Chairman Mehls called the meeting to order at 1:06 p.m.
The Agenda was adopted on a Bernard/Gunderson MOTION.
The Minutes of the October 30, 2003 Special Emergency Management /Emergency Communications Committee
Meeting were approved on a Grant/Malick MOTION.
The Minutes of the October 14, 2003 Emergency Management/Emergency Communications Committee Meeting
were approved on a Malick/Bernard MOTION.

Clarence Malick commended Chuck Mehls and Gary Kollman for their efforts in making the Backup
Communications Center in Baldwin a reality.
NEW BUSINESS:
1. Actions concerning Terminology "Fire Number"
Chuck Mehls initiated a discussion of the term "Fire Number" which is not necessarily your home address.
This is a misleading area for the public. The public runs the risk of not receiving services if they only give
their Fire Number. Back in 1988, the Fire Numbers were assigned sequentially. Chuck Mehls explained
that Zoning is working on the clarification of this subject. A letter will be composed for distribution
through a Media Release and incorporated with the Tax Bills for the Towns. This needs to be drafted
ASAP so it may be included in the December 10th Tax Bill Mailing.
2. Municipal Requirements for Participating in Equipment Grants
In order for municipalities to receive equipment through Grants, they need to be trained and maintain
certification or else the County would be liable to the Federal Government. Jack Colvard will draft an
Agreement for each Municipality /Agency to sign stating that the municipality /agency agrees to obtain the
proper training (50 percent of agency personnel) or have proper training scheduled for certain equipment
certification, maintain their certification standards, and maintain and insure the equipment. Colvard will
confer with Corporation Counsel on the finalization of this Agreement. This was approved on a
Malick/Samelstad MOTION. The Committee would also like an up -to -date listing of equipment
purchased and for whom.
The state has been awarded money for the 2004 Homeland Security Equipment Grant. The Office of
Justice Assistance administers the grant and list of allowable equipment. A Malick/Bernard MOTION was
made to propose to the County Board, at their next meeting (11/25/03), to adopt a resolution prepared by
Emergency Management and Corporation Counsel regarding including the purchasing of base station
radios as part of the allowable equipment.
3. County/Municipal CERT Teams
The U.S. President is encouraging that Communities/Municipalities create a civilian Community
Emergency Response Team (CERT) and a Notice was sent to the Media earlier this year for publication.
Grant money is available for whichever community would like to create one. Grant money would be used
for training and equipment. Each CERT would have their own Chair, etc., and perform their own
duties /tasks as far as application for grant money, etc., and work with the State. (It would not be the
Municipality's responsibility.) Training would be available through the County, if needed.
4. Emergency Management Director's Report
Colvard was informed by Ralph Robole that there are Surveillance Cameras available for usage. The
Committee would like to see these placed within County buildings. Jack Colvard and Gary Kollman will
propose this option to the Safety and Security Committee.
5. Emergency Management Bills
The bills for the month of November were approved on a Malick/Grant MOTION.
6. Emergency Communications Director's Report
The generators are operational in Hammond and at the Hudson Water Tower. The antenna has been
installed on the Hudson Water Tower. The Somerset Repeater is working. The Village of Roberts has the
same problem and this is being worked on.
The Baldwin Tower construction/building will begin on Dec. 1 and the "stacking of steel" will begin on
December 15.
7. Emergency Communications Bills
The Emergency Communications' Telephone Bills for the month of October and the Emergency
Communications' October Bills were approved on a Malick/Gunderson MOTION.
8. Emergency Service Agencies Concerns and Issues

C. Municipal Law Enforcement — The City of New Richmond's Police Dept. has written a Policy
regarding dispatching of a "Bomb Threat" situation. There is not a County-Wide Policy regarding
this situation and terminology. This needs to be standardized. This will be taken up at the next
Police Chief's Meeting.
d. Sheriff's Department
A MOTION by Malick/Bernard at 2:40 p.m. to go into Closed Session under section 19.58(1)(b). MOTION
CARRIED. Present will be: Chuck Mehls, Clarence Malick, Art Jacobson, Lori Bernard, Charles Grant, Gary
Kollman, Casey Swetlik, and Debra Kathan, Personnel Director.
MOTION by Malick/Grant to bring out of closed session. MOTION CARRIED.
