JULY 7, 2011
CALL TO ORDER: Chair Hermsen called the meeting to order at 4:08 p.m.
ROLL CALL - Members Present: Supervisors Steve Hermsen, Sharon Norton - Bauman, Lorin Sather,
Bill Peavey and Buzz Marzolf. Peavey departed at 5:15 p.m. Robert Shearer and Ken Graf were absent.
STAFF PRESENT: Dave Fodroczi, Ellen Denzer, Bob Heise and Ryan Sterry.
GUESTS: Larry Natzke, Natural Resources Conservation Service
AGENDA and CONSENT AGENDA: Motion by Sather, 2nd by Stauffer to adopt the agenda and
consent agenda approving the minutes of June 2, 2011 and setting the date of the next meeting for July
21, 2011, 6:00 p.m. in Hudson. Motion carried.
OLD AND NEW BUSINESS
Farmland Preservation Plan -LESA System: Heise summarized the previous Committee and staff
discussion of the Land Evaluation portion of the existing Land Evaluation and Site Assessment (LESA)
system. Heise explained that staff had since reviewed the original data and methodology to check how the
limitations of wet soils were considered in the ratings. He reported that staff had since met with regional soil
scientists from the Natural Resources Conservation Service (MRCS) that were part of the original LESA
work group.
Heise introduced Larry Natzke, retired soil scientist and consultant for NRCS, who advised the original
LESA work group. Natzke presented a table of all the wet soils in St. Croix County and the adjustments that
were made in developing the rating scores for the land evaluation portion of LESA. He explained that all of
the productivity ratings had been reduced for the wet soils and reviewed all of the reductions in the table. He
also explained that most of these soils would be rated as prime if management practices were in place to
overcome the wetness. The LESA system assumed that no management practices were in place, so the soils
were not rated as prime. He concluded by reviewing the resulting scoring reductions for these soils that were
built into the original assumptions and rating to account for the wet soils. The Committee was satisfied that
the limitations of the wet soils were considered in the ratings. Staff agreed to present countywide maps of the
Land Evaluation component, Site Assessment component, and a composite LESA map at the August 4tn
work session.
Motion by Sather, 2nd by Norton -Bauman to adjourn the meeting at 5:30 p.m.
