CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of January 9, 2004 The meeting was called to order by Chairman King at 8:30 A.M. Roll call was taken with King, Grant, Jacobson, Dowd and Peterson in attendance. Others present for all or parts of the meeting include Tim Ramberg, Jane Bond, Rich Loney, and Kevin Brown. A motion was made and seconded (Grant /Jacobson) to adopt the agenda as published. A motion was made and seconded (Grant /Dowd) to set the February meeting for February 6, 2004 at 9:00 A.M. with King and Grant reviewing vendors at 8:30 A.M. Action on Previous Minutes: A motion was made and seconded (Dowd /Peterson) to approve the minutes of the December 9, 2003 meeting. Motion carried. Approve Vouchers for Payment: King and Dowd reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Dowd) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond handed out and reviewed the December 15, 2003 fund balances, comparing them to the previous year. Review Highway Safety Minutes: Bond reviewed the unofficial minutes of the December 18, 2003 Highway Department Safety Committee meeting. Seminar Attendance and Requests: A motion was made and seconded (Peterson /Jacobson) to send five (5) or six (6) employees to the Work Zone Flagger Safety seminar held in Eau Claire Wisconsin on January 20, 2004 at a cost of forty -five ($45.00)dollars per person. Motion carried. The cost for the State beat employees will be reimbursed by WisDOT. State Project Requests: There were no additional State Project Requests to present this month. Announcements and Correspondence Ramberg reviewed and discussed the following announcements and correspondence with the Committee: - The Transportation Committee is scheduling the commissioner's performance evaluation for the February 2004 meeting. - The tentative 2004 District 6 Commissioner's and Committeemen's calendar was reviewed. - The County Surveyor's job description has been submitted to the personnel department for review. - The request from Planning, Zoning and Parks Committee to have Halling present a report at every monthly meeting was revisited. The Transportation Committee confirmed its position that it is best utilization of the surveyor's resources to ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 January 9, 2004 report to the respective committees only on an as needed basis. - The Highway Department Union has not settled their 2003 contract as of yet. Negotiations are continuing between the Union and Personnel Committee. Machinery Management Update: Loney distributed and reviewed the 2004 Machinery Acquisition Priority List. The Transportation Committee agreed to move forward with the acquisition process as presented. Ramberg presented the Committee information and a sample of an acoustical panels that could be installed in the shop area to help with the noise issues in lieu of the painting portion of the contract. Further information will be presented at a later meeting. Stillwater Bridge/Crossing Update: Loney and Ramberg reported on the most recent discussions concerning the Stillwater Bridge /Crossing. Jurisdictional Transfer and Study Update: Ramberg reported that the Highway Department is working with WisDOT on updating the St. Croix County Jurisdictional Study. Future drafts will be presented to the Committee for review. Review WisDOT Routine Maintenance Agreement (RMA) and Discretionary Maintenance Agreement (DMA) 2004: Ramberg explained the change in the RMA and DMA structure. A motion was made and seconded (King /Grant) to approve and authorize Ramberg to sign the WisDOT RMA for year 2004 with a letter noting funding issues. Motion carried. Review and Award Truck Boxes and Hydraulic Proposals: Brown reviewed the truck box and hydraulic proposals. A motion was made and seconded (Jacobson /Grant) to purchase two (2) stainless steel Henderson Mark II boxes from Universal Truck and Equipment for a total cost of fourteen thousand two hundred seventy -four ($14,274.00) dollars. Motion carried. A motion was made and seconded (Peterson /Dowd) to purchase one (1) Frink spread and dump box from Aspen Equipment for a total cost of fourteen thousand four hundred ninety -four ($14,494.00) dollars. Motion carried. A motion was made and seconded (King /Jacobson) to purchase the hydraulics for three (3) maintenance trucks from Universal Truck Equipment for a total cost of thirty -three thousand six hundred eighty -two ($33,682.00) dollars. Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 January 9, 2004 Review and Award Truck Plow Proposals: Brown reviewed the proposals received for truck plows. A motion was made and seconded (Grant /King)to purchase two (2) Universal one -way reversible plows from Universal Truck Equipment for a total cost of ten thousand nine hundred ($10,900.00) dollars. Motion carried. Review and Award Truck Wing Proposals: Brown reviewed the proposals received for truck wings. A motion was made and seconded (Grant /Dowd) to purchase three (3) Universal AHW -PDF11 wings from Universal Truck Equipment for a total cost of nine thousand forty -five ($9,045.00) dollars. Motion carried. Review and Award Truck Spreader Proposals: To be .reviewed at a later date. Review and Award Truck Underbody Blade Proposals: To be reviewed at a later date. Discuss CTH " A " Drainage Issue Ramberg updated the Committee on a potential drainage issue on CTH "A" north of Dorwin Road.
