LAND & WATER RESOURCE MANAGEMENT PLAN (LWRMP) Heise reported that the public hearing was held on Wednesday, August 13, 7:00 p.m. at the Hammond town hall to receive comments on the LWRMP. Although no public comments were received, the department will accept written comments until September 13 (30 day comment period). Raymond made motion to conditionally approve the plan if no comments are received, Burn seconded, carried. If comments are received, LWCC will meet on September 16, 9:00 a.m. to review the comments. In order to keep the timeline of presenting it to the Wisconsin Land & Water Board on October 7, twenty copies of the plan will be submitted to the DATCP by September 8 so presentation can be conducted to the Wisconsin Land & Water Board on October 7, 2003. 2004 LWCD BUDGET REVIEW Heise presented a spreadsheet to simplify and summarize the department's 2004 budget. The administration budget is up $106,167 from 2003 which is reflective on how the department must track its expenditures and revenues; however, overall the tax appropriation in 2004 is less than 2003 because of increased revenues. There is a Technical Service Provider Agreement between NRCS and LWCD for an estimated revenue of $20,000 for technical services. Raymond made motion to approve the 2004 LWCD budget as presented, seconded by Berenschot, carried. JOB DESCRIPTION — LAND, WATER & PARKS DIRECTOR Heise presented a revised job description for the Director of Land, Water and Parks. If PZP approves the job description, it will be forwarded to the Personnel Committee and re- evaluated by the Hay Study. Burri seconded the motion. Carried.
