Date of next meeting was set for March 4, 2003. Jensen moved that the agenda be adopted as presented. Bum seconded the motion. Motion carried. Burri moved that the previous meeting's minutes be approved. Jensen seconded the motion. Motion carried. Jensen moved that the vouchers be approved. Burri seconded the motion. Motion carried. Administrative Report Shawn Bernick declined to accept the 40% horticulture position. Jonathon Behling has accepted the 40% horticulture position with a starting date of February 17. Federal Budget Report Reaman reported that there is currently discussion at the Federal level regarding penalty mail for the 2004 budget. UW- Extension utilizes two funding sources for postage. The postage budget in the County budget is used primarily for bulk mailings such as newsletters, the bulk mailing permit, on any mailings over 200 pieces. Penalty mail provided by USDA, covers the cost of most First Class mailings. Last year St. Croix County was allotted $3,800 for Penalty mail. WACEC Report Hotel reservations have been made at the Concourse hotel in Madison for committee members attending the state convention. Reservations are currently being made with legislators for the legislative visits, which will take place during the afternoon of April 1. There will be a videotape to show at the next committee meeting regarding the visits. State Budget Report To meet the 2003 operation reduction, each state agency has been asked to "give back" a percentage of their budget. The financial impact on the University System is over $6.5 million. Cooperative Extension's share of that is $120,000. For 2003, that "return" will be made up from one time savings through the Dean's Office. Current discussion includes leaving vacancies open for longer periods of time and tighter restrictions on out of state travel. Planning Department Report Recycling Specialist Position: Fodroczi reported that applications for the Recycling Specialist position were due February 14''. He asked if any Committee members would like to participate in the interview process. Bethke and Burri indicated they would participate on the interview panel. Fodroczi said he would coordinate with their schedules. Clean Sweep Contract: Fodroczi reported that we received the proposed 2003 Clean Sweep contract from Northwest Regional Planning. The contract is the same as 2002 with a 2¢ per pound increase for anti -freeze disposal and 4% increase for labor. Fodroczi recommended approval. Motion by Jensen, seconded by Bethke to approve the 2003 Clean Sweep contract with Northwest Regional Planning. Motion carried. 2003 Calendar of Events: Fodroczi presented a 2003 Calendar of Events for all Recycling Program activities. He reviewed the events and timeframe. He said the calendar had been added to the Planning Department website. Mercury Ban Legislation: Fodroczi distributed a copy of 2003 Senate Bill 10, cosponsored by Representative Joe Plouff. The bill would ban the sale of mercury thermometers in Wisconsin with exceptions for food processing, food research or calibration of other thermometers. Motion by Jensen, seconded by Burri to support Senate Bill 10. Motion carried. Fodroczi indicated he would put the Committee's support in resolution form for consideration by the County Board in March. DNR Efficiency Grants Update: Fodroczi said the administrative rules for these grants were still under negotiation between DNR and the Assembly Natural Resources Committee.
