Present: Leon Berenschot, Ronald Raymond, Art Jensen, Chris Bethke, Lois Burri, Dave
Fodroczi, Lee Milligan, Jim Janke, Jennifer Havens, and Mary Lestrud.
The meeting was called to order by Chairman Chris Bethke.
Date of next meeting was set for November 4, 2003.
Raymond moved that the agenda be adopted as presented. Berenschot seconded the motion.
Motion carried.
Jensen moved that the previous meeting's minutes be approved. Burri seconded the motion.
Motion carried.
Berenschot moved that the vouchers be approved. Jensen seconded the motion. Motion carried.
Planning Department Report
Fall Collections Report: Havens reported on the record setting collections for the 2003 Clean
Sweep season. In 2003, a total of 468 participants brought in 35,879 pounds of hazardous waste
to the two Clean Sweep Hazardous Waste Collections. This is a 16% increase from the 31,000
pounds that was collected in 2002. Havens also reported that a total of 967 appliances were
collected in the spring and fall appliance collections. This is a 15% increase over 2002 totals.
2004 Recycling Grants: Havens informed the committee that the DATCP has indicated that St
Croix County has been awarded both the Household Clean Sweep and Agricultural Clean Sweep
grants. The total award is $27,707 fouboth programs. The County is waiting for the official letter
to arrive from the DATCP this fall.'With both awards, the county Clean Sweep program will
look at new ways to bring in more agricultural customers to the 2004 events.
Resolution Amending the Recycling Ordinance: Havens presented the Recycling Ordinance
Amendment that would update the current St Croix County Recycling Ordinance to reflect
changes made in State Statutes in the areas of recycling and solid waste. Raymond moved to
recommend approval of the amendment by the County Board. Berenschot seconded the motion.
Motion carried.
Transfer of Recycling Program to Planning, Zoning, & Parks Committee: Fodroczi stated
that discussions have begun to transfer the Recycling Program to the Planning, Zoning, and
Parks Committee and the Parks Program to the Land and Water Committee. The committee
concurred, but wants the programs to transfer simultaneously. The transfer of the Recycling
Program should be contingent on the transfer of the Parks Program. Berenschot moved to
recommend to the Administration Committee and County Board that oversight of the Recycling

Program be transferred to the Planning, Zoning and Parks Committee, contingent upon a
corresponding transfer of the Parks Program to the Land and Water Conservation Committee.
Raymond seconded the motion. Motion carried.
Ag Agent's Report
A Farm City Day evaluation meeting was held. Approximately 2,800 people participated this
year. Plans are being made for next year's event.
Milligan participated in the 2004 Ag Lenders Conference planning committee.
Milligan participated in two professional development opportunities by UWEX. They covered
forage and dairy topics.
Milligan also lead a Milk Money team meeting with a producer. Progress is being make in
reducing the somatic cell count and mastitis treatment costs.
Farm visits included dairy and beef nutrition issues, crop and pasture concerns, dairy housing,
and farm financial management issues.
Milligan has coordinated a Dairy Nutrition for Professionals program in October.
Milligan is participating in a brown root rot survey. The alfalfa disease has been found in
Wisconsin. It is a server problem in Canada. UWEX plant pathologists are trying to determine
its prevalence in Wisconsin. If there is a high prevalence they will begin work on developing
resistance to the disease. Milligan will collect samples for analysis from 20 alfalfa fields in St.
Croix County.
Family Living Agent's Report
The Civil Rights Review from our office went very well, and our county Extension staff was
considered exemplary and culturally competent in its efforts4o peach minority members of the
community.
The Nutrition Education Program has reached the end of another grant year, and Mary is
compiling results and the final reports required by the state office. The federal government has
renewed their contract with Wisconsin to provide service for another year. Martha's program has
been focused this past month on providing information to food stamp eligible clients about Fast
Food choices. Booklets were distributed to committee members showing the fat content of foods
from all the favorite fast food restaurants. The importance of this topic is shown by the increase
in obesity in adults and children. One in three people in the U.S. are projected to have diabetes
by the year 2050 if present trends continue.
The Better Badger Baby Bus, sponsored by the WI Council on Children and Families, was in St.
Croix County for three days in September Mary was on a committee which helped plan the bus's
itinerary which included many local schools and hospitals as well as Human Services and
libraries. The teaching events on youth brain development reached over 1400 school children,

professionals and parents in the county. Middle school children were shown how their brain was
still developing and the negative impact of drugs and alcohol on that development.
Mary attended one day of the state HCE convention in Eau Claire, which our HCE district
sponsored this year. About 22 local HCE members attended the conference. Mary also taught 30
HCE members about the nutrition and uses of cranberries in family meals. Mary is helping HCE
recruit a new board and president for next year. Michelle Johnson, Hammond Library Director,
is willing to be on the ballot for the presidency.
Recruitment is underway for the Strengthening Families 6 -week series for parents and children
age 10 -14. This a vulnerable age for youth, and many families need to learn how to best deal
with their children to prevent future drug and alcohol use as well as violence.
Family Camp is postponed for two weeks due to double booking at the camp.
Resource Agent's Report
Janke provided business management advising to 6 clients during September, thanked Leon
Berenschot for providing helpful information for one of the clients who was starting a craft sales
business. Business advising sessions are planned at the County Government Center on
October 15.
Forty-five local government officials attended the comprehensive planning workshop on
September 23. Janke distributed the results of the evaluation instrument. The next workshop in
the series is scheduled for November 19.
The 'Big Box" retail workshop in New Richmond was attended by over 40 area business people.
Evaluations indicated that participants found the program to be very practical and useful.
The New Richmond Business Market Analysis is nearing completion. The group is doing final
edits and waiting for the restaurant section to be completed by professors from UW- Stout.
Janke asked the committee to think about any changes that they would like to see in his
programming focus and to discuss *gt at the November meeting.
Berenschot moved to adjourn. Burn seconded the motion. Motion carried.
