ROLL CALL: Supervisors: Al Schrank, Buzz Marzolf, Sharon Norton - Bauman and Esther Wentz; Council members: Michelle Chevalier, Sue Nelson, Deb Brennan, Judy Belisle, Ramsey Lee, Vera Grant, and Lois Burri. Also present ADRC Manager Brad Beckman; HHS Director Fred Johnson; AODA Services Supervisor/HHS Program Analyst Steve Kirt Disability Benefit Specialist Marian Mottaz; Information & Assistance Specialist Cia Westpahl; Administrative Assistant Renea Aeschliman; Caregiver Support Coordinator Nancy Abrahamson and Community Services Coordinator Tracy Davis. ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by Council member Lee; seconded by Supervisor Marzolf; motion carried. DATE OF NEXT MEETING: Thursday, July 14 at the County Board Room, Government Center in Hudson. Introduction of New County Administrator — Patrick Thompson: County Administrator Patrick Thompson introduced himself to the Council members. Thompson stated he worked in Dunn and LaCrosse Counties in Wisconsin and more recently in Colorado and Cincinnati, Ohio. Thompson stated he is looking forward to working with the Council on Aging & Disabilities and the ADRC staff. 1. Monthly Financial Report: Council members received financial information for the ADRC and the Aging programs for May. Johnson mentioned the ADRC revenue has not changed since last month. One of the line items that may be added to the report in the future will be revenue that is projected to be received. When looking over the expenses Johnson pointed out they are in line. When reviewing the Aging programs, two revenue steams are at a low percentage — Faith in Action and Site Transportation. Davis pointed out that the 85.21Grant dollars has yet to be wired for Site Transportation. Johnson pointed out the Trust information should not have been reflected on the financial report and will be reported to the Council on a quarterly basis. 2. Consideration of Claims & Vouchers: Council member Nelson reviewed the vouchers. A motion to accept the vouchers as presented was made by Council member Nelson and seconded by Council member Grant; motion carried. Please see page 4 for a list of vouchers reviewed by Nelson. Supervisor Norton - Bauman will review next month's vouchers. 3. ADRC State Budget - update: Beckman informed the Council that no numbers have been seen from the State or Federal Governments regarding budgets. Hopefully numbers will be received in July, so planning can begin for the upcoming year. The Family Care cap will go into place July 1 St and it has yet to be determined how it will effect the 2011 budget as well as 2012. Beckman mentioned he understands there are likely to be cuts on the county levy and it is important to be attentive surrounding the MA match dollars. 4. NIATx: AODA Services Supervisor/HHS Program Analyst Steve Kirt and Disability Benefit Specialist Marian Mottaz presented information on NIATx to the Council. Kirt reviewed how the NIATx method was used in the Alcohol and Other Drug Abuse (AODA) Services. NIATx is a quick change process involving many small changes along the way until the AIM (goal) is achieved. Mottaz explained that she and Beckman attended training on the NIATx method in the fall of 2010. The ADRC NIATx workgroup consisting of the Council on Aging & Disabilities Page 1 08/02/11 Administrative Assistant, Clerk/Typist, Disability Benefit Specialist, an Information & Assistance Specialist, Student Intern, and Manager, chose to work on the suggested goal of improving Customer Service by decreasing client wait time. Kirt has assisted the ADRC NIATx workgroup in a variety of ways and is currently assisting them with a time study for the Administrative Assistant & Clerk/Typist positions regarding the amount of time taken away from consumers due to the other functions of their jobs. Once the study is complete, the next action plan will implemented. This action plan will hopefully result in completion the AIM (goal) of improving Customer Service by decreasing client wait time. The ADRC will continue using the NIATx method to determine a new AIM (goal). The AIM will be determined by the state evaluation and data. 5. Presentation by Ronda Brown - Anderson, Economic Support Supervisor: Brown - Anderson was not able to make it to the Council meeting. 6. Outreach Coordinator Rhonda Johnson - recognition: Beckman recognized Outreach Coordinator Rhonda Johnson for her years of service with the Department on Aging and ADRC. She will be retiring the end of June. Johnson stated how much she has enjoyed working at the ADRC and how vital the home - delivered meal program is to the seniors of St. Croix County. Beckman informed the Council the position has been posted. 7. 2010 & 2011 Strategic Plans: Council members received handouts and the information will be reviewed at next month's meeting. 