SUBMITTED BY: Kim Reaman DATE: January 2, 2003 COPIES TO: County Board Office County Clerk News Media/Notice Board Committee Members 2 AG & EXTENSION/RESOURCE & EDUCATION/PLANNING COMMITTEE January 7, 2003 Ag Service & Education Center, Baldwin Present: Leon Berenschot, Ronald Raymond, Art Jensen, Chris Bethke, Lois Burn, Dave Fodroczi, Lee Milligan, Jim Janke, Kimberly Reaman, and Mary Lestrud. The meeting was called to order by Chairman Chris Bethke. Date of next meeting was set for February 4, 2003 Jensen moved that the agenda be adopted as presented. Burri seconded the motion. Motion carried. Jensen moved that the previous meeting's minutes be approved. Burri seconded the motion. Motion carried. Jensen moved that the vouchers be approved. Berenschot seconded the motion. Motion carried. Administrative Report County Budget— Reaman reported on the status of the 2002 budget. Personnel - The horticulture agent position interviews will be January 23, 9:00 am at the Agricultural Service and Education Center in Baldwin. Five candidates were interviewed by Mike Perkl, Western District Director; Tom Parslow, UW- Extension agriculture program leader; and Milligan. Two candidates were selected to by interviewed by the Committee. Performance review of the agents will be held February 4 1h by the Committee and Mike Perkl, Western District Director. WACEC Report— Berenschot, Burri and Lestrud will attend the State WACEC Convention in Madison. Bethke may also attend. Planning Department Report Fodroczi reported that Mary Barney had recently announced her retirement and submitted her resignation effective January 31 He complimented Barney for her exemplary work and commitment to the Recycling Program. The Committee congratulated Barney on her retirement and thanked her for her dedicated service. 2003 Collection Contracts: Barney reported that the electronics and appliance collection contracts are near completion with dates and prices established. User fees for electronics and appliance recycling are the same as last year. Tire and Clean Sweep hazardous waste contracts are presently in the negotiation process. Barney said she anticipates all spring collection contracts will be finalized by February 1St MRA Mercury Grant: Midwest Recycling Association has announced that it is willing to share with - St. Croix, Pierce and Polk counties a mercury grant it received from the EPA. This funding will allow St. Croix County to offer mercury collections free to schools, households and medical facilities, and at reduced rates to dental clinics, farms and businesses. The grant will also help fund advertising and brochures. The county will continue to offer its mercury thermometer exchange program. DNR Efficiency Grants Update: Barney said the proposed DNR efficiency incentive grants are bogged down in committee and may not be passed by the Legislature in time for responsible unit funding in 2003. If this is the case, the $190,000 segregated funds would most likely be available in 2004 and included with the regular DNR grant awards, according to a DNR grants spokesperson. DNR Waste Composition Study: Barney reported that she attended a DNR landfill composition study in September at Seven Mile Creek Landfill (owned by Superior Services), near Eau Claire. The study was part of a $150,000 statewide effort that included 14 landfills handling about 78% of the state's waste. A PowerPoint presentation explained the study's purpose, which is to build on the success of current recycling efforts in Wisconsin and to help prioritize future recycling initiatives. Study results will also complement other data, such as recycling records from RU's and opinion surveys. Composition results of municipal solid waste will be available next summer. 4 -H Youth Development Agent's Report Plat Book Progress —The 2003 St. Croix County Plat and Directory Books are in. The cost is $25 per book and almost all of the proceeds go directly to support the cost of educational programs for members and leaders. Three new features appear in the book. Each township map has two pages with this book The left hand page is the plat map which identifies land ownership as it always has. The right hand page is the new directory map which identifies residences and who lives in those residences. There is an alphabetical directory in the back of the book which includes the name of rural land owners as in the past, but it also includes their address and phone number along with the township /section they own land in. Finally, a rural numerical phone listing has been included to help individuals identify a telephone number when a name is not included. Preliminary 4-H Enrollment — Reaman reported that currently 645 members have enrolled in the 4 -H program. That's down about 50 members from last year however enrollments are open until the end of January and Reaman expects the number to increase yet. There are 172 adults enrolled as leaders so far. Many adults have returned their enrollment forms but have neglected to return their volunteer behavior form which is required before they can be officially enrolled as a 4-H leader.
