Meeting called to order by Chair Art Jensen.
Berenschot made motion to adopt agenda, seconded by Bethke, carried.
Berenschot made motion to approve the August 5, 2003 meeting minutes, seconded by Bethke, carried.
Berenschot made motion to approve the August 13, 2003 meeting minutes, seconded by Burri, carried.
Next meeting is scheduled for Tuesday, October 7, 2003 at 9:00 a.m.
VOUCHERS
Reviewed vouchers. Motion by Berenschot, seconded by Burri, to approve Chair Jensen's signature on
the September voucher list. Carried.
SUBDIVISION REVIEW
Pete Kling presented:
BLUEBIRD MEADOW - (In the SW 1 /4 of the NW 1 /4 of Section 13, T29N -R19W, Town of Hudson, St.
Croix County, Wisconsin) — 40 acre development, 14 lots total. Raymond excused himself from this
subdivision portion of the meeting. All storm water and erosion control issues have been resolved. The
storm water and erosion control plans are acceptable for this subdivision. Cody made motion to
recommend that the plans for this subdivision are acceptable and a letter be sent to the Planning & Zoning
Committee, Berenschot seconded, carried.
PARK HOLLOW - (In the SW 1 /4 of the NE 1 /4 of Section 4, T29N -R19W, Town of St. Joseph, St. Croix
County, Wisconsin) — 40 acre development, 12 lots total. All storm water and erosion control issues have
been resolved and a revised plan has been submitted. The storm water and erosion control plans are
acceptable for this subdivision with three conditions. Kling reviewed and explained the "Conditions of
Plat Approval" form, which helps him to accomplish concerns which he has. Raymond made motion to
recommend that the plans for this subdivision are acceptable with all conditions stated and a letter be sent
to the Planning & Zoning Committee, Berenschot seconded, carried.

LAKESIDE ESTATES - (In the NE' /4 of the SE 1 /4 and part of the SE' /4 of the SE 1 /4 of Section 11; in part
of the NW 1 /4 of the SW 1 /4 and in part of the SW %4 of the SW 1 /4 of Section 12, all in T30N -R19W, Town
of Somerset, St. Croix County, Wisconsin) — 127 acre development, 22 lots total. All storm water and
erosion control issues have been resolved and a revised plan has been submitted. The storm water and
erosion control plans are acceptable for this subdivision. Berenschot made motion to recommend that the
plans for this subdivision are acceptable and a letter be sent to the Planning & Zoning Committee, Bethke
seconded, carried.
LAND & WATER RESOURCE MANAGEMENT PLAN (LWRMP)
Heise reported that the public hearing was held on Wednesday, August 13, 7:00 p.m. at the Hammond
town hall to receive comments on the LWRMP. Although no public comments were received, the
department will accept written comments until September 13 (30 day comment period). Raymond made
motion to conditionally approve the plan if no comments are received, Burn seconded, carried. If
comments are received, LWCC will meet on September 16, 9:00 a.m. to review the comments. In order to
keep the timeline of presenting it to the Wisconsin Land & Water Board on October 7, twenty copies of
the plan will be submitted to the DATCP by September 8 so presentation can be conducted to the
Wisconsin Land & Water Board on October 7, 2003.
2004 LWCD BUDGET REVIEW
Heise presented a spreadsheet to simplify and summarize the department's 2004 budget. The
administration budget is up $106,167 from 2003 which is reflective on how the department must track its
expenditures and revenues; however, overall the tax appropriation in 2004 is less than 2003
because of increased revenues. There is a Technical Service Provider Agreement between NRCS and
LWCD for an estimated revenue of $20,000 for technical services. Raymond made motion to approve the
2004 LWCD budget as presented, seconded by Berenschot, carried.
JOB DESCRIPTION — LAND, WATER & PARKS DIRECTOR
Heise presented a revised job description for the Director of Land, Water and Parks. At a joint meeting
between LWCC and PZ &P's a few months ago, Ron Raymond, Jan Zoerb, and Heise were given the
direction to begin revising the job description for the Director's position. Raymond made motion to
approve the Land, Water and Parks Director job description and send on to the Planning, Zoning & Parks
Committee for their approval. If PZP approves the job description, it will be forwarded to the Personnel
Committee and re- evaluated by the Hay Study. Burri seconded the motion. Carried.
Discussed having another joint meeting with LWCC and PZP to propose moving "Parks Department"
under authority of the Land & Water Conservation Committee.
