AG ESTENSION /RESOURCE AND EDUCATION COMMITTEE
AUGUST„ 2003

Present: Leon Berenschot, Ronald Raymond, Art Jensen, Chris Bethke, Lois Burn, Dave Fodroczi, Jim Janke,
Kimberly Reaman, and Mary Lestrud.
The meeting was called to order by Chairman Bethke.
Date of next meeting was set for September 3, 2003.
Burri moved that the agenda be adopted as presented Berenschot seconded the motion. Motion carried.
Jensen moved that the previous meeting's minutes be approved. Berenschot seconded the motion. Motion carried.
Raymond moved that the vouchers be approved. Burri seconded the motion. Motion carried.
Administrative Report
Federal Budget - No report.
State Budget — The State's budget has been finalized and the cut to the University System was not increased.
County Budget — Working with the new Finance Director, Michelle Pietrick, Reaman developed a list of proposed
line item changes for the UW- Extension 2004 budget. The new line items will streamline the budgeting and
ouchering process by eliminating unnecessary duplication. Moved by Berenschot to adopt the proposed line item
changes as presented for the 2004 budget. Seconded by Burri. Motion passed.
Reaman explained the situation regarding the County Fair premiums. The Governor had completely eliminated state
aid for county fair premiums in his proposed budget. The Joint Finance Committee reinstated 50% of the state aid to
be paid for Jr. Fair premiums only. The state made no provisions for reimbursement for Open Class or Senior
Exhibitors. Based upon 2002 County Fair Premium figures that would equal lost revenue of $3 2 34.7 1 • Since entries
were up, the figure may be slightly higher for 2003. Moved by Berenschot to support full payment of premiums for
2003. Seconded by Burri. Motion passed. Reaman will meet with the Finance Committee on Thursday, August 7, to
discuss the issue with them.
Personnel — Reaman distributed the narrative piece on Structure and Management for the Springsted Personnel
Study to the committee. There were no questions about the piece so it will be forwarded to Chuck Whiting as
presented to the committee.
The 133 Contract for the Agents' Salaries and Fringes was presented to the committee. The contract will be forwarded
to Mike Perkl, UWEX Western District Director and University Administration.
WACEC Report
Lestrud and Berenschot reported on the WACEC /Extension planning committee meeting held in August. Preliminary
plans are being done for the district WACEC conference to be held at the Plaza Inn and Suites in Eau Claire on
December Stn. Counties will be asked to share the results of their strategic planning process. The state WACEC
conference will be held on June 6 -8t`, 2004, in Eau Claire. Counties in the Western District are asked to think about
tour ideas and also how they might help with the conference.
4 -H Youth Development Agent's Report
St. Croix County Fair — Everything went really well with the 2003 Fair. The number of entries in the Jr. Fair was
up by Zoo and up by 75 in Open Class. The actual number of exhibits will not be known until Polly has entered all the
ribbon placings in the computer, which will take several weeks. The three action centers, sponsored by 4 -11, were well
attended by fairgoers.
4 -H Alumni Food Stand at the Fair — The Alumni Food Stand during the tractor pull made a profit of $400,
which has been committed to the St. Croix County 4 -H Endowment Fund. Next year will be easier because the
planning committee will have a sense of how much food to prepare and what to charge.
Memorial Stepping Stones — The Leaders' Council in conjunction with the St. Croix County Fair have agreed to
create a Memorial Stepping Stone Garden in remembrance of 4 -H Leaders and members who have passed away. The
location will be in the flower garden near the Living Memorial Monument. Individuals or clubs are encouraged to
make the stepping stones and place them in the garden. Each year the individuals who were remembered with new
stones will be recognized in a short ceremony on Sunday of the Fair. This year stepping stones were placed in
memory of Rollie Roquette, Gail Dorsey and Christine and Bryon John.

4 -H Summer Assistant Report
Clothing Revue
Twenty-two 4 -H members participated in the 2003 Clothing Revue on July 10, 2003. The event was held at the
American Legion in Baldwin. The outfits were judged based on construction, pressing and care. The models were
also judged on grooming, posture and poise, fit and accessories chosen. One reserve champion and one champion
was chosen from each of the five age groups. There was also an overall champion and reserve champion awarded.
Participants took part in a style show after the judging on July 10 and again at the St. Croix County Fair on July 18 in
Croix Court. Jessica Mitchell and Carissa Colbeth served as announcers.
Foods Fair and Revue
The St. Croix County Foods Fair and Foods Revue took place at the fair grounds in Glenwood City on July 12, 2003.
The event was divided with Foods Fair items and Foods Revue exhibits. There were 14o exhibits entered in the Foods
Fair and 22 exhibits entered in the Foods Revue. 4 -H exhibitors and family members were also welcome to examine
the action centers at the Foods Fair. These booths provided a hands on experience while educating participants about
the importance of calcium in a diet, how to create a nutritious snack, the importance of eating breakfast and eating
the correct number of food items from each food group.
