BACKGROUND INFORMATION
Health Care Campus Call-In Pay
The Health Care Campus is looking to achieve a higher ratio of part-time and full-time
employees versus on-call employees.
Employees with assigned FTE help reduce the need for call-in shifts and ensure shifts can be
scheduled and filled in advance for appropriate client care. Employees that are working on a
consistent basis also tend to build relationships and rapport with the clients, which leads to
better client care.
The current Call-In Pay incentive is $5.00/hr for any shift that is picked up 72 hours before the
start of the shift and $2.50/hr if picked up after 72 hours. While this program has worked to
incentivize employees to pick up shifts, it has also had an unintended side effect. The incentive
pay, as currently paid, is incentivizing employees to reduce their FTE so that they have fewer
“scheduled” hours and more time to pick up call-in shifts (which pay the additional $5.00/hr).
Based on our current staffing levels, there is still a need to incentivize employees to pick up
shifts. However, we would like to adjust how the Call-In pay is paid in order to not only
incentivize employees to pick-up shifts, but to also entice them to increase their FTE. We would
like to change the Call-In Pay Incentive to pay based on an employee’s FTE:

WHEREAS, on November 1, 2022, the St. Croix County Board of Supervisors adopted 1
the 2023 budget; and 2

WHEREAS, page 24 of the budget outlines authorized special pay categories; and 4

WHEREAS, the County Board via resolution or adoption of the annual budget 6
establishes compensation policies for employees; and 7

WHEREAS, the Health Care Campus Discretionary Pay Policy was reviewed and 9
recommended for changes to enhance call-in shift pickups; and 10

WHEREAS, the Administration Committee reviewed the recommendation on April 18, 12
2023 and recommended change to the discretionary pay policy. 13

NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of 15
Supervisors that the St. Croix County Board of Supervisors approves the updated St. Croix 16
County Health Care Campus Discretionary Pay Policy as attached.17

Pay Policy
Updated:May 2023
The St. Croix County Health Care Campus Discretionary Pay Policy outlines how additional forms of payment are
distributed to employees. This policy applies to all non-exempt Health Care Campus employees and
Housekeepers assigned to the Health Care Campus unless otherwise noted.
Pick Up Pay
An additional hourly incentive will be paid to employees who pick up an available non-scheduled shift. Pay will
be based on the chart below:

0.5-1.0 $5.00
Pick up shifts are not guaranteed. All overtime must be approved by the employee’s immediate supervisor.
Emergency pick up pay will be at Administration’s discretion, not to exceed $10.00 per hour.
Shift Differential
Shift differential compensation will be paid to employees for hours worked during B, C or weekend shifts for all
Health Care Campus locations.

Referral Bonus
Current employees of the St. Croix County Health Care Campus are eligible to receive a bonus when referring
individuals to work at the Health Care Campus in the following positions: Certified Nursing Assistant, Certified
Nursing Assistant – Dementia, Personal Care Assistant, Licensed Practical Nurse, and Registered Nurse.
If the referred individual is hired, the referring employee will receive the following bonuses:
$100 after the referred individual has completed 2 months of employment
$200 after the referred individual has completed 6 months of employment
$200 after the referred individual has completed 12 months of employment
Referral bonuses are for new hires only. Referral bonuses will not be paid for current employee position/FTE
changes, or for the rehire of previous St. Croix County Health Care Campus employees.
Referral bonus requests must be made by the referred individual at the time their job application is submitted.
The first and last name of the referring employee will be entered on the job application prescreening question
asking How did you hear about this job? Employees will not be eligible to receive a referral bonus if notification
is made after the application has been submitted or if their name is not listed on the application.
A referral bonus will only be paid to one employee per referred individual. If multiple individuals are listed, the
referred individual must determine who is eligible to receive the bonus.
The referred candidate must be hired at a FTE of 0.2 or higher. If the individual drops below a 0.2 FTE within the
first 12 months of employment, the referring employee will no longer be eligible to receive any remaining
referral bonus payments for that individual.
The employee who refers the individual must be an active employee at the time the referral bonus is paid out.
New Staff Bonus
All newly hired, non-exempt clinical Health Care Campus employees will receive a $500 bonus after 6 months of
employment and an additional $250 bonus after 12 months of employment. The employee must be an active
employee at a FTE of 0.2 or higher at the time the new staff bonuses are paid out.
