MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of September 7, 2004
The meeting was called to order by Chairman King at 9:00 A.M.
Roll call was taken with King, Grant, Jacobson, Peterson and Rebholz in
attendance. Others present for all or parts of the meeting include Tim
Ramberg, Jane Bond, Kevin Brown, Rich Loney and Jeff Durkee. Also in
attendance from WisDOT were Tom Beekman, Mark Ploederer, Jeff Abboud,
and Jim Koenig.
A motion was made and seconded (Jacobson /Grant) to adopt the agenda as
published.
A motion was made and seconded (Jacobson /King) to set the October
meeting for October 7, 2004 at 9:00 A.M. with King and Jacobson
reviewing vendors at 8:30 A.M.
A motion was made and seconded (King /Rebholz) to accept an invitation
to present the Highway and Survey Department 2005 budgets to the
Finance Committee on Thursday September 9, 2004. Motion carried.
Action on Previous Minutes: A motion was made and seconded
(Rebholz /Peterson) to approve the minutes of the August 9, 2004 meeting.
Motion carried.
Approve Vouchers for Payment: King and Grant reviewed the vouchers at
8:30 A.M. A motion was made and seconded (King /Grant) to approve the
vouchers for payment. Motion carried.
Review Fund Balances: Bond reviewed the August 15, 2004 fund balances,
comparing them to the same time last year.
Review Highway Safety Minutes: Bond reviewed the unofficial minutes of
the August 25, 2004 Highway Department Safety Committee meeting.
WisDOT District 6 Planning Update: Tom Beekman, with the assistance of
his staff, gave the committee an update of the West Central Freeway
district, the District 6 six -year improvement plan, access control
projects and jurisdictional transfer plan for St. Croix County.
Deer Park Shop STH 46 Driveway Access Alternatives: Ramberg discussed a
possible land purchase for future relocation of the Deer Park Shop. The
driveway access needs were discussed. Beekman agreed to assess the
location and offer alternatives for access to the property.
Seminar Attendance and Requests: Ramberg reviewed the following seminar
attendance requests.
• A motion was made and seconded (Peterson /Rebholz) to send Jim
Krizan to continuing education classes at WITC for real estate

license renewal as it pertains to acquisition of right- of -wal, t,r
the Highway Department. Motion carried
• A motion was made and seconded (Peterson /Grant) to purchase a
seminar series on Managing Multiple Projects for a total cost of
one hundred ninety -nine dollars ($199.00). Motion carried.
State Project Requests: There were no State project requests this
month.
Announcements and Correspondence Ramberg reviewed the following
announcements and correspondence with the Committee.
• Ramberg's nomination for treasurer of District 6 Wisconsin County
Highway Association.
• Distributed a copy of Juneau County Wisconsin's resolution relating
to keeping the integrity of State highway funds for highway
purposes.
• Discussions with Personnel regarding various personnel needs.
• Acceptance of a jurisdictional transfer between the County and City
of New Richmond for a portion of CTH K east from the city limits to
140 Street.
• Update on the status of the Zillmer county aid bridge in Town of
Cady.
• Update on the status of the revoked driveway permits issued in Town
of Richmond.
Highway Employee Posting and Hiring Status: Ramberg reviewed the status
of two (2) highway maintenance positions that currently remain unfilled,
and the need to fill them as soon as possible. To expedite the process,
the Committee agreed to proceed with the application process as
discussed.
CTH "M" Pierce County /City of River Falls Jurisdictional Transfer
Status: Ramberg recapped the status of the CTH "M" jurisdictional
transfers between St. Croix County and Pierce County and the City of
River Falls. The Committee directed Ramberg to continue negotiations
with the two entities as discussed.
Review and Award CTH "D" Bridge Design Proposals: Ramberg distributed
and reviewed the proposals received for CTH "D" bridge design. A motion
was made and seconded (Peterson /King) to award the design contract to
Cedar Corporation of Menomonee Wisconsin for fifteen thousand six
hundred eighty -four dollars ($15,684.00). Motion carried.
Review CYH "U" Project Right -Of -Way: Ramberg reviewed the right -of -way
requirements for the CTH "U" project along with a sales study
determining and equitable price for land in that area. A motion was made
and seconded (Jacobson /Grant) to set the price of thirteen thousand
dollars ($13,000.00) per acre for right -of -way. Motion carried.

2005 Budget Discussion: Ramberg distributed and reviewed the third draft
of the 2005 Highway Department Budget. Preliminary calculations provide
for an increase of approximately 2.97% in direct tax appropriations not
including County Aid Bridges, which is dependant upon the receipt of
town petitions. The Highway and Survey budgets will be presented at
Finance Committee on September 9, 2004.
Machinery Management Update: Loney distributed and reviewed the most
current machinery management report. He also outlined the 2005 machinery
acquisition time line.
Adjournment: A motion was made and seconded (King /Peterson) to adjourn
at 1:11 P.M. Motion carried.
