CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of August 9, 2004 The meeting was called to order by Chairman King at 9:00 A.M. Roll call was taken with King, Grant, Jacobson, Peterson and Rebholz in attendance. Others present for all or parts of the meeting include Tim Ramberg, Jane Bond, Kevin Brown, Rich Loney, Brian Halling and Gary Gust of Cedar Corporation. A motion was made and seconded (Grant /Rebholz) to adopt the agenda as published. The September meeting had been previously set for September 7, 2004 with King and Grant reviewing the vendors at 8:30 A.M. Motion carried Action on Previous Minutes: A motion was made and seconded (Peterson /Rebholz) to approve the minutes of the July 9, 2004 meeting. Motion carried. Approve Vouchers for Payment: King and Rebholz reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Rebholz) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond reviewed the July 15, 2004 fund balances, comparing them to the same time last year. Review Highway Safety Minutes: Bond reviewed the unofficial minutes of the July 22, 2004 Highway Department Safety Committee meeting. Seminar Attendance and Requests: Ramberg reviewed an upcoming seminar. A motion was made and seconded (Grant /Rebholz) to send up to five employees to the Winter Road Maintenance seminar in Eau Claire Wisconsin September 13, 2004 at a cost of $45.00 per person. The State will reimburse the Highway Department for a portion of the costs. Motion carried. Ramberg also reviewed the upcoming District 6 Commissioners and Committeemen's meeting on October 29, 2004 in Chippewa County and the Winter Highway Conference in January 2005. State Project Requests: Ramberg reviewed a project request from WisDOT for retaining wall repair on I -94 at the St. Croix River in Hudson. A motion was made and seconded (King /Peterson) to approve the WisDOT cost reimbursement contract (CRC) in the amount of four thousand eight hundred fifty dollars ($4,850.00) dollars. Motion carried. Announcements and Correspondence Ramberg reviewed the following announcements and correspondence with the Committee. • A request for a long truck route on STH 35/64. ST. Review and Discuss General County Management Systems Specialist Position: The Committee discussed their position on the newly created Management Systems Specialist. The full Committee agreed that the Highway Department has a proven purchasing procedure in tact therefore, does not need to utilize that position's services. Review and Consider Awarding Office Renovation Proposals: Gary Gust of Cedar Corporation reviewed the office renovation proposals received. A motion was made and seconded (Rebholz /Jacobson) to award the office renovation contract to Dell Construction of Eau Claire Wisconsin for one hundred twenty thousand eight hundred ($120,800.00) dollars. Motion carried Stillwater Bridge /Crossing Update: Ramberg gave a brief update on the current Stillwater Bridge /Crossing stakeholders meetings. 2005 Budget Discussion: Ramberg distributed and reviewed the second draft of the 2005 Highway Department Budget. Preliminary calculations provide for an increase of approximately 2.98% in direct tax appropriations not including County Aid Bridges, which is dependant upon the receipt of town petitions. Machinery Management Update: Ramberg reviewed the current status of filling the vacated position in the welding shop. Due to staffing issues, the setup of the maintenance trucks may be completed by an outside source. A scope of service will be drafted and sent to local truck centers for consideration. Loney distributed and reviewed the most current machinery management report. He also outlined the 2005 machinery acquisition time line. Review and Award Crushing and Stockpiling Proposals: Ramberg distributed and reviewed the proposals received for crushing and stock piling materials. A motion was made and seconded (Peterson /Jacobson) to award the contract to Kraemer Company, Inc. of Plain Wisconsin for one dollar and sixty -eight cents ($1.68) per ton. Motion carried. Review and Award Salt /Chloride Proposals: Loney reviewed the salt /chloride proposals received for the 2004 -2005 season. A motion was made and seconded (Peterson /Rebholz) to accept the proposal for salt from Morton Salt Co., LLC of Chicago IL for thirty dollars and seventy - five cents ($30.75) per ton picked up at the St Paul terminal and thirty -five dollars and ninety cents ($35.90) per ton delivered to our sites. Motion carried. A motion was made and seconded (Jacobson /Rebholz) to accept the proposal for calcium chloride from Scottwood Industries, Inc. of Overland Park, Kansas for seven dollars and seventy -four cents ($7.74) per fifty pound bag delivered by truckload in addition to Standard Tar Products of Milwaukee Wisconsin for nine dollars and twenty -five cents ($9.25) per fifty pound bag delivered by pallet load. Motion carried. r ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 August 9, 2004 A motion was made and seconded (Grant /King) to accept the proposal for liquid calcium chloride from Univar of St. Paul Minnesota for fifty -one. nine cents ($.519) per gallon delivered. Motion carried. Review and Discuss Signing Requests: Ramberg conveyed two signing requests. A motion was made and seconded (Rebhol z/ Peterson) to approve traffic control changes as discussed in the Town of Hudson at the intersection of Old Hwy 35 and Stage line Road. Motion carried. A request for a school bus stop ahead sign was referred to the school district for consideration. Review /Discuss County Board Reports: Ramberg and Halling gave a preview of their reports that will be presented to the County Board on August 17, 2004.
