MINUTES
APRIL 25, 2003
The St. Croix County LEPC meeting was held at the St. Croix County Government Center, Hudson, WI at 1:00
p.m. on April 25 2003.
Present: Jack Colvard, Vicki Linneman - St. Croix County Emergency Management; Buck Malick, Art Jacobson,
Chuck Mehls, John Mortensen, Charles Grant, Lori Bernard, Denise Gunderson - St. Croix County Board; Casey
Swetlik - St. Croix County Emergency Communications; Tim Ramberg - St. Croix County Hwy. Dept.; Dan Smith
— Hudson Fire /Baywest; Jon Aubart, River Falls Police Dept.; Rick Huston, United Fire & Rescue.
LEPC Chairman, Charles Grant, called the meeting to order at 1:03 p.m. The agenda was adopted on a
Mortensen /Smith MOTION. The February 14 2003 minutes were approved for St. Croix County on a
Jacobson /Smith MOTION.
The next meeting date: Is scheduled for Friday, June 13 2003 at 1:00 p.m. at St. Croix County Government
Center Community Room.
OLD BUSINESS:
A. Review of Exercises in Baldwin and Glenwood City
The critique is being written up for the Baldwin Train Exercise that was held on March 20 2003 and will be
submitted to the State upon completion. Colvard reported that the exercise in Glenwood City went very
well and that these exercises are positive but also there remains to be some concerns about the
communication capabilities and the coordinating control of an Incident Command Center in identifying the
roles of the participants. There have been requests for possible exercises from the Hammond Police Chief,
River Falls Hospital, and the Hudson Hospital, all to possibly be held in early Fall 2003.
B. Hazardous Material Training Update
Colvard explained to the Committee that the State monies are allocated on a first come -first serve basis and
that the State monies have already ran out this year. Colvard reported that there will be 5 Hazard
Communications classes provided to the County nursing home staff that were approved prior to funding
being stopped.
NEW BUSINESS:
C. 2003 EPCRA Computer Grant
This grant was used to purchase Computer equipment for the Emergency Communications department.
There is concern, whether or not there will be enough funding available to reimburse the County at the
same amount as in past reimbursements.
D. 2001, 2002, and 2003 Terrorism Equipment Grant Updates
The 2001 Terrorism Equipment Grant funded equipment, which was provided to hospitals and fire
departments. The 2002 grant is primarily being used to purchase communications equipment for all
emergency service agencies and the 2003 grant will be a combination of equipment. The 2003 equipment
will not be determined until official acknowledgement has been received from the state.
E. 2002 Terrorism Supplement Planning Grant
Colvard informed the committee about the planning requirements of the grant and how he is attempting to
distribute monies to communities and agencies, which participate in the development of the deliverables
required under the grant.
F. New and Discontinued Planning Facilities
Two facilities have identified that they no longer have products, which require them to participate as
planning facilities, Nelson Farm Supply - River Falls, and FS Tank Farm - Hammond. However, there have
been 2 new facilities identified that have quantities of chemicals that require them to be planning facilities,
AT &T - Houlton, and AT &T - Roberts. Both are telephone switching facilities that have increased their
operating capacities.
G. Public Input and Concerns
Aubart reported that River Falls is having a decontamination exercise on June 21 2003 to utilize the new
equipment purchased through Pierce County Emergency Management grants. This exercise will involve the
Police Dept., EMS Dept., River Falls Area Hospital and 25 patients.
