COUNCIL ON AGING AND DISABILTIES MEETING
August 18, 2011
County Board Room, Government Center, Hudson, WI
CALL TO ORDER: Council Chair Nelson called the meeting to order at 9:00 a.m. Pledge of Allegiance was said.
ROLL CALL: Supervisors: Al Schrank, Sharon Norton - Bauman, Buzz Marzolf, and Esther Wentz; Council
members: Michelle Chevalier, Sue Nelson, Vera Grant, Ramsey Lee, Judy Belisle and Lois Burri. Also present:
ADRC Manager Brad Beckman; HHS Director Fred Johnson; Administrative Assistant Renea Aeschliman;
Caregiver Support Coordinator Nancy Abrahamson and Community Services Coordinator Tracy Davis. Excused was
Council member Deb Brennan.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes as corrected was made by Supervisor
Schrank seconded by Supervisor Wentz; motion carried.
DATE OF NEXT MEETING: Thursday, September 15 in the County Board Room, Government Center in
Hudson.
1. Monthly Financial Report & Staffing Report: Council members received financial information for the
ADRC and the Aging programs for July 2011. Johnson mentioned the revenue for the ADRC looks in line
and the expenses are at 82 %. The Aging revenue and expenses look good. The MA match is currently
running higher than projected so there will need to be some fine tuning with the current budget. See page 3
for detail.
Beckman informed the Council the Contracted Benefit Specialist/Adult Protection Social Worker has
been hired — Carrie Brantner as well as the Outreach Coordinator — Brandy Zeuli. Both staff will be
introduced at the September Council meeting.
2. Presentation by Michelle Chevalier regarding The CASTLE: Council member Chevalier informed the
Council the CASTLE will be expanding services to the River Falls area 1 day a week in the fall in connection
with NAMI. The October speaker at the CASTLE — New Richmond will be Jerry Morgan, ADRC of Polk
County, with the topic of Grief & Depression — family dynamics. A newsletter has been put together and
available.
3. County Fair wrap up: Beckman thanked all the staff and volunteers that helped at the County fair. The
2011 Outstanding Older Adults winners were Chuck Mehls from New Richmond and Eloris Rivard from
Somerset. There were 10 nominees this year and all were honored on Friday, July 22" Davis reported sales
and silent auction proceeds for the Senior Centers was down from the previous year. The juice and popcorn
sales for the Congregate Nutrition Program netted $242.00.
4. Staff In- service — August 25 a ` : Beckman informed the Council the all Staff In- service has been rescheduled
to September 22"
5. Aging Updates:
a. Caregiver Program
i. DayAwgy Adult Respite Program Abrahamson reported the New Richmond location is
booming. The New Richmond location will be moving to the new location at the old Middle
school first part of September.

Abrahamson informed the Council the Hudson location will have an additional
member starting this month and another next month.
b. Senior Center/Nutrition Program Beckman informed the Council the New Richmond Senior Center
will be relocating the first part of September. Beckman mentioned the Glenwood City Senior Center
will be hosting a Salad Bar Luncheon August 22" to raise money for the Congregate Nutrition
Program and increase visibility of the Glenwood City Nutrition/Senior Center. A flyer was given to
the Council members.
c. Transportation Program
i. Transportation Requests Davis presented transportation requests for New Richmond to
Amery in September and Glenwood City to Pierce County on September 22" A motion to
accept the transportation requests was made by Supervisor Schrank seconded by Council
member Burri; motion carried.
ii. LogistiCare Transportation MA transportation changes) Davis informed the Council
historically the ADRC did not provide transportation to many MS clients over the years. The
change to LogistiCare, a private for profit entity, the state is contracting with to broker the
majority of medical related trips for individuals with Medical Assistance (MA), has been
received with mixed feelings. Disability Rights of Wisconsin is reviewing all complaints
statewide and LogistiCare also has a complaint line for clients. Davis stated she would
continue to advocate for clients surrounding concerns and complaints related LogistiCare.
iii. New 53.10 Vehicles Davis showed photos of the new vehicles purchased — one for St. Croix
Industries and one for the Glenwood City Nutrition Senior Center. The 20% match required
for the 53.10 Grant was provided by Aging & Handicapped, Inc., a private non - profit that
exists to procure vehicles which transport older adults & persons with disabilities.
6. ADRC updates:
a. Family Care Cap Services — update: Beckman handed out the most recent numbers from the
Information & Assistance Specialists. Currently there are 102 individuals on the county waitlist. No
emergency slots have been utilized yet. Since the Family Care Cap was put into place, there have
been 11 disenrollments form CHP; six enrollments into CHP- Family Care; nine IRIS enrollments; one
IRIS disenrollment. The CHP disenrollments may be individuals who have passed away, moved out
of state or switched to IRIS. There was of discussion regarding transitioning of youth to adult
waivers. Children receiving services on the Children's Waiver may continue until they are 22 if
necessary. This may require additional funding for Family & Children's Services and cause a waitlist
for those youth seeking services. The Family Care Cap not only causes a back log for those that are
18 and older, but has a trickle -down effect to other programs.
7. Correspondence Supervisor Marzolf spoke on the CHIP (Community Health Initiative Program) meeting
from the previous night. Beckman read a thank you from Saint Judes' Hospice program; notice from Kim
Schindler, Quality Assurance Specialist, informing the ADRC the quality review of the Long Term Care
Functional Screen has been completed and all sections of the review were met; Emergency Support Services
thanked the ADRC for allowing them to place information on Emergency Preparedness in the Senior
Citizens' Building. The St. Croix County Recycling newsletter will be changing to once a year in local
newspapers.
