Home My WebLink AboutResolution 2011 (64) RESOLUTION REPEALING RESOLUTIONS RELATING TO =UNG FREEZE Resolution No. L 1 4 I t St. Croix County, Wisconsin WHEREAS, on October 5, 2010 the County Board adopted Resolution No. 30(2010) establishing a hiring freeze and vacant position review process which required County Board approval to refill any vacant position; and WHEREAS, on December 7, 2010 the County Board adopted Resolution No. 37(2010), which exempted from the vacant position review process the positions of union jail corrections officer and union patrol officer, and WHEREAS, on March 1, 2011, the County Board adopted Resolution No. 27(2011), which exempted from the vacant position review process the position of emergency communications telecommunicator; and WHEREAS, on June 7, 2011, the County Board appointed Patrick Thompson the County Administrator of St. Croix County, effective June 8, 2011; and WHEREAS, the County Administrator position description assigns the duty of reviewing and approving the refilling of vacant positions to the County Administrator, thus removing that duty from the County Board. THEREFORE, be it resolved by the County Board of St. Croix County that Resolution Nos. 30(2010), 37(2010) and 27(2011) be and are hereby repealed as of June 8, 2011. '3 7 (,? 6 1 c) coo [P St. Croix County, Wisconsin WHEREAS, on October 5, 2010, the County Board adopted Resolution No. 3 0(20 10) implementing a review process to be applied to all current and future vacant positions (a soft hiring freeze); and WHEREAS, the current review policy requires all current and future vacant positions that do not endanger the operation of essential county functions to be reviewed by the parent committee and the Administration Committee and reviewed and approved by the County Board before the position is refilled; and WHEREAS, the Sheriff's Office has requested that the review process be amended for two position classifications: (1) the union jail corrections officer position; and (2) the union patrol officer position; and WHEREAS, the requested amendment to the review process is to eliminate the need for County Board review and approval if the Public Protection Committee and the Administration Committee agree that the vacant position be refilled; and WHEREAS, the basis for the Sheriff's Office request for amendment is: (1) the collective bargaining agreement between the County and the law enforcement union requires a minimum level of staffing for the jail corrections officer position; (2) overtime pay considerations; and (3) considerations regarding Wisconsin Statutes sec. 79.07 relating to maintenance of effort for emergency services; and WHEREAS, the Public Protection Committee reviewed and approved this request; and WHEREAS, the Administration Committee reviewed and approved this request; and RESOLUTION AMENDING THE REVIEW PROCESS FOR VACANT POSITIONS (SOFT HIRING FREEZE) FOR TWO POSITIONS IN THE SHERIFF'S OFFICE - Continued --- WHEREAS, the County Board approves this request.
