The meeting was called to order by Chairman Bethke. Date of next meeting was set for 12- 02 -03. Jensen moved that the agenda be adopted as presented. Berenschot seconded the motion. Motion carried. Berenschot moved that the previous meeting's minutes be approved. Raymond seconded the motion. Motion carried. Raymond moved that the vouchers be approved. Jensen seconded the motion. Motion carried. Administrative Report Federal Budget - No report State Budget — No report County Budget — The 2004 budget was passed by County Board as presented. Reaman discussed an e -mail from the Finance Department stating that checks will be issued every Thursday rather than maintaining a special Finance Bills deadline. Reaman inquired if the committee would like to continue processing the bills as they currently do with a review of all the bills done at each monthly committee meeting or processing the bills weekly through Finance. The committee decided to continue handling the bills as they currently do through the monthly committee meeting. WACEC Report — In addition for the WACEC report: Lestrud and Berenschot discussed the upcoming District WACEC meeting on December 5th in Eau Claire. Lestrud, Berenschot, and Burri will attend. The focus of the meeting will be the sharing of program priorities from the various counties and also ideas on ways to better communicate Extension programming to county board members and legislators. UW- Extension Program Planning Efforts — Program Planning: Lestrud asked the committee for any input into the current program planning process and shared some of the priorities that the agents were working on. Burri expressed an interest in helping young couples manage their money. -1- 4 -11 Youth Development Agent Report 4 -11 Leader's Recognition Banquet: Reaman thanked Berenschot, Burri and Bethke for helping to present the Years of Service Awards to 4 -H Leaders. Jensen was also in attendance at the banquet. There were over 100 people at the banquet. National 4 -11 Week Promotional Efforts: Several countywide promotional efforts occurred during National 4 -H Week including news releases in the local papers, radio spots at WIXK in New Richmond and over half of the clubs put up window displays promoting 4 -H so that each community in the county had at least one window display in it. ME Workshops: Eighteen members participated in the ME workshops taught by Reaman. Members learned how to effectively communicate the knowledge and skills they gained as a result of their 4 -H experience. This skill will also be useful as members begin to apply for jobs and/or scholarships. Music Workshop: Twenty -five members and leaders attended the 4 -H Music Workshop. Heather Stevens, a recent 4 -H alumni and Cindy Brown, a veteran music leader, taught the workshop. Stevens worked with the members to teach them about stage presence, how to project, and choreography. Brown worked with the leaders to help prepare them to work with youth in a club musical. As a result of this countywide musical workshop, an interest in developing a county 4 -H show choir has been sparked. Nancy Burman has agreed to direct the group. The other specific details are yet to be worked out. Club Officer Training: Forty-three club officers are signed up to attend Club Officer Training on Saturday. Thirteen of those are in the le and 11` grades on topics that are suggested by the group about issues they deal with in their club meetings. Reaman will work with these older participants while the Jr. Leaders teach the younger members how to lead games and introduce some new games that can be used at their club meeting. There will be individual sessions to teach specific skills for the president/vice president, treasurer, secretary, and reporter/historian. Parliamentary procedure will be taught by having the group make trail mix. A proper motion will be required to add each of the ingredients, followed by the second and discussion about why the particular ingredient should or should not be added, and finally the vote. Ingredients cannot be added unless the proper procedure is followed. Agriculture Agent Report Milligan attended World Dairy Expo and participated in several professional development seminars. Milligan coordinated the Western District Dairy Nutrition Update for Professionals. Twenty -nine dairy nutritionists and veterinarians participated. Ninety -five percent of the evaluation respondents increased their knowledge regarding the dairy cattle feeding adjustments for 2003 -2004. Eighty -three percent of the respondents increased their -2- knowledge of dry cow diets for short dry periods and eight -nine percent increased their knowledge of the impact of corn vitreousness on corn silage digestibility. The Western District ag agent's meeting featured a tour of the ACE ethanol plant at Stanley. Milligan also attended the Western District Department Head meeting. Farm visits and individual calls included transfer of farm to the next generation, dairy and beef cattle nutrition, dairy housing, dairy marketing, land rent, alfalfa brown root rot, financial planning, subsoiling, and com and soybean production issues. In November and December, Milligan will be teaching with other area agricultural agents a pilot project on Farm Management and analysis curriculum. Milligan has developed about two hours of the curriculum. This project will eventually be used statewide. Milligan will be using part of curriculum to develop two or three two -day programs in the county this winter on the subject. Milligan will be coordinating program planning efforts in agriculture over the next couple of months. Milligan is also coordinating a farm record - keeping workshop in December. Behling asked Milligan to teach at his Beginning Commercial Horticulture Class. Bruce Jones of the Center for Dairy Profitability has asked Milligan to commit 15 days working for the Center providing support for the AgFA financial analysis software program. Jones would provide clerical needs, travel and supply expenses. This is a one year commitment until the Center is able to hire a replacement. Milligan will maintain all his programming efforts and work evenings and weekends to fulfill the Center's short- term needs. Horticulture Educator Report A meeting is set for November 6 at 6:30 pm at the New Richmond Civic Center Boardroom to discuss the 2004 Community Gardens Project in New Richmond. This meeting will cover such items as: Review of the 2003 season and total harvest numbers, production concerns -soil preparation, amendment, watering, ideas for increased volunteerism, fundraising, discussion of changes for the 2004 season, selection of a leader for the 2004 season, and any other issues you would like to bring to the table. This program has been a great asset to the county, but after a review of the 2003 calendar year we are proposing a number of changes. Program Planning: 1) The county extension horticulturalist and the county extension nutrition educator will partner to bring a new program to the growing Hispanic population in St. Croix County. With the increasing Latino population in St. Croix County, there is a need to provide educational opportunities to assist them in adapting to their new environment. Many -3-
