Chairman Mehls called the meeting to order at 9:00 a.m.
NEW BUSINESS:
1. Microwave Proiect Bids
Kollman presented a Power Point presentation regarding the Microwave Project which provided the
following information:
A prebid conference was conducted for all interested parties. Representatives from Harris Microwave,
Ardea Communications, Alcatel Microwave and SBA Broadband attended.
Harris, Ardea and SBA Broadband/Alcatel submitted bids by the deadline.
Our bid specifications requested bids on five different options.
Option 1: One for one replacement of existing equipment but bidders were urged to bring Glenwood City
into the loop.
Option 2: One for one replacement adding a spur at Baldwin
Option 3: New configuration utilizing the KJJO tower and including Baldwin spur
Option 4: New configuration using a proposed tower at Hudson, the KJJO tower and adding a spur at
Baldwin.
Option 5: Adding computer services existing hard line T- I's to the microwave
Of the three bidders, bids were received on 14 configurations.
Kollman explained each option and associated cost.
It was determined that bids received by Harris Microwave were the most complete, compliant and
financially competitive.
After much discussion, the Committee chose the Harris Microwave Option which added the hard line
T- I's, constructed a tower in Baldwin and provided a closed loop configuration including Glenwood City
and the new Baldwin Tower at a cost of $1,488,486. This option was chosen because it allows the same
Communication Center functionality at the back up communication Center in Baldwin as that which exists
at the primary Communication Center at the Government Center.
Whiting stated that the Finance Committee had budgeted $1,100,000 for bonding purposes with the feeling
that the Baldwin Tower was an add -on option to the base bid. Mehls stated that this was a
misinterpretation. All pre -bid planning was geared toward including Baldwin in the communications loop
that would provide any emergency back -up for the county as well as improve communications with
Glenwood City. "The term `add -on' or `tack -on' is not appropriate,:" stated Mehls.
On a Gunderson/Mortenson MOTION, the Harris bid was accepted for $1,488.486 and Greg Timmerman
to draw up a resolution to that amount. Motion passed unanimously.
The committee will meet at 6 p.m. on May 20, 2003 prior to the full board meeting to sign the resolution.
