CROIX COUNTY FINANCE COMMITTEE BUDGET REVIEW CONTINUED SEPTEMBER 30, 2003 Meeting called to order by Chair Swenson at 1:00 p.m. Present: Ralph Swenson, Clarence Malick, Esther Wentz, Daryl Standafer; absent and excused: Stan Krueger. Staff present: Administrative Coordinator Chuck Whiting, Finance Director Michelle Pietrick and County Clerk Cindy Campbell. Motion by Standafer, 2nd by Malick to adopt the agenda. Carried unanimously. Date of next regular meeting is October 9, 2003. 1. Continuation of 2004 Budget Review. District Attorney Eric Johnson and Supr. Julie Speer were present. Speer and Johnson asked the Finance Committee to reconsider the possible cut of the new legal secretary position in the District Attorney's office. Johnson indicated only one support staff person has been added in the past 13 years. The turn around time in the DA's office is lagging because of the increase in referrals. The DA's office handles only St. Croix County cases. Whiting indicated he did report at the Department Head meeting regarding potential cuts. Standafer provided a list to pursue for possible expenditure reductions. Pietrick indicated the target levy is $20,111,265. The starting number was $21,520,819. Changes made include Health and Human Services which was asked to cut $200,000. Borup proposed some possible cuts which included no reduction in staff. Computer Services Director Tom Boron provided reduction of $27,000 for repairs and replacements of county-owned computers. Boron also agreed he would postpone Digital Imaging which resulted in cuts from Computer Services ($15,000) and Zoning ($35,000) and Health and Human Services ($10,000). NACo membership needs to be added in at $1,100. Pietrick indicated health insurance change would be ($62,360) based on budgeting everyone at a 90/10 split. With the change in premium from $885 to $908 and taking all employees at a 90/10 split, the County's cost of the health insurance for union employees is down. Whiting reported Sun Life came in with a lower number. Whiting also mention that he is working on finalizing insurance numbers. Finance Committee again discussed a list of potential adjustments. Some relief can be obtained if the District Attorney's Legal Secretary and the Security Officer are funded on April 1, 2004 instead of January 1St 2. Health Insurance Renewal Options. Whiting indicated renewal will be Preferred One's Sun Life. This will be discussed at the October 9th Finance committee meeting. Swenson declared meeting adjourned at 4:00 p.m.
