MINUTES
NOVEMBER 14, 2003
The St. Croix County LEPC meeting was held at the St. Croix County Government Center, Hudson, WI at 2:00
p.m. on November 14, 2003,
Present: Jack Colvard - St. Croix County Emergency Management; Buck Malick, Chuck Mehls, Charles Grant,
Lori Bernard, Denise Gunderson - St. Croix County Board; Gary Kollman - St. Croix County Emergency
Communications; Dan Smith — Hudson Fire /Baywest; Jon Aubart, River Falls Police Dept.; Craig Olson, River
Falls; Barb Nelson, Public Health; Greg Palmer - Hulcher Professional Services; Jim VanderWyst - New
Richmond Fire Dept.; Rick Huston - United Fire Dept. Woodville; Mark Samelstad - New Richmond Police Dept.
and Janice Maine, Western Region Partnership for Public Health Preparedness.
Excused: Jeff Rixmann, Art Jacobson, and John Mortensen.
LEPC Chairman, Charles Grant, called the meeting to order at 2:00 p.m. The agenda was adopted on a
Smith /Olson MOTION. The September 12, 2003 minutes were approved on a Malick/Smith MOTION.
The next meeting date: Is open, location to be determined.
OLD BUSINESS:
None at this time
NEW BUSINESS:
A. River Falls Hospital Influenza Pandemic Exercise on 10131/03
Barb Nelson reviewed the exercise. There were 27 participants including the evaluators, Public Health and
Emergency Management. Attendees completed an evaluation which gave a very positive response to the
presentation; reflected their concerns and questions; and consistently expressed desire to participate in
additional exercises. Hudson Hospital and Holy Family in New Richmond have been requested to
participate in this type of exercise for their respective hospitals.
B. Recap of Grants for 2002 and 2003 from the state
Colvard explained the funding from the grants that have been received or awarded the County. There was
extensive discussion of the types of equipment that has been and is being funded.
C. 2004 Homeland Security Exercise Grant
While in Madison on November 5 he was informed that Homeland Security has made an Exercise Grant
available to the counties. St. Croix County has funding of $20,467 available to provide exercises for the
county and municipalities. The exercises must deal with some aspect of terrorism. He asked whether or
not the Committee wished to participate in the grant, which has to be applied for before April 30, 2004. A
Malick /Smith MOTION was made to pursue the Exercise Grant funding. Motion carried. Also, he asked for
volunteers to establish a subcommittee to work on developing the exercise(s). The following Committee
Members volunteered to be on the committee: Lori Bernard, Craig Olson, Janice Maine, Chuck Mehls and
Rick Huston.
D. Update of Committee membership
Colvard explained that there appears to be a lot of members that are not attending the meetings, even
though they are only quarterly meetings. Smith stated that Colvard should enforce the bylaw policy about
Committee attendance. Colvard said he would send out letters to those members who have not attended
the meetings in a timely manner, per the bylaws. Also, he introduced Mark Samelstad, New Richmond
Police Chief, to the Committee and recommended that he be appointed to the Committee as a member.
Colvard was instructed to write a letter on behalf of the Committee to Chairman Malick to request
Samelstad's appointment as a member of the Committee.
E. Public Comments and Concerns
Mehls said that he had a concern with the Health Center involving the excess beds that had become
available with the downsizing. He said that he had contacted the Health Center to ask that some of the
beds be stored there as a backup to be used in the event of an emergency. Instead the beds were sent to
Nicaragua. He said that he would check with the River Falls Hospital to see if they had any extra beds that
could be stored for emergency situations.
