Present: Jack Colvard, Vicki Linneman - St. Croix County Emergency Management; Buck Malick, Art Jacobson, Chuck Mehls, John Mortensen, Charles Grant, Lori Bernard, Denise Gunderson - St. Croix County Board; Gary Kollman - St. Croix County Emergency Communications; Barbara Nelson, Ed Thurman - Public Health; Tim Ramberg - St. Croix County Hwy. Dept.; Greg Palmer — Hulcher Professional Services, Inc.; Tom Bovis — Phillips Plastics; Mike Koscinski — Union Pacific Railroad Police Dept.; Jeff Rixmann — River Falls EMS; Dan Smith — Hudson Fire /Baywest LEPC Chairman, Charles Grant, called the meeting to order at 1:05 p.m. The agenda was adopted on a Mortensen /Smith MOTION. The October 18th, 2002 minutes were approved for St. Croix County on a Mortensen /Gunderson MOTION. The next meeting date: Is scheduled for Friday, April 25` 2003 at 1:00 p.m. at St. Croix County Government Center Community Room. NEW BUSINESS: A. Review Procedures for Sections 304, 311, 312, By -Laws and Receiving Request for Information A copy of the procedures and by -laws was distributed to the committee to review. After discussion, no changes were made to any of the procedures or by -laws. They will remain as presented and approved previously. Review of Section 304, 311, 312, Request for Information and the by -laws is required yearly by the State. B. Designation of LEPC Inspector Colvard suggested that any planning or reporting facility that is not meeting guidelines should be inspected by the State, not by the County, thus the inspector should be a State Inspector as previously approved in prior years. Designation of the LEPC Inspector is a yearly requirement. C. Village of Baldwin — Hospital Influenza Table Top Exercise Nelson from Public Health was present and told the committee of the upcoming exercise dealing with an Influenza Pandemic. The exercise is to be held at the Baldwin Hospital on February 27` 2003 at 12:30 p.m. This exercise is a follow -up to the countywide influenza exercise held in September. Everyone is encouraged to attend this exercise. D. Village of Baldwin — Chemical/Train Derailment Table Top Exercise Colvard informed the committee about an upcoming tabletop exercise dealing with a chemical /train derailment to be held at the Village Hall in Baldwin on March 20` 2003 at 9:00 a.m. Anyone interested in participating in this exercise as an evaluator or as a spectator is welcome to do so. Colvard informed the committee about a severe weather exercise scheduled for April 10` to be held at the Glenwood City Fire Department and that anyone who is interested in attending is welcome to do so. Colvard also addressed the committee about classes being held at Ft. McCoy involving how to develop a functional or a table top exercise. Anyone interested in attending any of these classes can contact him for a registration form. E. Plans Updated Since Last Meeting There were a total of ten facilities that have been updated and approved by the State since the last LEPC meeting in October 2002. F. Hazardous Material Training Update Colvard provided information to the committee about the pending training classes that are scheduled at this time. There are approximately 19 -20 classes scheduled and all courses are 100% reimbursable through the state. Colvard expressed to the committee that St. Croix County municipal and emergency service agencies have been very receptive to attending training and maintaining their various levels of response capability. This identifies the concerns that these agencies have about the safety of their communities. G. Update on EPCRA and Terrorism Grant Funding Colvard explained that the EPCRA Computer Grant, for 2003, is being used to purchase computer equipment for the emergency communications department this year. The 2001 Terrorism Equipment Grant for $21,600 was primarily being used to purchase hazardous material equipment for fire departments and hospitals. H. Public Input and Concerns Some committee members expressed their concerns on radiation waste being carried on railroads through our area. Koscinski stated that this is not happening in our area and if it were to happen there is an action plan that would need to be put in place and a route established with the State in order for this process to happen. Palmer shared information about the upcoming WAHMR (Wisconsin Association of Hazardous Material Responders) Conference scheduled for February 28` and March 1 51 at the Wisconsin Dells. This presentation will deal with radiation and if anyone is interested in attending this conference they are to talk to him about obtaining a registration form.
