BACKGROUND INFORMATION
Introductory Period Policy Proposed Changes
Remove Department Heads from being exempted from Introductory Periods.
Remove language regarding “regular” employment status.
Restated the need to complete an initial introductory period to be eligible for
PTO pay-out upon separation from employment.

RESOLUTION AMENDING PERSONNEL POLICIES - INTRODUCTORY
PERIOD
WHEREAS, on September 2, 2014, St. Croix County adopted the current version of the 1
St. Croix County Personnel Policies and Procedures Handbook; and 2

WHEREAS, the handbook was further amended between 2015 to 2023; and 4

WHEREAS, the Staff Advisory Committee and Department Heads have been provided 6
copies of the updated policies for review; and 7

WHEREAS, on July 18, 2023, the Administration Committee reviewed the amendments 9
and recommend approval to the St. Croix County Board of Supervisors. 10

NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of 12
Supervisors that the St. Croix County Personnel Policies and Procedures Handbook is hereby 13
amended as follows: 14

Introductory Period Policy – Human Resources Policies and Procedures 1
Introductory Period Policy
Updated: October 2020
Upon starting a new position, all non-represented employees, except Department Heads, shall serve an
introductory period.
Purpose
To provide guidance to supervisors and any employee serving an introductory period.
Definitions
Initial Introductory Period: Employees hired externally into a County position shall serve an initial
introductory period of twelve (12) months.
Internal Introductory Period: Current employees that move from one position to another shall serve a
six (6) month internal introductory period.
Initial Introductory Period Guidelines
Employees may be discharged during the initial introductory period on a non-arbitrary basis without
recourse to the County's Grievance Procedure nor the Complaint Procedure; provided, however, an
introductory employee may file a complaint regarding the application of HR policies.
It is the responsibility of the immediate supervisor to monitor the performance of each new employee
during the initial introductory period.
Supervisors shall have quarterly check-ins with employees during the initial introductory period in
accordance with the County’s onboarding process and procedures.
Prior to completing the initial introductory period, the new employee shall be evaluated by their
immediate supervisor using the County’s approved evaluation process.
Successful completion of the introductory period grants "regular" status to the employee.
Employees serving an introductory period are entitled to paid holidays provided they meet the eligibility
requirements for holiday pay.
If the initial introductory period is not completed the employee does not qualify to receive pay-out for
any accumulated paid time off (PTO).

Introductory periods normally will not be extended, unless under extenuating circumstances, with
approval by the Department Head and the Human Resources Department. The employee must be
notified of this extension prior to the end of the employee’s initial introductory period.
Internal Introductory Period Guidelines
