EMPLOYEE PAY PLAN

WHEREAS, in August, 2010, the County retained Carlson Consulting, LLC (Consultant)
to develop a new non-represented employee pay plan; and
WHEREAS, on March 1, 201 the St. Croix County Board of Supervisors approved a
change in its form of government from the Administrative Coordinator form of management to
the County Administrator form of management; and
WHEREAS, as a result of that decision, the Consultant took steps to adjust the pay plan
to be consistent with the County Administrator form of management and incorporated a
performance-based pay component; and
WHEREAS, the Consultant has presented a pay plan project report based upon expert
analysis of documented job responsibilities, objective job content using an objective point factor
job evaluation system, market information collected as directed by the Administration
Committee, and recommended a new pay plan and supporting policy recommendations; and
WHEREAS, the Consultant's report includes recommendations for a study appeal
process, as well as procedures for on-going pay plan maintenance; and
WHEREAS, other than step increases on the current pay matrix, the non-represented
employees group has received only a one-time payment of $520 that did not increase base pay
since 2009 and represented (union) employees received split year base pay increases of 2% and
1% in both 2009 and 2010; and
WHEREAS, a copy of the pay plan is attached to this resolution.
THEREFORE, be it resolved that:
1. The St. Croix County Board of Supervisors approves the non-represented
employees pay plan attached to this resolution.
2. Effective July 1, 201 all non-represented employees currently on pay steps shall
receive the increment that places them on the step of the new plan that provides
an increase. To the extent that step placement represents less than a 3% increase,
the balance shall be paid as a one-time payment that shall not increase their base
pay.
3. Effective July 1, 201 all non-represented employees currently paid more than
the control point of their pay range in the new pay plan shall receive a one-time
payment of 3% of their current base pay that shall not increase their base pay.
