HomeMy WebLinkAboutResolution 2011 (50) RESOLUTION TO REFILL CONTRACT SOCIAL WORKER POSITION Resolution No. 6 (,::),61 ( St. Croix County, Wisconsin WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the County Board prior to refilling; and WHEREAS, the Health and Human Services Committee is the parent committee for the position of Social Worker in the Health and Human Services Department; and WHEREAS, a vacancy has occurred in this position; and WHEREAS, the Health and Human Services Committee has reviewed the position and determined the position is necessary and there are no viable alternatives to filling the positions, and therefore recommends that the vacant position be filled; and WHEREAS, the Administration Committee has reviewed the position and agrees with the conclusions of the Health and Human Services Committee and recommends the position be filled; and WHEREAS, the Comity Board has reviewed the position and agrees with the conclusions of the Health and Human Services Committee and the Administration Committee and concludes that the position should be filled. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the position of Social Worker in the Health and Human Services Department be filled. This restructuring also seeks to fill an existing open Employee A reementposid n up to 40 haursjweek to effldflnty rapport client care services by assuming the current caseload of the•newll formed Clinical Social Workerpositlon.. 1. What has been the recent annual and monthly trend of work performed by the position? This is an existing 40 hour /week position within. Adult Community Support Services '(ACSS) program. DHS 63.02(16) defines outreach as "procedures for identifying and contacting chronically mentally ill persons who are in need of CSP treatment and services, including referral agreements with psychiatric inpatient units, outpatient treatment clinics and other community treatment and service providers ". There were 9 Putteach enrollments in January 2011,11 in February and 12 in March, which puts the estimated average at 10 /month, or an annual average of 120;1/3 of these outreach referrals were converted into CSP admissions. This trend is due to the change in law that went into effect in June 30, 2009, that requires all Chapter 51 diversions to be monitored via outreach to individuals post - diversion, and the need for longer -term community -based setvices. The filled Employee Agreement will be assuming a full. caseload. 2. Who fills in for the position during absences for PTO? ACSS Social Workers are able to perform outreach, but only a Clinical Coordinator (the ACSS Coordinator) is 'able to cover the Clinical portion of this proposed, restructured position due to the Masters Degree requirement for CSP admission. The ACSS Coordinator would also have additional administrative responsibilities. If the Employee Agreement position is absent, the existing Social Work staff will have to assume the case responsibilities and may exceed their caseload limits. 3. at will be the impact to the public of a delay in filling the position? Any delay in restructuring this position, delays potential admissions to the CSP and will also directly impact the revenue that can be generated. Any delays in filling the Employee Agreement position will result in an increased waiting list for CSP and Coordinated Services Teams, and delays in timely response to'outteach requests that may result in inpatient psychiatric hospitalizations or out of home placement costs. This Social Worker position is requited to bill for their time /services provided within the CSP. This position is billing at a Masters rate and therefore, garnets increased revenues. This position i ' s performing clinical work paid at a Level 8 position in the Haye grid. Initial estimates, including salary and mange benefits, would indicate a potential increase in revenues of approximately $11,858.00, annually in 2011. 5. Are there opportunities to automate tasks (in the whole department - not just for this position) to reduce staff wot1doad? No.