8. Aging Updates: • Caregiver Program Caregiver Support Coordinator Abrahamson mentioned she will be attending a training on Stepping On and that Council member Vera Grant will be leading the Living Well With Chronic Conditions project. Grant has been in contact with Assisted Livings, the Senior Centers, churches, and home maker groups to inform them about the project and to arrange possible classes. The goal is to hold 4 classes throughout St. Croix & Pierce Counties before March 2012 when the grant ends. Council member Grant is also seeking additional lay leaders to run the classes that are 2.5 hours one day a week for 6 weeks. • Interfaith Volunteer Needs Handout The Council received the most recent volunteer needs list in their monthly packet. Abrahamson mentioned there has been a decrease due to recent matches over the last month. • DayAWay Adult Respite Program Update Abrahamson informed the Council the DayAway program on Mondays in Hudson is low, Tuesdays in New Richmond is high with six regular attendees, and Thursdays in Hudson has 5 regular attendees. There is room for additional participants at all the locations as well as volunteers to assist with the activities. • Caregiver Conference Abrahamson informed the Council the Caregiver Conference brochures are almost complete and will be presented to the Council members at next month's meeting. Senior Center/Nutrition Program • Nutrition Advisory Committee meeting - update Beckman informed the Council the Nutrition Advisory Committee (NAC) met in June at the Hudson Senior Center. Topics of discussion included recommendations for the upcoming menus in the nutrition program. • Nutrition Program Managers' meeting - update Beckman informed the Council the Nutrition Program Managers will meet in June to review changes in the state regulations related to the Nutrition Program. • Annual Countywide Senior Picnic — wrap -up Beckman informed the Council 170 individuals attended the picnic on June 10 The food for the event was donated and the Bamboard Bar & Grill prepared the hot dogs and hamburgers. Members of the Baldwin Senior Center card team were awarded the traveling trophy for winning the 2011 Countywide Card Tournament. Council on Aging & Disabilities Page 2 08/02/11 • Outstanding Senior Award presented at County Fair Davis announced nominations are still being accepted until Friday, July 1S The award ceremony will be on Friday, July 22n under the tent of Croix Court at the St. Croix County Fair in Glenwood City. Juice, water, and popcorn will be sold in the Senior Citizens Building with proceeds to benefit the Senior Nutrition Program. There will also be a silent auction, flour sack & older aprons on display, and exhibits from St. Croix County Seniors. Farmer's Market Voucher Program Davis informed the Council there are 150 vouchers available this year which will be distributed in June. Individuals have been calling the ADRC to get on the list for vouchers. • Equipment Replacement — stove Glenwood City Beckman informed the Council the stove in Glenwood City will be replaced on July 24 th . • Transportation Program Davis informed the Council members the new vehicle was purchased for the Woodville Senior Center. The vehicle being replaced is owned by Aging & Handicapped, Inc and it will be sold. Davis also informed the Council members one of the two vehicles being purchased with the 5310 grant will be in Glenwood City soon. Davis has received an offer on the 1997 being replaced. The Bridge for Youth with Disabilities offered $2,500. A motion was made to accept the offer of $2,500 from The Bridge for Youth with Disabilities by Supervisor Schrank; seconded by Council member Brennan; motion carried. • Transportation Requests Davis presented transportation requests for Baldwin to use two vehicles to St. Paul for a Saints game on July 22 Woodville to Grain Bin & Russian Orthodox Church in Barron & Polk Counties in the month of July; Woodville to Fanny Hill in Eau Claire on August 12 A motion to accept the transportation request was made by Supervisor Schrank, seconded by Supervisor Wentz; motion carried. 8. ADRC updates: ■ Information & Assistance Specialist — Update Information & Assistance Specialist Cia Westphal reported between May 18, 2011 & June 15, 2011, no referrals were made to Community Health Partnership — Partnership Plan; six referrals were made to Community Health Partnership — Family Care Plan; no individuals disenrolled from CHP. Twelve clients have been referred to IRIS with four enrolled and no disenrollments. There were three nursing home relocation referrals. There were 32 PAC referrals with 7 of them requesting information on the ADRC. The total number of assessments for the month was twenty -five. It is unknown at this time how the July 1S Family Care cap will affect the individuals on the waiting list and what services will need to be provided by the county. 9. Correspondence None 10.
