ST. CROIX COUNTY BOARD OF SUPERVISORS
Regular Session April 21, 1998
Meeting called to order by Chair Dorsey at 9:00 a.m. Invocation
was given by Pastor Garry Thompson, Faith Baptist Church, Baldwin.
Pledge of Allegiance was recited.
Oath of Office for Supervisors was conducted by Judge Lundell,
Judge Richards and Judge Needham.
Motion by Supr. Giese, 2nd by Supr. O'Connell to approve the March
17 minutes. Carried. Motion by Supr. Mortensen, 2nd by Supr. King
to adopt the agenda. Carried. Next meeting is May 19, 7:00 p.m.
Recognition to Hudson Girls, Basketball Team: Supr. Bieraugel
presented an achievement certificate to Coach Dave Johnson for the
team winning the State Basketball Tournament in Division I. Mr.
Johnson thanked the Board and said it was a pleasure working with
these fine young ladies.
Soil and Water Stewardship Week, April 26 - Mav 3: Proclamation
was read by Clerk Nelson.
Chair Dorsey welcomed the new Board members - Julie Speer, Jerry
Larson, Eugene Hanson and Brian Wert. Each introduced themselves
and gave some background information.
Elections: Chair Dorsey appointed Supr. Berenschot and Supr. Mehls
as tellers. Vice Chair Jacobson presided over the election of the
Chair. Supr. Mehls nominated Tom Dorsey. Motion to close
nominations by Supr. Hense, 2nd by Supr. King. Carried. Motion by
Supr. Boche, 2nd by Supr. Sinclear for the Clerk to cast a
unanimous ballot for Dorsey. Carried. Chair Dorsey thanked the
Supervisors for their support and said by working together we will
have a successful two years.
Election of Vice -Chair: Supr. Bethke nominated Art Jacobson.
Motion by Supr. Grant, 2nd by Supr. Bethke to close nominations and
the Clerk cast a unanimous ballot for Jacobson. Carried.

Elected to Resource and Education were: Jensen, Berenschot,
Raymond, Bethke and Hense.
Administrative Coordinator: John Krizek reported the house and 9
acres of the Onstott property on Perch Lake was sold for $273,600.
Applause by Board. He thanked Planning Director Dave Fodroczi and
staff and Corporation Counsel Greg Timmerman and staff for their
work on this project.
The punch list for the Ag. Center is short and parking will be
increased from 79 to 100 spaces. A preliminary report on the
incinerator indicates the burners are shot and there may not be
much value left. A final report will be ready the end of April.
Krizek referred to a tax study group report which stated WI state
taxes are 16a above the national average. Taxes are a very
important issue to both the County and its taxpayers. Our growth

rate is 14% to 17% per year which also increases demand for
services. We have decreased employees from 623 in 1993 to 620 in
1998 due to improving efficiency and productivity. He advised the
Supervisors, as policy makers, they need to give the managers tools
to make efficient decisions.
Lecrislative Report: Supr. Standafer reported on the
Sesquicentennial celebration planned for May 29th which is the day
of statehood for Wisconsin. Sandy Koneman, Woodville, whose
birthday is May 29th, will take part in cutting the "birthday
cake." St. Croix County which ranks 5th in eligibility for vehicle
license plate purchase placed 2nd in that grouping for purchase of
special Sesquicentennial license plates.
Chair Dorsey announced Supr. Standafer will represent St. Croix
County in Madison on May 29th for the roll call of counties.
Resolution #3 (98): Elected Officials Salaries. Motion to adopt
by Supr. Krueger, 2nd by Supr. Dowd. Supr. Standafer asked if
performance or merit evaluations had been done. Personnel Director
Deb Kathan explained salaries must be set before nomination papers
are taken out for the county elected officials. The Personnel
Committee has recommended a 3o increase. No annual evaluation is
done because evaluations are done by the voters.
Sheriff Burch advised the five current officials have 110 years
experience in County Government. He referred to the chart showing
we are below the average of 19 comparison counties. The 30
increase would still not bring the salaries up to the average. The
elected officials are proposing a $500 salary adjustment each of
the two years to bring them somewhat closer to average. Burch also
noted the Jail (due to rental of space) added $1,206,162 to the
General Fund in 1997.
Supr. Krueger commented former Supervisor Tim Filipiak wanted an
adjustment but it was voted down by the Personnel Committee. He
stated we are within 6 1/29,; of the 19 county average and believes
the 3o increase to be a very generous offer.
Motion by Supr. Sinclear, 2nd by Supr. Larson to amend the
resolution to add a salary adjustment of $500 in 1999 and 2000.
Roll call vote: 17 yes, 13 no. Amendment carried.
Supr. Olson said an evaluation on merit would be good but there are
no requirements for the position and we have to consider the
position and not the person. Roll call vote on the amended
resolution: 25 yes, 5 no. Main motion as amended carried.
ordinance #466 (98): Rezoning from Ag. to Ag/Residential for Louis
and Lorraine Germain, Town of Somerset. Motion by Supr. Sinclear,
2nd by Supr. Raymond to adopt. Carried. Supr. Krueger voted no.

Ordinance #467 (98): Rezoning from Ag. to Ag/Residential for
Walter Germain, Town of Somerset. Motion by Supr. Sinclear, 2nd by
Supr. Raymond to adopt. Carried. Supr. Krueger voted no.
Ordinance #468 (98): Rezoning from Ag/Residential to Commercial
for Doug and Lynn Wakefield, Town of Warren. Motion by Supr.
Raymond, 2nd by Supr. Jensen to adopt. Carried.
Resolution #4 (98): Proclaiming St. Croix County Victim's Rights
Week. Motion by Vice Chair Jacobson, 2nd by Supr. Mehls to adopt.
Carried.
Committee Reports: Planning, Zoning and Parks Vice Chair Raymond
announced a Zoning Workshop at WITC, New Richmond on April 25.
Health and Human Services Board member Mary Louise Olson said the
1997 Health and Human Services Annual Report had been placed in
Supervisors' mail boxes. She requested it be read before their
report is given at the May meeting.
Applications Filed for Zoning Ordinance Amendments: Clerk Nelson
reported applications received from the following: James Meyer,
Town of Emerald, Ag. to Industrial; Roy Koester, Town of Somerset,
Ag. to Ag/Residential; Michael and Linda Geraghty, Town of Star
Prairie, Ag. to Commercial; Cyrella Flandrick, Town of Somerset,
Ag. to Ag/Residential and Ebba Kral, Town of Pleasant Valley, Ag.
to Ag/Residential.
Farmland Preservation: None.
Mileage and Per Diem: Motion by Supr. Berenschot, 2nd by Supr.
Mortensen to approve total of $6,381.44 for March, 1998. Carried.
Correspondence: Clerk Nelson advised the Inter -County meeting is
scheduled for May 19 - more details later. Thank you notes were
read from Supr. Giese and Supr. Gunderson. Nelson thanked the
Supervisors for their support of the salary adjustment.
Announcements: Chair Dorsey announced the district WCA meeting to
be held at the Coachman in Baldwin on May 6th and the County
Officials' Workshop in Eau Claire on May 12th. Supervisors are
invited to attend these meetings.
Chair Dorsey and Vice Chair Jacobson will be working on committee
assignments on Monday, April 27th.
