present at this meeting. Therefore, this notice also serves as notice of a meeting of the County
Board for the purpose of obtaining information relating to subjects listed above for use at

COMMUNITY DEVELOPMENT COMMITTEE
AUGUST 4, 2011
CALL TO ORDER: Chair Hermsen called the meeting to order at 4:10 p.m.
ROLL CALL - Members Present: Supervisors Steve Hermsen, Sharon Norton - Bauman, Bill Peavey,
Buzz Marzolf, James Stauffer and FSA Representative Ken Graf. Lorin Sather and Robert Shearer were
absent and excused.
STAFF PRESENT: Ellen Denzer, Brett Budrow, Pete Kling, Bob Heise, Ryan Sterry and Pat Thompson.
GUESTS: Jerry Hanson and Roger Bauer
AGENDA and CONSENT AGENDA: Motion by Peavey, 2nd by Marzolf to adopt the agenda and consent
agenda approving the minutes of July 7, 2011 and setting the date of the next meeting for August 17, 2011,
5:30 p.m. in Baldwin, followed by a Recycling Public Information meeting at 7:30 p.m. in Baldwin.
Motion carried.
OLD AND NEW BUSINESS
Limitations of ATV's on the Wildwood Trail: Heise handed out a summary of the six points that he
addressed in his report regarding the limitations. These six items would have to be resolved before ATV's
would be allowed on the Wildwood Trail. Marzolf also distributed a letter to the committee that he had
addressed to the County Board and staff dated March 22, 2011 regarding the issues with ATV access to the
Wildwood Trail. Stauffer asked that a letter be drafted to the Town of Baldwin and Town of Eau Galle
clarifying the law and asking for support or non - support of ATV usage on the trail. Graf stated that the Town
of Baldwin already voted at their annual meeting that no ATV's be allowed on town roads. Peavey stated that
the Town of Eau Galle went on record with a resolution for no ATV's on the Wildwood Trail. Chair Hermsen
doesn't believe the towns have authority to deny ATV's to cross town roads. Norton -Bauman asked if staff
would provide a list of the participants, from the last Outdoor Recreational Plan meeting, indicating how many
were residents of St. Croix County. She questioned if the County Board resolution and attachment, confirmed
that no ATV's would be allowed on the trail at this time. Thompson explained that the County Board affirms
support for previously approved plans and ordinances not allowing ATV use on the trail, and has said they
couldn't support this without meeting the list of items. He also added that nothing more be done until the Town
boards give their support. Thompson will draft a letter to the Towns, and will share the draft letter with the
Chairman prior to having the letter sent.
Denzer announced that the Town of Hudson withdrew their request for action on the amendment to their zoning
ordinance discussed at the July 21, 2011 committee meeting. At Chair Hermsen's request, the Town will send
a letter officially withdrawing the request.
Farmland Preservation Plan: Budrow presented the Land Evaluation map and Site Assessment map, and
explained how it tied into the LESA scoring system. The committee asked that staff finalize policies and Site
Assessment by the next meeting in order to schedule a public informational meeting in September.
Motion by Peavey, 2nd by Norton - Bauman to adjourn the meeting at 6:21 p.m.
