HomeMy WebLinkAboutResolution 2011 (53) RESOLUTION TO REFILL CONTRACT ADULT PROTECTION SOCIAL WORKER POSITION Resolution No.. .63 6>26111) St. Croix County, Wisconsin WHEREAS, on October 5, 2010, the St. Croix County Board of Supervisors adopted a resolution requiring any position in which a vacancy occurs to be reviewed by the parent committee, the Administration Committee and the County Board prior to refilling; and WHEREAS, the Health and Human Services Committee is the parent committee for the position of Social Worker in the Health and Human Services Department; and WHEREAS, a vacancy has occurred in this position; and WHEREAS, the Health and Human Services Committee has reviewed the position and determined the position is necessary and there are no viable alternatives to filling the positions, and therefore recommends that the vacant position be filled; and WHEREAS, the Administration Committee has reviewed the position and agrees with the conclusions of the Health and Human Services Committee and recommends the position be filled; and WHEREAS, the County Board has reviewed the position and agrees with the conclusions of the Health and Human Services Committee and the Administration Committee and concludes that the position should be filled. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the position of Adult Protection Social Worker in the Health and Human Services Department be filled. The Adult Protection Social Workers follow up referrals from families, health care providers, law enforcement, and other community members. They assist with guardianships, protective placements, and follow up on emergency referrals to the after hours call line - Northwest Connections. There has been an increased trend with emergency needs for shelter, finances, and abuse (physical and financial). There have been increased referrals with the formation of the Disability Specialist position. 2) Who fills in for the position during absence for PTO? Currently, when the Adult Protection Social Workers are absent, one of the Information and Assistance Specialist/Options Counselors assist with the intake process. They may also assist with guardianships or placements, but then their job duties are not being completed. If there is an immediate need and an Information & Assistance Specialist is not available, the call is referred to the ADRC Manage to handle as needed. 3) What will be the impact to the public of a delay in filling the position? The state requires follow up all on referrals within 24 hours, without adequate staff we would not be in compliance with state mandates. This would also hinder the individual from receiving the services they are in need of to keep them out of harms way. The staff covering for the absent Adult Protection Social Worker would also have their case load affected. The individuals seeking Information & Assistance/option Counseling would be delayed. 4) How much is the net savings for each month the position is unfilled? This position is a contracted position at $25,000/year with no benefits offered. This position would be funded partially by the ADRC, state grants, and county levy.
