Date of the next meeting — August 18, 2011 - 6:00 p.m., Hudson OLD AND NEW BUSINESS 1. 5:30 p.m. -Discuss and provide input into the St. Croix County Outdoor Recreation Plan. 2. 7:30 p.m. —Public Information Meeting with Municipal Recycling Contacts ANNOUNCEMENTS & CORRESPONDENCE POSSIBLE AGENDA ITEMS FOR NEXT MEETING ADJOURN NOTE: A quorum of the St. Croix County Board of Supervisors (County Board) may be present at this meeting. Therefore, this notice also serves as notice of a meeting of the County Board for the purpose of obtaining information relating to subjects listed above for use at future County Board meetings. (Items may be taken in different order) *Additions /Changes /Corrections DATE: August 5, 2011 MINUTES COMMUNITY DEVELOPMENT COMMITTEE August 17 2011 CALL TO ORDER: The stakeholder meeting began at 5:32 p.m. PRESENT: Supervisors Sharon Norton - Bauman, Steve Hermsen, Richard `Buzz' Marzolf, James Stauffer STAFF PRESENT: Robert Heise, Dave Larson, Pete Kling GUESTS: Stakeholder group - Andy Vorlicek, Jerry Hansen, Roger Bauer, Gayle Emerson, Joe Kerlin, Jim Heebink, Mike Kamm, Gary Knutson, Colleen O'Brien Berglund, Brad Labadie, Don Schumacher, Tom Johnson, Jeff Johnson, Jason Kjos, Jill Berke, Barb Nelson, Nancy Hover, David North, Donna Seim, Joe Hurtgen. OLD AND NEW BUSINESS Heise began meeting by making introductions of staff present. Stakeholders introduced themselves and who they are representing. Heise proceeded to ask if there were any questions from the information that was mailed out on the results of the last meeting on July 29 . No comments by stakeholders. Heise provided a short overview of the agenda with a goal of adjourning the meeting tonight by 7:20 p.m. because another meeting is scheduled in the room at 7:30 p.m. Heise introduced U.W. Extension Resource Agent, Pete Kling. Pete will be facilitating the stakeholder meeting tonight. Pete began by explaining how he plans to facilitate the meeting this evening. Each stakeholder from the past meeting had an opportunity to visit all of the County Parks free of charge and evaluate the facilities for items /activities they like about the park, areas of concern and identify improvements. Pete took each park separately and went around the room to each stakeholder asking for items they like, the same process for areas of concern and then there was a general discussion with the stakeholder group to comment on potential improvements. The facilities we took feedback on were the Glen Hills Park — Day Use Area; Glen Hills Park — Campground; Homestead Parklands on Perch Lake; Troy Beach; Pine, Bass and Squaw Lake Boat Landings and our open lands of Kinnickinnic and Stanton County Forests, Apple River Property and the Wildwood Trail. Stakeholders provided great comments and offered areas of concern for the County Park system. All items were recorded on large display sheets on the wall for every one to visualize. If questions were offered Park staff dealt with each question as they arose. Once all comments were completed on all facilities, each stakeholder had an opportunity to vote. Each stakeholder was given 6 stickers. The stakeholders were asked to identify their priorities. Three stickers were to be used on activities or items that they liked about the County Park facilities and three stickers were to be used to identify areas of concerns. Stakeholders took about 10 minutes to identify their priorities. Park staff closed the meeting by thanking the stakeholder group for their participation in this process. Heise explained that he will send out the results of the priorities and how the stakeholders voted tonight. Heise further explained that this will be the last stakeholder meeting 1 and the stakeholder group would be notified in advance of the public hearing for the St. Croix County Outdoor Recreation Plan, which is tentatively scheduled for early January 2012. Heise shared with the stakeholders that he want to have a short discussion tonight regarding a concept of a regional Park District, but time was limited and he offered trying to schedule a meeting inviting Towns, Villages and Municipalities to discuss this topic and perhaps other items such as volume purchasing, sharing equipment, etc. ADJOURN: The meeting ended at 7:26 p.m. Respectfully submitted: Bob Heise, Recording Secretary James Stauffer, Secretary August 17 2011 2
