,The meeting was called to order by Chairman King at 9:0o A.M.
;Roll call was taken with King, Grant, Jacobson, and Peterson in attendance. Others present for all or parts of the meeting
;include Tim Ramberg, Jane Bond, and Kevin Brown. Visitors included County Board Chairman, Buck Malick.
• motion was made and seconded (Grant/Jacobson) to adopt the agenda as published.
• motion was made and seconded (Grant/Peterson) to set the May meeting for May 6, 2004 at 9:00 A.M. with King and Grant reviewing
'vendors at 8:30 A.M.
Action on Previous Minutes: A motion was made and seconded (Peterson/Jacobson) to approve the minutes of the March 9, 2004
meeting. Motion carried.
Approve Vouchers for Payment: King and Peterson reviewed the vouchers at 8:30 A.M. A motion was made and seconded
(Peterson/King) to approve the vouchers for payment. Motion carried.
Review Fund Balances: Bond handed out and reviewed the January 15, 2004 fund balances, comparing them to the previous year.
lBond also reviewed proposed changes in several inventoried parts items. A motion was made and seconded (Jacobson/Grant) to approve
;the change in inventory procedures for bolts, black pipe and stock steel as reviewed previously with the auditor. Motion carried.
; Review HiQhw Safety Minutes: Bond reviewed the unofficial minutes of the March 24, 2004 Highway Department Safety Committee
:meeting.

1 Seminar Attendance and Requests: A motion was made and seconded (King/Grant) to send Ramberg to the annual Commissioner
Training in Waupaca Wisconsin on April 28, 2004. Motion carried.
Ramberg informed the Committee of the upcoming District 6 Commissioners and Committeemen's meeting to be held on May 21, 2004
in Prescott Wisconsin.
; State Protect Requests: Ramberg reviewed two project requests from WisDOT. A motion was made and seconded
;(Peterson /King) to approve the WisDOT Agreed Unit Price (AUP) contract for paving project on CTH "MM "" in the amount
!of three hundred forty thousand nine hundred seventy -eight dollars and thirty-tree cents ($34097 and a contract with
I WisDOT for traffic control on I -94 for a total of two thousand ($2,000.00) dollars. Motion carried.
( Announcements and Correspondence Ramberg reviewed and discussed the following announcements and correspondence with the
Committee:
The Union employees voted to ratify the contract with a 38 to 6 vote.
- The 4x10 work schedule will begin Monday April 11, 2004
- Shared a complement and thank you with the Committee from an employee on the installation of the acoustical
panels in the shop area.

- Current County road construction projects are now on the St. Croix County web site.
Correspondence from WisDOT concerning the status of wayside closures in St. Croix County.

- Options WisDOT is considering to reduce budget deficits.
Machinery Management Update: Ramberg distributed and reviewed the most current machinery management report. In
reviewing the current need and operation of all equipment, Ramberg requested that several pieces of equipment be sold
through our broker. The Committee concurred on the sale of the equipment discussed. Ramberg also discussed a conceptual
,procedure change in the use of various equipment in our construction process.
( County Surveyor Bylaws Change: A motion was made and seconded (King /Peterson) to move forward with updating the
bylaws to mirror the joint resolution previously passed regarding the County Surveyor position.
Review and Award Centerline and Edgeline Proposals: Ramberg reviewed the proposals received for centerline and edgeline striping. A
(motion was made and seconded (Peterson/King) to award the 2004 centerline striping to Traffic Marking Service, Inc. of Buffalo
;Minnesota for $.025 per lineal foot for edge line and $.0250 per lineal foot for centerline on the county trunk highway system and $.035
per lineal foot for edge line and $.033 per lineal foot for centerline on the State Highway System. Motion carried.
Review Culvert and Guardrail Proposals: Ramberg reviewed the culvert proposals received. A motion was made and seconded
(Jacobson/Grant) to approve purchasing of culverts and various attachments from both Contech Construction, Appleton Wisconsin and
Johnston Fargo Culvert, New Brighton Minnesota on an "as needed" basis, depending upon price, availability and delivery schedules.
Motion carried.
Due to the uncertainty of steel prices and availability, no proposals were received for guardrail supplies. Purchases of guardrail supplies
will be on an as needed basis.
Review and Award Quotation for Ditch Bank Mowers: Brown reviewed quotations received for ditch bank mowers. A motion was made
;and seconded (Peterson/King) to purchase one (1) 2004 Rhino DB -150 mower from Greene Implement of Osceola Wisconsin for a total
icost of six thousand three hundred thirty-two ($6,332.00)dollars. Motion carried.
Review Grader and Loader Offers to Trade: Ramberg reviewed an offer to upgrade an existing John Deere Loader and Grader. A motion
was made and seconded (Peterson/Grant) to upgrade our existing 1996 John Deere loader to a 2004 John Deere Loader with upgraded
l options from Nortrax of Eau Claire, Wisconsin for a total cost of fifty -one thousand four hundred thirty-five ($51,435.00) dollars. Motion
carried.
Review and Award CTH "I" Flume Area Construction Area: Ramberg reviewed the bids received for the reconstruction project on CTH
!" P' Flume area. A motion was made and seconded (Jacobson/King) to award the project to Belisle Excavating, Inc. of Somerset
,Wisconsin for a total of four hundred eighty-two thousand nine hundred sixteen ($482,916.00) dollars. Motion carried.
' Review and Award Milling and Crushing Proposals: Ramberg reviewed the milling and crushing proposals received. A motion was
made and seconded (Peterson/Grant) to award the milling and crushing proposals to The Kraemer Company, Plain Wisconsin for three
thousand seven hundred ninety-eight dollars ($3,798.00) per mile milling, two thousand three hundred dollars ($2,300.00) per mile
reclaimed, $.09 per square foot for urban mill and crush and $.09 per square foot for six (6) foot wide milling. Motion carried.

Review and Award Hotmix Material Proposals: Ramberg reviewed the hotmix proposals received. A motion was made and seconded
,(Jacobson/Peterson) to award the 2004 hotmix proposal to Monarch Paving of Turtle Lake, Wisconsin for $23.80 per ton coldmix picked
1 u and $20.25 per ton for hotmix type E -1 picked up. Motion carried.
Review and Award Road Oil Proposals: Ramberg reviewed the proposals received for road oil. A motion was made and seconded
(King /Grant) to award the 2004 road oil proposal to Marathon/Ashland Company of St. Paul Park, MN for CRS- 2/HFRS -2 sealcoat oil
applied at $.81 p er gallon, CRS- 2/HFRS -2 polymer oil at $1.125 per gallon and CRS -2 and HFRS -2 Sealcoat oil picked up at $.80 per
gallon; and the 2004 hotmix oil PG58 -28 to Koch Materials Company of Steven's Point Wisconsin for $177.21 per ton and SC coldmix
Oil for $1.03 per gallon. Motion carried.
