10 increase in motor vehicle registration and returning counties to a 30o share of costs rather than the 26.2% paid currently. The intent is to preserve the roads we now have and make improvements and not expand the present road system. Discussion followed. Motion carried. Closed Session: Motion by Supr. Mortensen, 2nd by Supr. Bethke to convene into closed session per WI Statute 19.85 (1) (e) to 09 deliberate purchase of public property. Roll call vote: 30 yes, 0 no. Carried. Motion by Supr. Bethke, 2nd by Supr. Jacobson to reconvene into open session per WI Statute 19.85 (2). Carried. Action from Closed Session: John Krizek and County Planner Ellen Denzer presented the facts and figures on the purchase of public property. Resolution 12 (97): Authorizing Purchase of Land in Government Lot 3, Section 28, Town of St. Joseph (Perch Lake). Motion to adopt by Vice Chair Dorsey, 2nd by Supr. Krueger. Roll call vote: 27 yes, 3 no. Carried. Resolution 13 (97): Requesting Lake Protection Grant Funds. Resolution read by County Clerk. Motion to adopt by Supr. O'Connell, 2nd by Supr. King. Carried. Farmland Preservation: No applications received. Mileage and Per Diem: Motion by Supr. Bradley, 2nd by Supr. Mortensen to approve payment of $9,291.46 for April, 1997. Correspondence: Letter received from State Senator Alice Clausing regarding the resolution on the South Fork Hay River Priority Watershed. Announcements: Clerk announced the annual American Legion Youth Golf Tournament, June 18 at the Hammond Golf Course. Supr. Grant assists in coordinating this event and proceeds are used for several youth projects throughout the county. Supr. Bradley expressed his appreciation for cards, flowers and calls received during his past hospitalization. Motion to adjourned adjourn by Supr. O'Connell, at 9:25 p.m. 2nd by Supr. Giese.