The Foods Fair judging took place from 11:oo a.m. to 4:00 p.m. Participants brought in a wide range of items to be
'udged including breads, cakes, cookies, bars, candy, decorated cakes and preserved items. Judges examined the
items for color, texture, taste and form.
The Foods Revue category was judged from 1:oo p.m. to 4:00 p.m. Participants were to create a meal menu for a
special event, make and bring one item from the menu, decorate and set a table appropriate for the meal. Exhibitors
learned about menu writing, creating a nutritious and attractive meal, color and texture at a table setting and how to
set a table.
Action Centers at the St. Croix County Fair
There were four time slots when fair goers, young and old, could come to the gazebo in Croix Court at the Fair to
enjoy hands on activities free of charge. On Friday, July 18 from noon to 2:00 P.M. Matt and Gina Hanzlik provided
face painting and balloon animal making for anyone interested.
On Friday, July 18 from 5:00 to 6:30 p.m. and again on Saturday, July 19 from 10:00 to 11:30 a.m. Laura Van Dyk
assisted anyone interested in making a stepping stone. Quick set cement was poured into plastic or aluminum forms
and decorated with glass stones and colorful foam shapes, then personalized with handprint impressions, carved
initials or any other creative idea participants came up with. The stones were left outside the gazebo to set.
Participants picked them upon leaving the fair grounds.
On Saturday, July 19 from 3:00 to 5:oo p.m. Laura Van Dyk organized a fair scavenger hunt. Fair goers were able to
pick up a scavenger hunt form, which could only be completed by asking questions of fair exhibitors about their
projects. Upon completion, participants returned to the gazebo to receive either a 4 -H pencil or sticker.
Cloverbud /Explorer Day Camp
Thirty-seven first through fourth graders participated in the Cloverbud /Explorer Day Camp on July 23, 2003. The
event was held at Mill Pond Park in Baldwin. The camp was organized and run by members of the St. Croix County 4-
H Program, but was open to all youth. The theme, "Spread the Word," was implemented in hopes of getting more
youth involved in the 4 -H Program. There were sixteen volunteers who assisted in organizing and running the camp,
fourteen of which were seventh and eighth grade 4 -H members.
The day began at 9:oo a.m. and the morning hours were filled with sessions where youth got their hands dirty,
making tie -dyed tee shirts and homemade slime. They also had a chance to get to know others by playing large group
games. A lunch of sandwiches, fruit, chips and lemonade was provided by the camp. Following were three more
exciting sessions in the afternoon. Participants went on a nature scavenger hunt, made lava lamps and took part in a
finger print art session. Following the afternoon sessions, the campers participated in relay and parachute games. As
a snack, campers made their own dirt cups of chocolate pudding, crumbled Oreo cookies and gummy worms. It was a
very busy and exciting day for both campers and volunteers.
The day camp was organized by the 4 -H Program in hopes of involving young members of the county in an activity
that helps develop social skills and eye hand coordination in campers, as well as leadership and organizational skills
in volunteers.
County to County Exchange
Six St. Croix County 4 -H members had the chance to meet and spend two weekends with 4 -Hers from Walworth
County. On Friday, July 25 the St. Croix County group traveled to southern Wisconsin to meet their hosts for the next
two days. The weekend is mainly a chance for the families to spend with their adoptive 4 -Her. The group also met as
a whole on Saturday afternoon for a picnic and swim at Lake Geneva. The weekend ended on Sunday, July 27 when
the St. Croix 4 -Hers headed back home mid afternoon.
The group's time apart didn't last long. On Friday, August 1 it was time for the St. Croix County delegates to welcome
eight Walworth County 4 -H delegates into their homes. One of the guests included a Japanese 4 -Her who is staying

with a Walworth County family for three weeks. The guests arrived at the UWEX Office in Baldwin around
dinnertime. On Saturday everyone met in Menomonie for a morning of bumper cars, miniature golf and batting
cages. The weekend ended on Sunday, August 3 with an ice cream sundae social before saying goodbye to the
Walworth County 4 -Hers.
The annual County to County Exchange is offered to 4 -Hers, grades sixth through eighth, who would like to meet new
people, travel within the state, learn to adapt to different situations and spend time in a family environment.
