HomeMy WebLinkAboutResolution 2023 (04) Resolution No. 4 (2023) RESOLUTION AMENDING SPECIAL COMPENSATION CATEGORIES COVER MEMO TO: County Board of Supervisors FROM: Ken Witt, County Administrator DATE: February 7, 2023 AGENDA ITEM: Resolution Amending Special Compensation Categories ______________________________________________________________________________ BACKGROUND INFORMATION HHS Interpreter/Translator Stipend Pay The County added stipend pay of $7.00/hour for HHS employees that perform Interpreter/Translator duties in addition to their regular duties back in 2015. Since that time, the stipend pay has not increased. HHS is requesting an increase in stipend pay from $7.00/hour to $8.00/hour. The County has been averaging 300 hours per year for internal Interpreter services being paid through the stipend. This has provided significant cost savings over using a 3rd party vendor which typically invoices services between $40-$65/hour. If approved, this $1.00 per hour increase in stipend pay would have an approximate $300 impact to the annual budget. Addition of Abstractor Stipend Pay This is a request to add Abstractor Stipend Pay in the amount of $1.50/hour. County abstractors locate, analyze, and evaluate title records for lands, homes and other property. They perform research to make sure the property has no restrictions on its use or sale, such as delinquent taxes. After analyzing the title records, they prepare an abstract, which is a written document that describes the ownership history of the property, including any transfers or liens. The First Deputy in the Register of Deeds has experience in this role and is able to perform these duties outside of her normal job duties and the County would like to be able to compensate her accordingly by adding a $1.50/hour stipend pay for hours spent performing abstractor duties. The Register of Deeds anticipates the First Deputy will spend approximately 230 hours per year performing abstractor duties, for an estimated budget cost of $345/year.
