CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of February 6, 2004 The meeting was called to order by Chairman King at 8:30 A.M. Roll call was taken with King, Grant, Jacobson, Dowd and Peterson in attendance. Others present for all or parts of the meeting include Tim Ramberg, Jane Bond, Rich Loney, Kevin Brown and Jim Harer. A motion was made and seconded (Grant /Jacobson) to adopt the agenda as published. A motion was made and seconded (King /Grant) to set the March meeting for March 9, 2004 at 9:00 A.M. with Grant and Jacobson reviewing vendors at 8:30 A.M. Action on Previous Minutes: A motion was made and seconded (Dowd /Peterson) to approve the minutes of the January 9, 2004 meeting. Motion carried. Approve Vouchers for Payment: King and Grant reviewed the vouchers at 8:30 A.M. A motion was made and seconded (King /Grant) to approve the vouchers for payment. Motion carried. Review Fund Balances: Bond handed out and reviewed the December 31, 2003 pre closing fund balances, comparing them to the previous year. Review Highway Safety Minutes: Bond reviewed the unofficial minutes of the January 22, 2004 Highway Department Safety Committee meeting. Seminar Attendance and Requests: A motion was made and seconded (Dowd /Peterson) to send five (5) or six (6) employees to the Road Maintenance seminar held in Eau Claire Wisconsin on March 18, 2004 at a cost of forty -five ($45.00) dollars per person and to send two (2) to three (3) employees to the Highway Safety seminar in Eau Claire Wisconsin on February 19, 2004 at a cost of forty - five ($45.00) dollars per person. Motion carried. The cost for the State beat employees will be reimbursed by WisDOT. State Project Requests: There were no additional State Project Requests to present this month. Announcements and Correspondence Ramberg reviewed and discussed the following announcements and correspondence with the Committee: - The State is considering closing the tourist information center in Hudson. - Traffic issues on CTH "F" were discussed regarding a Troy Burne Golf sponsored pro golf tournament July 5 th through 11 2004. i I ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 February 6, 2004 - Presented the preliminary agenda for the 2004 Summer Highway Conference in Wisconsin Dells June 8 th through 10 2004. - Reviewed the 2003 Wisconsin highway fatalities. - Reviewed the County Surveyor job description. - Received the signed 2004 routine maintenance agreement (RMA) back from the State along with statistics on actual 2003 costs. - Jim Harer updated the Committee on current projects including the preliminary cost estimates for the most recent snowstorm. Review and Award Pickup Truck Quotes: Brown reviewed quotes for two (2) 4 ton pickup trucks. A motion was made and seconded (Dowd /Jacobson) to purchase two (2) 2004 Dodge 2500 % ton 4x4 pickup trucks from Bernard's in New Richmond for a total cost of forty -eight thousand nine hundred ninety ($48,990.00) dollars. Motion carried with King abstaining from the vote. Review and Award Utility Tractor Upgrade Options: Loney reviewed offers to upgrade three utility tractors and loaders. A motion was made and seconded (Jacobson /Dowd) to upgrade three (3) John Deere 6420 utility tractors with extended warranty from Polfus Implement of New Richmond for a total cost of fifty -two thousand two hundred ninety -five dollars and forty -three cents ($52,295.43) . The letter of acceptance is to update Polfus the proper contacts at the Highway Department regarding fixed asset purchases. Motion carried. Review and Award Loader and Grader Upgrade Options: Loney reviewed options to upgrade both a loader and grader. A motion was made and seconded (Peterson /Jacobson) to upgrade one Caterpillar 143H Motor Grader and one Caterpillar IT28G loader with integrated tool carrier for a total package price of one hundred fifteen thousand dollars ($115,000.00) from Fabco of Eau Claire Wisconsin. Motion carried. Review and Award Copier Upgrade Options: Loney reviewed options to upgrade the existing copier. A motion was made and seconded (Peterson /Dowd) to lease to buy one Canon IR3300 copier with forty -eight (48) monthly lease payments of one hundred ninety - seven dollars ($197.00) and a final buy -out payment of one dollar ($1.00). Motion carried. Machinery Management Update: Loney reviewed the 2004 machinery purchases and prioritized acquisition list as previously approved by the Transportation Committee. I i 4 ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 February 6, 2004 Stillwater Bridge /Crossing Update: Loney and Ramberg reported on the most recent discussions concerning the Stillwater Bridge /Crossing. Discuss CTH "A" Drainage Issue Ramberg updated the Committee on a drainage issue on CTH " A " north of Dorwin Road. The Transportation Committee concurred that Ramberg pursue obtaining a professional opinion to resolve the landowner concerns as presented. Jurisdictional Transfer and Study Update: Ramberg reviewed a preliminary agreement with WisDOT for jurisdictional transfers on the 35/64 project and the adjustments to be made before a final agreement is presented. Other Business: The Transportation Committee discussed Ramberg's employee performance review. Adjournment: A motion was made and seconded (Peterson/ Jacobson) to adjourn at 12 :34 P.M.