Wisconsin Tour
St. Croix County 4 -Hers "Toured Wisconsin" during a trip to the Green Bay and Door County areas. The trip took
place from July 29 through July 31. The twenty-three youth were chaperoned by Tammy Erickson of Wilson, Mary Jo
Wilcoxson of Hudson and Laura Van Dyk of New Richmond. The group boarded the bus and departed from the UW-
Extension Office in Baldwin on Tuesday morning. Stops on the trip included:
- Packer Training Camp
-Bay Beach Amusement Park
-Ya Ya You Betcha - Performed by the American Folklore Theatre
- Trolley Tour of Fish Creek and Peninsula State Park
- Schopfs Hilltop Dairy-Corn Maze, Homemade Ice cream and Fudge
- Maritime Museum
- Sunset Park - Canceled Due to Weather
-Cana Island Lighthouse
The annual Wisconsin Tour Trip visits a different region of Wisconsin every year. The trip is open to any 4 -H
member who is in grades five through seven. The 4 -H Program's goal for this trip is to give participants the
opportunity to gain experience in traveling, communication, responsibility and relationship building.
Resource Aeent's Report
Janke reported that the New Richmond Business Market Analysis is nearing completion. He will facilitate a meeting
on August ll for the study committee to identify the conclusions and recommendations for the final report.
Extension is leading a workshop on September 17 to help local businesses understand Wal -Mart.
Small Business management counseling is scheduled in Hudson on August 19. Janke counseled two businesses
during July.
The next Tri-County Comprehensive Planning workshop is scheduled in Baldwin on September 23. Another is
scheduled in November.
Extension Specialist Alicia Acken is working with Janke and the Planning Department to use a software package
called "Community Viz" that will create images of how a specific location may look under different planning
scenarios.
Drinking Water Programs are scheduled this fall in Somerset and Star Prairie.
Family Living Agent's Report
Lestrud discussed the Strenthening Families training that she attended in Eau Claire during July. In cooperation with
the Family Resource Center, Lestrud will be offering the seven parent /child classes this fall for families with 10 -14
year olds. This evidenced -based program has had strong outcomes for youth regarding lower lifetime alcohol use,
lower cigarette use, lower marijuana use, and less aggressive behavior. Parents who have attended the program use
many more positive discipline techniques, and specific good parenting practices than parents in a control group.
Lestrud passed around pictures from the Food Fair, which reached over loo youth.
HCE (Association for Home and Community Education) is celebrating their 75 anniversary in St. Croix County this
past year. They just had their Diamond Jubilee, a program that attracted 164 past and current members. Sheila
Harsdorf, state senator attended and presented a proclamation to honor the group. A history book was compiled by
the Extension Office. Lestrud is also coordinating efforts for a Home, Health, and Hobby Expo, sponsored by HCE, to
be held at the St. Croix Central High School in Hammond in September. As advisor to the 243 women in HCE,
Lestrud is involved in all their projects.
Lestrud shared results from the second jail class, Kid Connection, A Book Sharing Progam. Comments from the
children's at -home caregivers were positive regarding the impact of the program to improve the connection with
inmate's absent children.

They thought that it had helped them be less sad, and improved their self- esteem.
Lestrud is working with several projects with the Family Resource Center. Most currently is planning for the
Childrens' Holiday Shopping Spree, a fundraiser which will take place in Nov. Lestrud is supporting efforts for the
Family Resource Center to hire a bi- lingual educator to reach more of the Latino citizens in the area.
Efforts with coordination of the Nutrition Education Program continue.
Planning Department Report
Resolution Authorizing Recycling and Efficiency Grants: Fodroczi presented a resolution authorizing staff to
sign and submit applications and reports for recycling grants. It updates a previous resolution to include a new
category of grant. Motion by Raymond, seconded by Berenschot to recommend approval of the resolution by the
County Board. Motion carried.
Resolution Authorizing 2004 Efficiency Grant Application and Cooperative Agreement: Fodroczi
presented a draft cooperative agreement for Dunn, Eau Claire, Pepin and St. Croix Counties to sponsor a recycling
magic show for elementary schools in the four counties. Staff will prepare a companion resolution for the next
meeting for the agreement and related grant application. The resolution will need to be scheduled for the September
County Board meeting for an October ist grant application deadline.
State Budget /Legislative Update: Fodroczi reported that the Governor made no vetoes of recycling provisions
that would affect our program. The net result of the budget was to return recycling funding levels to 1999 levels. No
other new legislation was in process.
2004 County Budget: The Committee informed Fodroczi that 2004 budgets would be reviewed at the September
2 "d meeting. Fodroczi indicated he would be on vacation that week, and Havens would be available to review the
Recycling and Hazardous Waste budgets.
Local Responsible Unit Status: Fodroczi reported that staff attempted to identify the fiscal impacts for the
County and affected communities of adding any of the nine outstanding communities to the County's Responsible
Unit status. The DNR Recycling staff could not give us any estimate of funding changes without recalculating the 1999
funding formulas for all affected programs. They would not typically do this without a formal request to make the
change. Staff will continue to look at ways to make this evaluation.
