BACKGROUND INFORMATION
At the Committee of the Whole, Supervisor Sherley requested to fund public safety positions
within the Sheriff's Office with fund balance monies. This resolution amends the 2023 budget to
immediately fund four Sheriff's Patrol Deputies. The 2023 fiscal impact is $484,518 for six
months, which includes initial outfitting costs. 2024 fiscal impact would be $529,036 for just
wages and benefits. Total fund balance used over the next year and a half would be just over
one million dollars at $1,013,554.

WHEREAS, St. Croix County is one of the fastest growing counties in the State of 1
Wisconsin, with an expanding population requiring additional services; and 2

WHEREAS, the Public Safety Referendum requesting additional public safety positions 4
was not approved by voters on April 4, 2023, but the need has not gone away; and 5

WHEREAS, the St. Croix County Board prioritizes public safety and is desirous about 7
implementing some of the public safety positions (specifically four patrol deputies) utilizing fund 8
balance monies for the positions until the voters have another chance to consider funding the 9
positions in 2025; and 10

WHEREAS, the St. Croix County Board will fund additional public safety positions with 12
available resources in the 2024 budget. 13

NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of 15
Supervisors hereby amend the 2023 budget to use fund balance to fund four patrol deputies, one 16
investigator and one CHIPS attorney for six months covering the remainder of 2023: 17

BE IF FURTHER RESOLVED that the County Administrator shall include the four 33
patrol deputies in the 2024 budget with fund balance covering the cost of the positions. 34
