Present: Ronald Raymond, Art Jensen, Chris Bethke, Lois Burn, Lee Milligan, Jim Janke,
Jennifer Havens, and Mary Lestrud
Absent: Leon Berenschot, Dave Fodroczi, Kimberly Reaman, and Jon Behling
The meeting was called to order by Chairman Chris Bethke at 12:30 p.m.
Date of next meeting was set for Tuesday, January 6, 2004 at 12:30 p.m.
Lois Burn moved that the agenda be adopted as presented. Art Jensen seconded the motion.
Motion carried.
Art Jensen moved that the previous meeting's minutes be approved. Ronald Raymond seconded
the motion. Motion carried.
Ronald Raymond moved that the vouchers be approved. Lois Burri seconded the motion.
Motion carried.
ADMINISTRATIVE REPORT
Federal Budget Update —No report.
State Budget Update— No report.

WACEC Update —No report.
PLANNING DEPARTMENT'S REPORT
Havens presented a list of bills in the amount of $118.61. The motion was made by Raymond,
seconded by Jensen to approve the list of bills as presented. Motion carried.
Recycling Program Report: Havens updated the committee on the progress of the cell phone
collection program. To date, over 200 phones have been collected. St Croix County has received
$146.00 from Charitable Recycling so far and expects another shipment and payment after the
first of the year. Committee members asked staff to provide posters to members as needed for
advertising of the program in local town halls and libraries. Staff agreed and will make posters
available.
Havens also reported that planning for "Magic of Recycling" show is moving forward with
Dunn, Eau Claire, Pepin and Pierce Counties. Fifty -two shows have been booked so far in the
region. Havens presented an addendum to the original Recycling Cooperative Agreement that
extends the program opportunities, duties and responsibilities to Pierce County, WI. The motion
was made by Raymond, seconded by Burn to approve the addendum. Motion carried.

Newsletter Printing Proposals: Havens presented ten proposals received for the production and
printing of the St Croix County Your Wasteline recycling newsletter for 2004 and 2005. Havens
discussed each proposal and recommended that the committee select either River Valley Printing
or Resco Print Graphics based on meeting the proposal specifications, design capabilities,
service, proximity and cost requirements. A motion was made by Raymond that the committee
would accept either River Valley Printing or Resco Print Graphics and would leave the option to
staff as long as the selection criteria met the requirements for county bidding requirements. The
motion was seconded by Burri. Motion carried.
Staff discussed the proposals and county bidding requirements and has chosen Resco Print
Graphics.
2004 Collection Events: Havens discussed the 2004 collection events and recommended
extending contracts with the following vendors for their services: Northwest Regional Planning
Commission (Clean Sweep events), Kleenair (Electronics), and Greenman Technologies (Tires).
The cost for electronics will be the same or slightly less in 2004 based on current negotiations
about a regional electronics recycling contract that would include St Croix County. Greenman
Technologies will charge $155 /ton for tires, which is the same as 2003 rates, but will be
increasing their grapple fee from $250 to $300. A motion was made by Burn to extend contracts
with these vendors, seconded by Jensen. Motion carried.
Staff is in the process of creating a Request for Proposals for appliance collections in 2004. The
RFP will go out in mid - December and proposals will be discussed at the January committee
meeting.
Parks - Recycling Committee Transfer Update: Havens reported that the Administration
committee was meeting today (December 2' ) and they will further discuss the transfer. Staff will
update the committee when more information is available.
RESOURCE AGENT'S REPORT
Janke distributed a copy of the recently completed New Richmond Business Market Analysis.
The next step is for the local committee to devise an action plan to start implementation of the
recommendations in the analysis.
The latest comprehensive planning workshop was held on November 19. The content focused on
the housing element and intergovernmental cooperation element. The next workshop will be
held in the late winter and will focus on implementation of comprehensive plans.
The Town of Baldwin's comprehensive plan open house was held on November 13.
The Small Business Development Center is initiated the search for a new director at UW -River
Falls. One of the campus faculty has volunteered to provide management counseling with Janke
on December 19. Janke also counseled two prospective businesses during November.

Over 70 households participated in the Drinking Water Program in Star Prairie and Stanton. The
education program will be presented on December 10. Preliminary results show only two
samples with high nitrate levels. Metals and triazine test results are not yet available.
AGRICULTURE AGENT'S REPORT
Milligan participated in the Ag Lenders Conference Planning Committee. The program is set for
January 14, 2004.
Milligan is developing a Farm Financial Analysis curriculum. The curriculum will be piloted
December 4.
Milligan met with the Fair Building Task Force regarding the 4 -H dairy barn design.
The District Ag Agent meeting was attended by Milligan.
Milligan met with Barb Nelson regarding cooperative educational efforts. Plans were developed.
Farm visits included grazing, feeding corn stalks to dairy and beef cattle, corn silage, raising
dairy youngstock, dairy rations, dairy facilities, developing a dairy business plan, and farmland
rent.
Milligan is on the Farm Technology Days Educational Planning Committee. It will be held in
Chippewa County in 2004 and Clark County in 2005.
Future educational efforts include Farm Business Analysis, AAIMS Workshop, and Commercial
Horticulture Business Workshop.
Milligan will attend the State Ag Agent Annual Conference in December.
The Fertilizer Dealer meeting is in Eau Claire in December.
FAMILY LIVING AGENT'S REPORT
Mary reported on the successful Children's Holiday Shopping Spree held as a fundraiser for the
Family Resource Center in November. The center raised $2700 and the community support from
HCE clubs, 4H clubs, and others was tremendous. Mary served on the committee and helped to
coordinate the donation of items as well as design some of the newspaper pre and post publicity.
Mary is working with the 500 Hands for Children campaign too, once again, involve a large
segment of the community with financial support of the Family Resource Center.
Mary and Martha Mabis attended the statewide Family Living Conference. Mary shared
information from some of the educational sessions that she attended and helped to teach.
As Advisor to HCE, Mary helped that group plan a program for 2004, which includes leader
training meetings, special interest meetings, special events such as Reading Festival and Expo.
Their new program book was written and printed at the Extension Office.
